During the "International Conference on Requirements and Technologies for the Detection, Removal and Neutralization of Landmines and UXO" held in Brussels September 15–18, 2003, many global viewpoints and models emerged from the discussions. Some of the ideas triggered strong emotional reactions during the conference. Several of the new ideas might have a short lifetime; others have the potential of forcing breakthroughs; and all of them are subject to further debate.

A 23-year-old girl and resident of Kabul, Afghanistan, lost both of her legs in a landmine explosion. After the accident, she felt like a burden to her family. Through an advertisement on television, Faribo heard about the Jaipur Foot Camp and decided to see what it had to offer her. At the camp, she received a light and comfortable prosthesis.

Werewere Liking Et La Poétique Du Jeu Pour Libérer L'Imaginaire Postcolonial Africain, Kasereka Kavwahirehi

This essay addresses the issue of poetics and political stakes in Werewere Liking's novel, Elle sera de jaspe et de corail. While this novel has been presented as illustrative of the Negro-African aesthetics rooted in orality, the present article argues that Liking's poetics of hybridity is a postcolonial strategy whose aim is the liberation of African imagination and creativity. The essay ends by suggesting some similarities between Liking's project and that of the Congolese philosopher, especially in his philosophical essay, L'Afrique va-t-elle mourir? The emergent Semantic Web community needs a common infrastructure for testing the scalability and quality of new techniques and software which use machine processable data. Since ontologies are a centerpiece of most approaches, we believe that for an accurate evaluation of tools for quality, scalability and performance, the research community needs a freely available ontology with a large description base. Under the US Environmental Protection Agency (EPA) High Production Volume (HPV) Challenge Programme, chemical companies have volunteered to conduct screening-level toxicity tests on approximately 2800 widely-used industrial chemicals. Participating companies are committed to providing available toxicity information to the EPA and presenting testing proposals for review by the EPA and posting on the EPA Web site as public information. People for the Ethical Treatment of Animals (PETA) and a coalition of animal protection organisations have reviewed all the test plans submitted by the participating chemical companies for compliance with the original HPV framework, as well as with animal welfare guidelines …

Animal Model Research: The Apples And Oranges Quandary, Kenneth J. Shapiro

In this paper, I explore the premises underlying the problem of the evaluation of animal models. I argue that the presence of similarities and differences between the model and the modelled, although historically and currently a dominant antinomy framing evaluation, is not a bottom-line consideration. What is critical is 1) whether we learn and 2) whether we improve treatment through the animal model research. Similarity between model and modelled and the closely related concept of validity are not coterminus with these critical evaluative measures. Economics Department Working Papers
Critics of economic impact studies that purport to show that mega-events such as the Olympics bring large benefits to the communities “lucky” enough to host them frequently cite the use of inappropriate multipliers as a primary reason why these impact studies overstate the true economic gains to the hosts of these events. This brief paper shows in a numerical example how mega-events may lead to inflated multipliers and exaggerated claims of economic benefits.

Using the central figures of Um Nyobe and Patrice Lumumba, this paper aims to show that postcolonial mythology is a confrontation of two tendencies: on one hand, the colonial and postcolonial States, whose efforts tend to rub out history and its great faces, and on the other, artists and thinkers from Africa or abroad who want to establish the memory and the deeds of the missing as a source of inspiration for the present and next generation.

Among its goals, this study aims to throw new light on the representation of the West in African Francophone literature. In this respect, it will examine some characteristic aspects of the image of the "Grand Blanc de Lambarene" - Albert Schweitzer - produced by the African imagination. For the first time, this paper shows which discursive and structural strategies are used by Sylvain Bemba and Seraphin Ndaot to represent Albert Schweitzer, to express their convictions, and how they confer a thematic or aesthetic aspect to their text. Mango Beti belongs to a nationalist tradition embodied by Ruben Um Nyobe, the Cameroonian revolutionary. This paper analyzes how the writer manages to rebuild the aborted Rubenist ideal through fictional devices. Charismatic leaders such as Martin Luther King and Nelson Mandela, who have been able to bring about social change and improve the living conditions of their people, also nurture Beti's political commitment. What is the link between the writer and these inspiring men? Is Mongo Beti himself a similar inspiration for other African writers?

In their capacity as moralists and committed intellectuals, African Francophone writers such as C.C. Sow, N.N. Ndjekery, M.S. Keita, F. Couao-Zotti, Ahmadou Kourouma, Nimrod and E. Dongala portray various images of refugees and internally displaced persons in their works. This depiction is driven by the perceived need to humanize these displaced members of society by establishing moral/affective bridges between unfortunate members of society and readers. It is also sustained by the desire to reduce the damage caused by wars and natural disasters, as well as the need to reveal the plural identities of humans to the world.

In 2003, the United Nations Mission in Ethiopia and Eritrea (UNMEE) Mine Action Coordination Center (MACC) implemented a revised work plan that focused on mandate-specific activities and UNMEE Peacekeeping Force (PKF) demining assets. The novel and successful integration of the Force Mine Action Centre (FMAC) with the MACC represents a first in UN peacekeeping history, as Force demining assets are now coordinated by a single body and they work to International Mine Action Standards (IMAS). Argentina has always relied on its military with respect to demining. At the same time, the government has continually taken an active role in promoting the use of military mine clearance throughout the international community. For instance, in 1993, three officers and one non-commissioned officer (NCO) were sent as a team, supervised by the Organization of American States (OAS), to Nicaragua. There they took the role of training the Nicaraguan army in different mine clearance techniques.

As the theme of this edition of the Journal of Mine Action is about the use of the military in mine action, I would like to remind readers of the Geneva International Centre for Humanitarian Demining (GICHD) publication titled "The Role of the Military in Mine Action." This study was originally requested by the United Nations Mine Action Service (UNMAS) and completed in mid-2003. The study found that over the past 15 years, military forces—both local and visiting—have made a significant contribution to mine action.

The effectiveness and proficiency with which a handheld buried ordnance detection system operates is contingent on two properties: the detection capabilities of the sensor and the operator's skill in manipulating it while interpreting meaning from its audio output. With recent advancements in buried ordnance location technology, adding ground penetrating radar (GPR) with electro-magnetic induction (EMI) sensing places much greater importance on detector sweep motion as a prerequisite to improve detection and reduce false alarm performance. Seldom has a name caused such polarity among like-minded people, in this case those concerned with mine action. The Anti-Personnel Mine Ban Convention (APMBC) of 1997, commonly called the "Mine Ban Treaty," or more often the "Ottawa Treaty," is loved by some—loathed by others. To some it is the lynchpin of mine action activities, to others it is a distracter from pragmatic mine action challenges. Some will not take action against mines without "it" being invoked, others will not take action if "it" is invoked.
