Elections On Guam, 1970-2002, Donald R. Shuster
Elections On Guam, 1970-2002, Donald R. Shuster
Pacific Studies
Guam, taken as a spoil of the 1898 Spanish-American War, has since been an unincorporated U.S. territory in the western Pacific. Although U.S. citizenship was conferred on the island people by the 1950 Organic Act, the chief executive was not popularly elected until 1970. This article describes electoral politics and parties on Guam: candidates, campaigns, results, and analyses. The first seven gubernatorial elections are surveyed, and the contests of 1998,2000, and 2002 are described in detail. The 1998 race, an especially contentious one, was finally settled by a U.S. Supreme Court decision. The 2002 governorship contest pitted media power and …
Research Notes: Empty Nests And Parental Well-Being In An Asian-Pacific Population: An Exploratory Test, Thomas K. Pinhey
Research Notes: Empty Nests And Parental Well-Being In An Asian-Pacific Population: An Exploratory Test, Thomas K. Pinhey
Pacific Studies
Guided by theories of role loss and role stress, this study explores mental health outcomes for parents in Guam's Asian-Pacific community whose last offspring has left the family "nest." In contrast with findings reported in studies of U.S. mainland populations, the results of analyses of data from Guam's 1991 Behavioral Risk Factor Survey (N = 398) indicate that the launching of the last offspring from family homes results in role loss and significantly greater emotional trauma for Asian-Pacific women, thus suggesting that parenting may be less stressful for women in Guam. I present a discussion of the implications of the …
An Analysis Of Generational Differences Among Active Duty Members, Stephanie M. Skibo
An Analysis Of Generational Differences Among Active Duty Members, Stephanie M. Skibo
Theses and Dissertations
There seems to be a widely held belief that different generations have different attitudes toward work, organizations, and co-workers. Clearly, these observed differences have implications for managers and leaders. Actions taken by leaders might be misunderstood by junior organizational members, leading to undesirable outcomes. Considering that many generational groups are represented within the Air Force, there is a need to analyze and understand potential generational differences. With the exception of the Smola and Sutton (2002) study, little empirical research has explored the extent to which these differences actually exist and whether differences exist among Air Force members. This research explores …
An Analysis Of Generational Differences Among Civil Servants, Stacey L. Williams
An Analysis Of Generational Differences Among Civil Servants, Stacey L. Williams
Theses and Dissertations
There seems to be a wide held belief that different generations have different attitudes toward work, organizations, and co-workers. Clearly, these observed differences have implications for managers and leaders. Actions taken by leaders (who are often older) might be misunderstood by junior organizational members (who are often younger), leading to undesirable outcomes (i.e., turnover). Considering that many generational groups are represented within government service, there is a need to analyze and understand potential generational differences. With the notable exception of the Smola and Sutton (2002) study, little empirical research has explored the extent to which these differences actually exist and …
Supply Chain Management In Humanitarian Relief Logistics, William K. Rodman
Supply Chain Management In Humanitarian Relief Logistics, William K. Rodman
Theses and Dissertations
Hundreds of millions of people are affected by disasters each year. This thesis explores the use of supply chain management techniques to overcome the barriers encountered by logistics managers during humanitarian relief operations. Using grounded theory methodology, barriers were analyzed based on academic, organizational, and contemporary literature. Possible solutions to these barriers were selected from available supply chain management literature. This work is different from others in that it marries supply chain principles from different disciplines (including private, nonprofit, and military sectors) to benefit humanitarian operations. It also serves to advance the body of knowledge on this subject so that …
Modeling And Simulation Of The Military Intelligence Process, Carl R. Pawling
Modeling And Simulation Of The Military Intelligence Process, Carl R. Pawling
Theses and Dissertations
There is concern within U.S. space and intelligence organizations that the current Tasking, Processing, Exploitation, and Dissemination processes may be insufficient to support current and future Intelligence, Surveillance, and Reconnaissance systems. As part of a larger intelligence process, more detailed analysis becomes critical to determine what portions need to be improved. This analysis can be accomplished by simulation, which is appropriate due to the complexity of the process and the ability to compare variations in the process. We construct a high level model of a generalized military intelligence process based in part on the Intelligence Cycle outlined in Joint Publications. …
Modeling And Analysis Of Post-Conflict Reconstruction, Damon B. Richardson
Modeling And Analysis Of Post-Conflict Reconstruction, Damon B. Richardson
Theses and Dissertations
The forces at play in reconstruction operations are a complex system of time phased interlocking cause and effect relationships that are not thoroughly understood. A model capable of capturing the general dynamics involved in post-conflict reconstruction would provide insight to decision makers regarding potential policy alternatives. This research effort demonstrates the viability of using systems dynamics modeling techniques to simulate the establishment of public order and safety in a post-conflict reconstruction operation (Phase IV operations). A high level generic framework is developed that can be used as a general template for modeling post-conflict reconstruction. It is then demonstrated with a …
Aggregation Techniques To Characterize Social Networks, Sara E. Sterling
Aggregation Techniques To Characterize Social Networks, Sara E. Sterling
Theses and Dissertations
Social network analysis focuses on modeling and understanding individuals of interest and their relationships. Aggregation of social networks can be used both to make analysis computationally easier on large networks, and to gain insight in subgroup interactions. Aggregation requires determining appropriate closely knit subgroups as well as choosing a measure or measures to represent the network data. This thesis provides the analyst with several techniques for using aggregation to analyze the characteristics of social networks. The contribution of this research lies in its ability to analyze a wide variety of social network structures and available data through two methods for …
Analysis Of Army Reserve Officer Training Corps Cadet Behavioral Leadership And Development, Matthew S. Woodruff
Analysis Of Army Reserve Officer Training Corps Cadet Behavioral Leadership And Development, Matthew S. Woodruff
Theses and Dissertations
The United States Army is continually looking for ways to improve the training of its leaders. FM 22-100, Army Leadership: Be, Know, Do (1999), provides the foundation for the Army's leadership training. Its goal is to train leaders who can both accomplish the mission and take care of soldiers and their families. This project investigates how individuals' leadership opinions may vary according to their year in the Reserve Officer Training Corps program and also compared to non-ROTC students of similar academic standing. Does the leadership training implemented in ROTC effect change in leadership opinions from the MS III (junior) to …
Using Value-Focused Thinking To Evaluate The Effectiveness Of Air Force Utility Privatization, Carlos Braziel
Using Value-Focused Thinking To Evaluate The Effectiveness Of Air Force Utility Privatization, Carlos Braziel
Theses and Dissertations
The majority of the Air Force s stateside utility systems are old, obsolete, and unreliable. The cost to upgrade and repair these systems is currently estimated at over $4 billion. In response, the Air Force began efforts to convey ownership of these utility systems to the private sector through privatization efforts. However, privatization critics believe that newly privatized entities of government will cost the public more money and provide a lower level of service. Therefore, independent audits are a necessity to ensure government initiatives, meet their intended goals. However, the Air Force currently lacks an effective auditing tool to ensure …

Determinants Of Public Sector Wages In Nigeria, Moses Kpughur. Tule
Economic and Financial Review
This paper discusses the determinants of public sector wages in Nigeria. Using quarterly time series data for 1970-2001, and employing the error correction methodology, the paper identified Trade Disputes, Cost of Living, previous Work Experience and Productivity to be the main determinants. It found the wage level to be inadequate for a decent standard of living, and noted the effects of inappropriate wages on public sector productivity to include personnel attrition, labour freelancing as well as corruption.
The Eco-Currency, Expectations And Business Growth In West Africa, O. J. Nnanna
The Eco-Currency, Expectations And Business Growth In West Africa, O. J. Nnanna
Economic and Financial Review
This paper shall examine the pros and cons of adopting the ECO in the WAMZ. The introduction of the ECO has the potential of enhancing trade within the WAMZ member states in the medium to long-term. However, the quest for a common currency must be driven by economic fundamentals, rather than political expediency. Consequently, there is need to ensure macroeconomic convergence and homogeneity of the financial and product markets before the ECO is introduced.

Education About Chronic Mental Illness And Coping In These Families, Judith Marie Watiti
Loma Linda University Electronic Theses, Dissertations & Projects
Coping styles of family members and familial relationships of patients with Schizophrenia/Schizoaffective, Dissociative, and/or Bipolar Disorder maybe influenced by psychoeducation interventions. Specifically, Psychoeducation (i.e. comprehensive & standardized protocol) can lower family member/primary caregiver expressed emotions (i.e. criticism, emotional over-involvement, avoidance & detachment) that will strengthen their coping styles as caregivers. A control and treatment group were comprised of a total of 32 randomly assigned family members. During the first week. The Coping Styles Questionnaire and The Family Questionnaire were administered to both groups as pretests. In addition, a registration form was completed containing information such as name, address, telephone number, …

Biotechnology And The Law: A Consideration Of Intellectual Property Rights And Related Social Issues, Michael D. Mehta
The University of New Hampshire Law Review
[Excerpt] “Recent advances in biotechnology are expected by many to improve crop yield, reduce reliance on agricultural inputs like pesticides and herbicides, alleviate world hunger, improve the safety and effectiveness of pharmaceuticals, assist in the discovery of genes that trigger diseases like cancer, and make more efficient our legal institutions through DNA testing. Clearly, innovations in biotechnology are a powerful force for social change, and they pose unique challenges and opportunities for legal scholars and institutions. This section of the Pierce Law Review focuses on the interface between law and technology by examining how innovations in biotechnology accelerate debates about …

Kurosawa's Throne Of Blood And East Asia's Macbeth, Yuwen Hsiung
Kurosawa's Throne Of Blood And East Asia's Macbeth, Yuwen Hsiung
CLCWeb: Comparative Literature and Culture
Yuwen Hsiung presents in her paper, "Kurosawa's Throne of Blood and East Asia's Macbeth," a comparative study between Kurosawa's film Throne of Blood and a contemporary Taiwanese play, Kingdom of Desire, both of which are adaptations of Shakespeare's Macbeth. Stepping from Eastern cultural background, both show similar orientation towards the original play, for instance the sizing down of the number of witches and the decreasing of Macbeth's heroic status. Gilles Deleuze's theory of movement image provides an insightful look into Kurosawa's filmology, which emphasizes the interrelatedness of every individual under the same condition. The idea of collectivity could be examined …

Assessing Client Change In Individual And Family Counseling, Robert L. Fischer
Assessing Client Change In Individual And Family Counseling, Robert L. Fischer
Faculty Scholarship
This article presents outcome data from an ongoing nonintrusive method for evaluating counseling services. Applied to one agency's delivery of solution-focused brief therapy, the method is brief and easily integrated into clinical practice. Using two scaling questions (one to measure daily functioning and the other to measure emotional coping), clinicians asked clients in every session to rate on a scale of 0 to 10 their present status on two dimensions. Data were collected by 40 professional counselors providing services to 3,920 cases during a 2-year period, averaging three counseling sessions per case. Analyses demonstrated statistically significant findings for both functioning …
How Will 401(K) Pension Plans Affect Retirement Income?, Andrew A. Samwick, Jonathan Skinner
How Will 401(K) Pension Plans Affect Retirement Income?, Andrew A. Samwick, Jonathan Skinner
Dartmouth Scholarship
How has the emergence of defined contribution pensi on plans, such as 401(k) plans, affected the financial security of future retirees? We consider this question using a unique dataset of pension plan formulas for the Surveys of Consumer Finances in 1983 and 1989 and the characteristics of 401(k) plans from the Surveys of Consumer Finances between 1989 and 2001. Our simulations account for uncertainty in earnings and rates of return on stocks and bonds, ownership of company stock, uncertainty in earnings, and heterogeneity in asset choices, plan participation, and job tenure. We find that in the mid-1990s, 401(k) plans were …
Shakespeare And The Visualization Of Metaphor In Two Chinese Versions Of Macbeth, Alexander C.Y. Huang
Shakespeare And The Visualization Of Metaphor In Two Chinese Versions Of Macbeth, Alexander C.Y. Huang
CLCWeb: Comparative Literature and Culture
In his paper, "Shakespeare and the Visualization of Metaphor in Two Chinese Versions of Macbeth," Alexander Huang proposes that, in addition to political uses, visualization is an important dimension of cultural translations of Shakespeare. In recent studies, Shakespeare's global presence has been investigated from various perspectives of critical inquiry, especially with postcolonial theories and in East-West literary relations. Instead of faulting cultural imperialism or foregrounding political statements in theatre, Huang explores the visual dimension of cultural translation found in Kingdom of Desire (a Beijing opera adaptation of Macbeth) and Story of the Bloody Hand (a Kunqu opera appropriation of the …

Reality And Metaphor In Jane Howell's And Julie Taymor's Productions Of Shakespeare's Titus Andronicus, Lucian Ghita
CLCWeb: Comparative Literature and Culture
In his paper, "Reality and Metaphor in Jane Howell's and Julie Taymor's Productions of Shakespeare's Titus Andronicus," Lucian Ghita looks at how Jane Howell's 1985 BBC production of Shakespeare's Titus Andronicus and Julie Taymor's film 1999 adaptation Titus re-fashion the image of Young Lucius. In Ghita's interpretation this happens by structuring the boy as the nexus of a cycle of violence that disturbs not only Andronicus's household, but also the moral and socio-political structures of ancient Rome. Ghita shows how the two directors politicize and ritualize their films by using cinematic techniques to distinguish, on the one hand, the real …
Hamlet's "Globe" And The Self As Performer In England And Japan, Yu Shibuya
Hamlet's "Globe" And The Self As Performer In England And Japan, Yu Shibuya
CLCWeb: Comparative Literature and Culture
In his paper, "Hamlet's 'Globe' and the Self as Performer in England and Japan," Yu Shibuya argues that Hamlet sees his life as a performance. Shibuya presents examples from Tsuneari Fukuda's Japanese translation to suggest that Fukuda makes choices that emphasize the theatrical side of Hamlet's character. If Hamlet perceives himself as an actor, then his definition of theater or an actor is ultimately a definition of himself. Shibuya uses the theme of self-definition to examine Kenneth Branagh's film version, especially the Mousetrap and the "O what a rogue and peasant slave" scenes. By analyzing Branagh's staging and directorial decisions …
