En este trabajo se analiza al Índice de Desarrollo Humano (IDH) como medida de desarrollo y se construye un IDH a nivel de las entidades federativas en México utilizando información para el año 2000. La investigación argumenta que el IDH carece de una base teórica adecuada, por lo que resulta una medida de desarrollo arbitraria. Asimismo, el trabajo muestra empíricamente que en el caso de las entidades federativas mexicanas el IDH aporta poca información adicional a la que se obtiene utilizando solamente el Producto Interno Bruto per cápita como medida de desarrollo. Trade Potentials In Gravity Panel Data Models, Luca De Benedictis, Claudio Vicarelli

The paper shows how - using as an example the trade flows between eleven European countries and 31 OECD `reporting' countries - the result of a gravity model, in terms of potential trade, changes substantially when country heterogeneity and dynamics are taken into account.

Comparing the in-sample trade potential index derived from various estimators yields three different results: (a) the average trade potential index poorly represents the distribution of yearly trade potentials; (b) the index converges towards the demarcation value corresponding to the equality between observed and predicted trade flows when country heterogeneity and dynamics are taken into account; (c) …

In this paper we present an adaptation of Buchanan and Tullock’s model in order to apply it to the constitutional choices regarding the assigning of powers to a supranational authority. The outcome of the economic-political model developed in this paper demonstrates that there are constraints in the supply of integration, suggesting that the enlargement and deepening of the European Union will have to be based on federalist conceptions.

Labor-Force Heterogeneity As A Source Of Agglomeration Economics In An Empirical Analysis Of County-Level Determinants Of Food Plant Entry, David E. Davis

Results of this study show that a heterogeneous labor force serves to attract new food manufacturing investment. We conduct analysis for SIC 20, Food and Kindred Product Manufacturing, and disaggregate analysis on all nine three-digit SIC food industries. Heterogeneity variables are a significant factor in nearly all specifications. We also examine which factors create the greatest increases in the expected number of new establishments. Areas with a high degree of labor heterogeneity are found to have large advantages. Labor heterogeneity is among the most important factors attracting food manufacturing to urban areas over rural areas.

In the last years many european politicians proposed to lift the arms embargo on CHina. This short paper aims to shed light on such proposal of lifting the EU arms embargo to China. First, the legal bindings of the embargo are simply introduced. Then, figures and some elements on arms trade to China are reported. A Failure To Communicate: What (If Anything) Can We Learn From The Negative Income Tax Experiments?, Karl Widerquist

The U.S. and Canadian governments conducted five negative income tax experiments between 1968 and 1980. The labor market findings of these experiments were an advance for understanding the effects of a basic income guarantee, but their conclusiveness is often overstated. A review of nonacademic articles on the experiments reveals poor understanding of the results. One often overlooked cause of this misinterpretation was the failure of researchers to make clear that the experiments could not estimate the demand response and therefore could not estimate the market response to the program.
