But how do librarians attempt to frame their own discussion of the classic caricature? Much of the current literature on information literacy on college and university campuses encourages instructional services librarians and departments to pursue one of two options: either integrate information literacy into the curriculum as a campus-wide initiative, or establish a forcredit information literacy course taught by librarians. For a variety of reasons, instructional programs may not be able to accomplish either of these goals immediately. Perhaps the library does not have the institutional influence to mount a campus-wide program, or maybe the library lacks the needed resources in terms of personnel or instructional facilities. In contrary to the spirit of modern competition policy, China has been emphasizing almost solely the fairness and social justice aspects of antitrust. The objective achieving efficient allocation of resources has yet to be incorporated explicitly into China’s competition laws. China should make full use of economics principles in drafting and implementing its competition policy. Competition laws protect competition, rather than competitors. China should abandon the vocabulary and logics that are incompatible with the “invisible hand” doctrine, and establish ways of thinking of modern competition policy. Competition policy is no substitute for industrial policy, and should not be …

Over the last few years, China has promoted all kinds of regional and sub-regional cooperation in Asia. However, the extent of China’s drive for institutionalization of cooperative regional multilateral processes is limited by two realist considerations: I) Distribution of power among the forum participants, and whether the major players are well-disposed towards China or not so and II) the importance of the issues that the specific forum is set up to deal with, particularly to the political, economic or security interests of China, but also that of other participating states.

Researchers working under the auspices of the Administrative Data Research and Evaluation (ADARE) Project are conducting a series of research and evaluation projects examining participation in, services provided through, and outcomes from the Workforce Investment Act (WIA) and related federal programs in nine states. This paper reports on the net impacts, or "value-added," of WIA services on employment, earnings, and other outcomes of interest using administrative data from seven of the nine ADARE states: Florida, Georgia, Illinois, Maryland, Missouri, Texas and Washington State.

Play assessment is gaining attention as a measure of the developing skills of young children. The procedures and methods of coding child behaviours vary considerably across researchers and practitioners. Because of this, definitive statements about the use of play assessment cannot be made without further research. The present study is an attempt to report a set of standardized procedures for play assessment along with an empirically based coding scheme (PIECES). The reliability of this system of play assessment is also investigated. The authors derive the exact sampling distribution function of the adverse impact (AI) ratio for single-stage, top-down selections using tests with known effect sizes. Subsequently, it is shown how this distribution function can be used to determine the risk that a future selection decision on the basis of such tests will result in an outcome that reflects the presence of AI. The article therefore provides test and selection practitioners with a valuable tool to decide between alternative selection predictors.

Children’S Play In Cross-Cultural Perspective: A New Look At The Six Cultures Study , Carolyn P. Edwards

A qualitative and quantitative reanalysis of the Six Cultures data on children’s play, collected in the 1950s, was performed to revisit worlds of childhood during a time when sample communities were more isolated from mass markets and media than they are today. A count was performed of children aged 3 to 10 in each community sample scored as engaging in creative-constructive play, fantasy play, role play, and games with rules. Children from Nyansongo and Khalapur scored lowest overall, those from Tarong and Juxtlahuaca scored intermediate, and those from Taira and Orchard Town scored highest. Does Choice Of Estimators Influence Conclusions From True Metabolizable Energy Feeding Trials?, Mark H. Sherfy, Roy L. Kirkpatrick, Kenneth E. Webb Jr.

True metabolizable energy (TME) is a measure of avian dietary quality that accounts for metabolic fecal and endogenous urinary energy losses (EL) of non-dietary origin. The TME is calculated using a bird fed the test diet and an estimate of EL derived from another bird (Paired Bird Correction), the same bird (Self Correction), or several other birds (Group Mean Correction). We evaluated precision of these estimators by using each to calculate TME of three seed diets in blue-winged teal (Anas discors). The TME varied by <2% among estimators for all three diets, and Self Correction produced the least variable TMEs for each. The TME did not differ between estimators in nine paired comparisons within diets, but variation between estimators within individual birds was sufficient to be of practical consequence. Although differences in precision among methods were slight, Self Correction required the lowest sample size to achieve a given precision. Feeding trial methods that minimize variation among individuals have several desirable properties, including higher precision of TME estimates and more rigorous experimental control. Consequently, we believe that Self Correction is most likely to accurately represent nutritional value of food items and should be considered the standard method for TME feeding trials.

Ranking Inequality: Applications Of Multivariate Subset Selection, William C. Horrace, Joseph T. Marchand, Timothy M. Smeeding

Inequality measures are often presented in the form of a rank ordering to highlight their relative magnitudes. However, a rank ordering may produce misleading inference, because the inequality measures themselves are statistical estimators with different standard errors, and because a rank ordering necessarily implies multiple comparisons across all measures. Within this setting, if differences between several inequality measures are simultaneously and statistically insignificant, the interpretation of the ranking is changed. This study uses a multivariate subset selection procedure to make simultaneous distinctions across inequality measures at a pre-specified confidence level. The Productivity Effects Of Privatization: Longitudinal Estimates From Hungary, Romania, Russia, And Ukraine, J. David Brown, John S. Earle, Álmos Telegdy

This paper estimates the effect of privatization on multifactor productivity (MFP) using long panel data for nearly the universe of initially state-owned manufacturing firms in four economies. We exploit the key longitudinal feature of our data to measure and control for pre-privatization selection bias and to estimate long-run impacts. We find that the magnitudes of our estimates are robust to alternative functional forms, but sensitive to how we control for selection. Our preferred random growth models imply that majority privatization raises MFP about 15% in Romania, 8% in Hungary, and 2% in Ukraine, while in Russia it lowers it 3%. …

A popular data-driven method for choosing the bandwidth in standard kernel regression is cross-validation. Even when there are outliers ill the data, robust kernel regression can be used to estimate the unknown regression curve [Robust and Nonlinear Time Series Analysis. Lecture Notes in Statist. (1984) 26 163-184]. However, Under these Circumstances Standard cross-validation is no longer a satisfactory bandwidth selector because it is unduly influenced by extreme prediction errors caused by the existence of these Outliers. A new approach to robust testing in cointegrated systems is proposed using non-parametric HAC estimators without truncation. While such HAC estimates are inconsistent, they still produce asymptotically pivotal tests and, as in conventional regression settings, can improve testing and inference.

Institutions, Wages, And Inequality: The Case Of Europe And Its Periphery (1500-1899), Davin Chor

This paper explores the long-run relationship between institutions and wage outcomes in Europe and its periphery. I find that cities that exercised stronger institutional protection of private property experienced: (i) higher levels of both skilled and unskilled real wages, as well as (ii) lower levels of inequality as measured by the skilled-unskilled wage ratio. While the first result corroborates existing work on the positive growth effects of better institutions, the second finding is more novel to the literature. Some explanations are proposed for how stronger institutions can cause an increase in the relative supply of skilled workers, thus lowering wage …
