Saving For Post-Secondary Education In Individual Development Accounts, Min Zhan, Mark Schreiner

The Journal of Sociology & Social Welfare

Low-income people have less access to opportunities for post-secondary education, and the welfare reform in 1996 further limited access for welfare recipients. Since welfare reform, there has been an increasing interest in strategies meant to enhance the well-being of low-income people through education and the development of human capital. In this study, we examine how low-income people saved for post-secondary education in Individual Development Accounts (IDAs) in a nationwide demonstration. IDAs provide matches for savings used primarily for home purchase, microenterprise, and post-secondary education. Pathway Curvature And Border Visibility As Predictors Of Preference And Danger In Forest Settings, Thomas R. Herzog, Kristin M. Kirk

The authors investigated pathway curvature and pathway border visibility as predictors of preference and perceived danger in forest settings. Participants rated 56 forest settings containing pathways for one of four variables—mystery, visual access, pathway length, and pathway width—or for one of four additional predictors. Pathway curvature was unrelated to preference, danger, or mystery. Border visibility and visual access were positively related to preference, negatively related to danger, and positively related to each other. Preference and danger were negatively related. Danger was more strongly related to the predictors than was preference. Mystery had a modest negative relation with preference and substantial …

This presentation was given in September of 2005 as Dr. Gordon A. Crews’ presidential address during his year as president of the Southern Criminal Justice Association. It is an overview of the issue of academic and professional integrity, or lack thereof, in higher education. The comparison of academics to “snake oil salesmen” of the past is the central focus of this presentation. The presentation also analyzes the issues of integrity and collegiality in the three traditional areas of academics’ professional lives: teaching, research, and service.

Firm insiders – a manager and a board – face moral hazard in relation to their outside shareholders in a repeated game with asymmetric information and stochastic market outcomes. The manager determines whether or not outsiders are cheated; the board, whose objectives differ from those of outside shareholders, attempts to control the manager through compensation contracts and dismissal threats Since compensation determines the manager’s incentive to cheat, firms competing for outside capital publicly announce their managerial contracts. However, secret renegotiation between firm and manager is still possible: so outsiders guard against being cheated by limiting their total stake in any …

Honesty And Intermediation: Corporate Cheating, Auditor Involvement And The Implications For Development, Brishti Guha

We examine self-enforcing honesty in firm-investor relations in an imperfect public information game. Minimum firm size requirements and moral hazard limit ability to raise outside capital, yielding a floor on personal wealth required to enter entrepreneurship. Credible auditing could create efficiency gains. We propose mandatory disclosure of audit fees and an interpretation of international differences in shareholding patterns. We endogenize auditor-firm collusion and extortion by auditors. We embed our game-theoretic analysis in a general equilibrium model to generate unique equilibria that trace the impact of the distribution of wealth on the existence of the market and consequences for development.

In a rapidly changing environment, the behavior and decision-making power of agents may have to be adaptive with respect to a fluctuating autonomy. In this paper, a centralized fuzzy approach is proposed to sense changes in environmental conditions and translate them to changes in agent autonomy. A distributed coalition formation scheme is then applied to allow agents in the new autonomy to renegotiate to establish schedule consistency. The proposed framework is applied to a real-time logistics control of a military hazardous material storage facility under peace-to-war transition.

We apply a game-theoretic model to the analysis of the recent spate of corporate scandals in which firms have cheated their investors, often with the aid of external auditors. We characterize the different types of equilibria that obtain for different parameter ranges in an auditor’s absence (the parameters we consider being early signal accuracy – a measure of transparency – and withdrawal costs – a measure of the liquidity of investments). We pin down the optimal relational contract between an input supplier and a final goods producer given a framework of bilateral moral hazard with variable but non-verifiable input quality. Given the inability of third parties to verify input quality, each party has an incentive to cheat the other by making a false claim about input quality. We derive the contract which (a) induces honest behavior and brings about the Pareto superior first-best outcome for the widest possible range of exogenous parameters, and (b) maximizes the Nash product of both parties’ payoffs subject to incentive compatibility. We consider a model of international trade with increasing returns in a non-traded input into industry, infrastructure, and show that the nature of equilibrium depends crucially on whether the infrastructure provider acts in a naïve manner – akin to a Level 1 agent in a cognitive hierarchy (C-H) model – or in a more sophisticated manner. Infrastructure requires a fixed investment and is produced under decreasing marginal costs, and we model two possible market forms, monopoly and Cournot oligopoly with free entry – both capable of generating pecuniary externalities in the manufacturing sector . The purpose of this paper is to develop a simple model of an economy in which growth is driven by a combination of exogenous technical change in agriculture as well as by a rising world demand for labor-intensive manufactured exports. We explore the relative roles of agricultural innovation and rising export demand in a model with two traded industrial goods and a non-traded agricultural good, food. When the non-traded sector uses a specific factor, we show that technical change in agriculture may be the key to sustained factor accumulation in industry, in particular driving intersectoral labor migration. The field of subjective well-being (SWB) is primarily concerned with people's evaluation of their lives; however, it includes a wide range of concepts, from momentary moods to global life satisfaction judgments. We propose a framework that integrates these diverse constructs. Our sequential temporal framework of subjective well-being describes experiences of well-being from the events and circumstances that cause evaluative reactions, through the emotional reactions to these events, to recall of these reactions, and finally to global judgments of well-being based on the previous stages. The Convention on the Future of Europe that led to the eventual drafting of an EU Constitution involved numerous political actors from many countries. Their negotiations over the constitution generated a huge volume of texts containing substantive information about their preferences for EU institutional and political outcomes. In this paper, we attempt to measure these preferences at the national party level by analysing the Convention texts using the computerized ‘word-scoring’ method for text analysis (Laver et al., 2003). God And The Global Economy: Religion And Attitudes Towards Trade And Immigration In The United States, Joseph P. Daniels, Marc Von Der Ruhr

Using the results of a national identity survey, we test the impact of religious affiliation on trade and immigration-policy preferences of US residents while controlling for individual level of skill, political ideology and other important demographic characteristics. Our results show that religion is an important determinant of international-policy preferences as individuals who are pre-Vatican II Catholic or members of a fundamentalist Protestant denomination are more likely to prefer policies that restrict imports and immigration. Religiosity, in contrast, has a separate effect of moderating attitudes towards immigration. In addition, we find evidence of denominational effects among African Americans in that members …

This paper is a critical discourse analysis of the usage of the concept of "culture" in social work discourse. The paper argues that "culture" is inscribed as a marker for difference which has largely replaced the categories of race and ethnicity as the preferred trope of minority status. "Culture" is conceived as an objectifiable body of knowledge constituting the legitimate foundationfor the building of interventions. But such interventions cannot be considered other than an instrument which reinforces the subjugating paradigm from which it is fashioned. Applying Rawlsian Social Justice To Welfare Reform: An Unexpected Finding For Social Work, Mahasweta M. Banerjee

This paper sketches social workers' understanding of social justice and reliance on Rawls (1971), highlights findings about "hard to employ" welfare recipients facing welfare reform, and articulates the parameters of Rawlsian justice (Rawls, 1999a; 2001) with particular emphasis on people who have been on welfare for long. The paper shows that social workers do not have any space to maneuver in Rawlsian justice to uphold justice for long-term welfare recipients, and welfare reform's "work first" stipulation does not violate Rawlsian justice. The paper raises some questions about social workers' continued reliance on Rawls. It suggests social workers update the literature …

Using the 2001-2002 California Workforce Survey, this paper examines the income gap between Hispanic and Caucasian workers. I attribute the income gap between Hispanic and Caucasian workers to differentials in their human capital. However, data analyses indicate that classical human capital indicators such as education,job training, and work experiences are not sufficient to account for the observed income gap between Hispanics and Caucasians. Instead, English fluency is a highly valuable aspect of human capital for Hispanic workers. English non-fluency, along with less education, job training, and work experiences explain why Hispanic workers earn less than Caucasian workers. However, variations in …

Welfare reform had the unforeseen effect of causing large numbers of public assistance recipients to drop out of college, discouraging their pursuit and acquisition of postsecondary education (PSE) credentials. There is a growing body of research that shows the value of postsecondary education in getting public assistance recipients onto a path toward occupational and social mobility. The restrictions of Temporary Assistance to Needy Families PSE policy, coupled with the recognition that college participation should be an option for qualified welfare recipients, influenced the emergence of many successful state and county-level movements focused on reforming welfare reform PSE policy. This qualitative study uses Patricia Hill Collins' "both/and" conceptual framework to explore experiences of both oppression and resistance among welfare recipients attending college. It examines how children, social networks, integration into campus life, and interactions with caseworkers affect welfare recipients' college attendance and college persistence. As is well established in the sociological literature, having children complicates college attendance and persistence. But this research shows that children also provide the predominant incentive for poor mothers to attain higher education.
