This paper examines the use of federal tax provisions to effect changes in state law corporate governance. There is a growing academic controversy over these provisions, fueled in part by their popularity among legislators as a method of addressing the recent spate of corporate scandals. In order to better understand and distinguish between the possible uses of tax as a tool of corporate governance, this paper takes a historical approach by focusing on two measures enacted during the New Deal – the undistributed profits tax in 1936 and the overhaul of the tax-free reorganization provisions in 1934 – and considers …

This report examines key issues that shape the health care network available to uninsured and underserved residents in Memphis. It provides background on the Memphis health care safety net and describes key characteristics of the population served by the safety net. It then outlines the structure of the safety net and funding mechanisms that support safety net services. The report also includes an analysis of key challenges facing providers of primary and specialty care services and specific barriers that some populations face in trying to access them.

This report explores the well-being of the 14 million children who live in rural America. Rural families represent a significant share of our total population and they are disproportionately poor, less educated, and underemployed. Yet poor children and the unique challenges they face are often overlooked by policymakers. Poor children living in rural America face significant educational, social, and economic challenges just as their urban counterparts do, but many of these problems are exacerbated by the isolation and limited access to support services common in rural areas.

The Douglas County Drug Court: Characteristics Of Participants, Case Outcomes And Recidivism, Cassia Spohn, R. K. Piper

The purpose of this report is to describe the characteristics of all offenders (N = 255) who were bound over to Douglas County District Court in 2001 and who were subsequently diverted to the Douglas County Drug Court. We present descriptive data on the characteristics of the drug court participants, focusing on their background characteristics and prior criminal record and on their case characteristics. We also present descriptive data on recidivism for drug court participants and for traditionally adjudicated offenders and compare the recidivism rates of these two groups of offenders, controlling for other predictors of the likelihood of recidivism.
