Two decades of war in Sri Lanka have given rise to the problem of landmines and unexploded ordnances threatening the lives of civilians in the Northeast.
The United Nations and government of Sri Lanka initiated a mine action programme, which includes a Mine Risk Education Programme. Supported by UNICEF, it has been implemented since 1997 in the Jaffna District and Vanni region in close co-ordination with UNDP. Today, MRE has reached a professional standard, using tried and tested tools to promote mine-safe behaviour.
This formative evaluation study assesses the effect of MRE on the beneficiary communities. Field research was carried …

Neuroanatomical Structure Of The Spinner Dolphin (Stenella Longirostris Orientalis) Brain From Magnetic Resonance Images, Lori Marino, Keith Sudheimer, William A. Mclellan, John I. Johnson

High-resolution magnetic resonance (MR) images of the brain of an adult spinner dolphin (Stenella longirostris orientalis) were acquired in the coronal plane at 55 antero-posterior levels. From these scans a computergenerated set of resectioned virtual images in the two remaining orthogonal planes was constructed with the use of the VoxelView and VoxelMath (Vital Images, Inc.) programs. Neuroanatomical structures were labeled in all three planes, providing the first labeled anatomical description of the spinner dolphin brain.

In the last 50 years, the share of employment in manufacturing has declined in the United States. The main reason for this phenomenon is labor-saving technological progress. Variation among state tax polices and international economic conditions have played only minor roles. The source of future prosperity will be technological advances in a service-oriented economy.

This report on affordable housing in Brownsville is one of the first that has been done on a local level that makes use of primary data that was generated through the use of extensive field based interviews by the research team. This primary data provided the researchers with a reference base to guide its use and analysis based on national findings from major housing research institutes. From such a point the team began to generate an accurate overview of housing in Brownsville. The key findings from this study may also be considered a baseline since no such data was found …

Learning Mixture Models With The Regularized Latent Maximum Entropy Principle, Shaojun Wang, Dale Schuurmans, Fuchun Peng, Yunxin Zhao

This paper presents a new approach to estimating mixture models based on a recent inference principle we have proposed: the latent maximum entropy principle (LME). LME is different from Jaynes' maximum entropy principle, standard maximum likelihood, and maximum a posteriori probability estimation. We demonstrate the LME principle by deriving new algorithms for mixture model estimation, and show how robust new variants of the expectation maximization (EM) algorithm can be developed. We show that a regularized version of LME (RLME), is effective at estimating mixture models. It generally yields better results than plain LME, which in turn is often better than …

With a growing population and advances in technology, fishing pressure will continue to grow and anglers will become more efficient at targeting fish, particularly offshore demersal species such as blue groper, dhufish, red snapper, breaksea cod and queen snapper. There is also a clear need for recreational fisheries management to complement the existing management arrangements for the charter industry, and provide the necessary framework for recreational fishing to be incorporated into an integrated management framework with other fishing sectors.

This presentation is based on the refereed paper published in the ISKO 8 proceedings (see References for citation). It describes a study of the language used by undergraduate engineering students engaged in a civil engineering laboratory. Learnerâ s concepts and relationships in the area of soil consolidation were elicited in order to provide an understanding of the structural knowledge of novices and compare it with the knowledge structures of a human expert and a thesaurus tool. Concept maps and pathfinder networks were used to visualize and analyze the resultant knowledge structures of novice learners, expert, and tool. Results show that …

"Creating Dissonance For The Visitor": The Heart Of The Liberty Bell Controversy, Jill Ogline Titus

This paper examines the controversy surrounding the location and proposed interpretive plan for Independence National Historical Park's new pavilion for the Liberty Bell. Written from the perspective of a graduate student and former Independence NHP employee, it attempts to help historians and Park Service employees to better understand each other's positions, and to penetrate to the heart of the issue at stake - the park's own sense of self-understanding and mission. It then moves on to show the relevance of this specific controversy to questions of broader significance, such as the fundamental character of American history, the post-September 11th responsibility …

The Medicare Prescription Drug, Improvement, and Modernization Act (MMA) of 2003 expands the role of private health plans in Medicare through prescription drug plans and a revised Medicare+Choice (M+C), renamed Medicare Advantage, program. This paper discusses the factors responsible for the failure of M+C to develop as intended in 1997 and analyzes the challenges for MMA implementation in light of these factors. They include making a complex program understandable to beneficiaries; addressing plans? efforts to avoid enrolling high-cost beneficiaries; ensuring stability of benefits, providers, and plans; dealing with beneficiaries enrolled in unsuitable plans; providing equity of health benefits throughout the …
