Remembering Charles Beard

The Southeastern Librarian

Charles Beard, beloved member of SELA and a pillar of leadership in the association for decades, passed away on June 2, 2004. Several days before his passing, a retirement party was held for Charles at the State University of West Georgia. The tributes on the following pages were written by close colleagues both for this occasion and upon the news of his death. The Southeastern Library Association dedicates this issue to the memory of Charles E. Beard. A full obituary can be found later in this issue.

Teaching Reading To Speakers Of Non-Romanized Languages, Scott Alkire

Speakers of non-Romanized languages face special challenges in learning to read English: a new alphabet, the left-to-right direction of English text (new to many of these learners), and, most significantly, the letter-sound correspondences of English, which are relatively complex among Romanized languages. Fortunately, strategies for overcoming these challenges are presented in a text by the famous linguist Leonard Bloomfield and the lexicographer Clarence Barnhart (Bloomfield & Barnhart, 1961). Though Bloomfield and Barnhart’s text was designed for teaching native-English-speaking children to read, with minor modifications it can be used to successfully teach speakers of non-Romanized languages to read as well. This …

Regional industrial development projects - development packages assembled, administered and promoted by consortia of sovereign national governments - are new players in the global competition for foreign investments. Singapore's flagship projects in China have received much attention. Our paper reports on Singapore's lesser-known projects in Indonesia and Vietnam. The strategic intent of these transborder industrialization initiatives is to set in place a configuration for the city-state to restructure its domestic industries, and yet retain important linkages with production centers in low-cost environments. When describing reasons for remaining with or returning to an abusive partner, many women mention economic dependence on their abuser. Few battered women, especially those who are poor,have the economic resources necessary to live independently. Additionally, battered women are commonly isolated from financial resources lacking ready access to cash, checking accounts, or charge accounts. Creating strategies that address financial well-being is essential to addressing the issue ofdomestic violence. This article discusses a collaboration among domestic violence service providers in the St. Louis, Missouri region created to promote the economic development of low-income batteredwomen. Saving Performance In Individual Development Accounts: Does Marital Status Matter?, Michal Grinstein-Weiss, Min Zhan, Michael Sherraden

Research indicates that marriage has a large effect on reducing the risk of poverty and is associated with a higher probability of attaining affluence over the life course when comparedwith nonmarriage. Using data from the American Dream Demonstration (N = 2,364), this studycompares savings performances of married and unmarried low income participants in a matched savings program – Individual Development Accounts (IDAs). The results indicate that both married and unmarried low income participants can save in IDA programs; however, unmarried participants are saving less than married participants. The use of firearms by police officers is a subject that has not received much attention in past research. It is a rare occurrence for police officers to have fire their weapon in the line duty, which has also made this area of law enforcement difficult to study. In addition, little data is kept on the extent of firearm use by police officers. Several theories have been proposed to explain firearm use by police officers as well as how officers decide to use their weapon or not.

Business Crime: The Perception And Experience Of Victimization And Corresponding Use Of Crime Prevention Measures, John A. Casten

This study uses the concepts of routine activities theory and social disorganization theory to examine some of the factors that influence a business owner's use of crime prevention measures. I predicted that neighborhood conditions as well as personal experience with crime would influence a business owner's decision to use crime prevention measures. In addition, I controlled for sex, race, age, education level, and police presence.

The results of the study were fairly consistent with the hypothesis except for two of the variables. In this particular study, age was not a significant factor in predicting the use of crime prevention measures, …

Combining Learning Approaches For Incremental On-Line Parsing, Deryle W. Lonsdale, Michael B. Manookin

This paper discusses the integration of two different machine learning approaches to modeling language, NL-Soar and analogical modeling (AM). The resulting hybrid system is capable of functionality that is not possible when using only one of the systems in isolation. After a brief introduction of each system, an explanation is given of how AM is used to provide information useful to NL-Soar for two tasks. Examples are given, and related issues are outlined.

Singapore's Foray Into Bangalore, India: An Empirical Review, Amrit Vaidyanath, Caroline Yeoh, Siang Yeung Wong

Singapore’s regionalization stratagem led to the establishment of industrial parks in China, India and several South-East Asian countries. The strategic intent behind these overseas projects was two-fold: exporting Singapore’s competencies such as management know-how, technological capabilities and corrupt-free administration to regions where such positive factors were lacking and secondly, exploiting comparative advantages that each region had to offer. This paper investigates Singapore’s foray into India, through the technology park in Bangalore. It evaluates the location specific benefits of the site, primarily in terms of abundant and low-cost labor resources.
