For almost half a century, high-speed ground transportation (HSGT) has held the promise of fast, convenient, and environmentally sound travel for distances between 40 and 600 miles. While a number of HSGT systems have been developed and deployed in Asia and Europe, none has come close to being implemented in the United States. Yet this is not for lack of trying. There have been several efforts around the country, most of which have failed, some of which are still in the early stages, and a few of which might come to pass.

The Accuracy And Manipulability Of Lost Profits Damages Calculations: Should The Trier Of Fact Be "Reasonably Certain"?, Jonathan T. Tomlin, David Merrell

The accuracy and manipulability of calculations for lost profits damages are critical determinants of the ability of harmed parties to receive just compensation in a wide range of legal cases including antitrust, fraud, false advertising, intellectual property infringement, and breach of contract. They are also important determinants of the deterrent effects of the law. Using a sample of over 5,000 U.S. firms, we show that simple damages methods are capable of being substantially inaccurate. Cultural Site Stewardship Program

• 17 new site stewards trained during the quarter. Active stewards in the program now total 167, up from 150 in last quarter.
• Three Desert National Wildlife Refuge sites added to monitoring schedule.
• Comprehensive monitoring plan for Sloan Canyon NCA implemented.
• New training classes offered in GPS navigation and Clark County pre-history.
• 3 additional major cultural site impacts resulting in measurable damages reported this quarter. Four additional impacts with somewhat lesser significance also reported in the quarter. Total impacts since December 2004 total 11 major and 12 less significant.

Facilitating Interlocal Collaboration: Community And The Soft Skills Of Public Management, Ricardo S. Morse

Working Group on Interlocal Services Cooperation

This paper explores the issue of interlocal collaboration in non-metro areas and argues that the concept of community and related "soft skills" that go along with it are critical to understanding how increased collaboration can be encouraged. An action research process piloted in two Iowa counties provides the basis for this study and offers rich qualitative insight into some of the factors that influence non-metro interlocal collaboration.

While internally displaced Americans were piled into an unequipped New Orleans sports stadium, the question on everyone’s lips was: where were the Louisiana National Guard and its high-water trucks when Hurricane Katrina struck? One answer, obviously, was that at least a third of the Guard’s human and mechanical resources were deployed to Iraq. Anti-war protesters demonstrating in Washington on September 24, 2005 as a new storm battered the Gulf coast turned the question into a new slogan: “Make Levees, Not War.”

The Anchor: 2005

The Anchor began in 1887 and was first issued weekly in 1914. Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). In recent years The Anchor moved to monthly print issues and a more frequently updated website. The Anchor is now published in print twice per academic semester. Occasionally, the volume and/or issue numbering is irregular.

Women In Agriculture: Making The Critical Difference, Meg Klosterman Kester

In 2002 the Census of Agriculture reported the total number of farm operators was 70,668. Nearly 16,000 of those operators were women, representing 22.5 percent of all operators. Over 3,000 women were designated as principal operators, representing over 6 percent of Nebraska’s 49,355 farms. Because women play a significant role in farm operation in the state, the Women in Agriculture program has grown and flourished over the past 21 years.

University of Nebraska State Museum: Mammalogy Papers

The mammalogy program at Texas Tech University officially was established in 1962, when Robert L. Packard joined the faculty of the Department of Biological Sciences. As the institution's first mammalogist, Packard took the initiative to develop a strong program of mammalian research and education. Influenced by the successful program built by his mentor, E. Raymond Hall, at the University of Kansas, Packard modeled similar goals for Texas Tech University. Those goals included a strong emphasis on both undergraduate and graduate education and research, with several mammalogy faculty members, and the establishment and growth of a large and active mammal collection.
