Nebraska’S Retailing Patterns And Trends, Bruce B. Johnson

Retail trade activity is a significant sector in the state’s economy. Per capita net taxable sales (not including motor vehicle sales) exceed $10,000 annually; and nearly one quarter (24 percent) of Nebraska’s non-farm workforce is employed in the wholesale/retail sector. Therefore, the patterns and trends of retailing over time are important economic indicators. We have followed Nebraska’s retailing activity for many years, and have compiled a comprehensive web page of tables and charts (accessible through the Departmental web site at http://agecon.unl.edu). The following are some highlights of the retail trade data and analysis.

In a qualitative study conducted in Ontario, Canada, family members and friends of ill people defined a normal territory in which care from health professionals could not be counted on to be timely, effective or empathic. Under these conditions relatives and friends took on considerable responsibility, both for providing care and for securing care from health professionals. Yet considerable variation was apparent in this study in the sense respondents had of their own capacities to provide and secure care. Self-Help Group Participation And Empowerment In Hong Kong, Bong-Ho Mok

The Journal of Sociology & Social Welfare

This paper reports on the first comprehensive study of self-help groups in Hong Kong. Initial findings from the quantative and qualitative data suggest that self-help group participation has an impact on intrapersonal, interpersonal and community/political empowerment. Based on existing data, this study has resulted in the development of a hypothetical model encompassing the interrelationships among self-help group participation, social support, social learning, leadership and empowerment, for testing in future research.

This research report is the first of a three-part series aimed at developing a greater understanding of older adults and their use of Individual Development Accounts (IDAs). The intent of this first report is to answer the following three questions: 1) Who are the older adults participating in IDAs? 2) What are they saving for? and 3) What do we know about IDAs and saving for retirement? This paper considers how a state such as Michigan can increase the economic development benefits of higher education. Research evidence suggests that higher education increases local economic development principally by increasing the quality of the local workforce, and secondarily by increasing local innovative ideas. These economic development benefits of higher education can be increased by: 1) competent management of conventional economic development programs that focus on business attraction and retention; 2) policies that focus on increasing local job skills by educating the state's residents, as opposed to attracting in-migrants; 3) policies that address specific "market failures" in how higher education …

The Center for Social Development (CSD) at Washington University in St. Louis is advancing an agenda on productive aging, focusing on three primary forms of productive engagement: employment, volunteerism/civic engagement, and caregiving. These are activities that produce goods and services, whether paid for or not, and that have effects beyond individuals to families, communities, and society. Older adults who engage in these activities make important economic and social contributions, though these contributions are often undervalued. Governor Schwarzenegger's preliminary 2004-05 Budget Bill proposed to eliminate a component of California's In-Home Supportive Services (IHSS) program serving approximately 68,000 individuals. This component, known as the Residual Program, included Protective Supervision and Domestic Care services and services provided by parents and spouses. Under the then existing regulations and the state's approved state plan for Medicaid, these services did not qualify for shared financing with the Medicaid program and were thus funded solely by state and county sources. Electoral systems are commonly treated as exogenous determinants of political party systems, yet our theoretical understanding remains limited as to how these institutions themselves are determined. Part of the problem lies with the subject matter itself: electoral system change is frequently idiosyncratic, often occurring during episodes of exceptional political change. Yet another aspect of the problem is that explanations of electoral system change frequently occur piecemeal in application to specific cases, without systematic or comparative development. Addressing both problems, I first survey the existing literature to develop a comprehensive typology of explanations of electoral system change and persistence. I then …

Recent studies suggest that the allocation of expenditures in education is important for growth. The state of public education spending in many transition economies highlights the need for an assessment of the nature of education expenditures in these countries. This paper attempts to fill this gap in the literature by estimating the determinants of education expenditures in the Russian Federation. Results from panel data analysis show that revenue and the student-population ratio have a positive impact on education expenditures while the effect of population density is negative. Violence in the social services work place in general, and the developmental services in particular,h as increased in the last several years. Findingsf rom an ethnographic study suggests that new, lean forms of work organization remove opportunities to use or learn many of the tacit or practice skills workers previously used to keep themselves and their clients safer in the work place. Economic Well-Being Of Single Mothers: Work First Or Postsecondary Education?, Min Zhan, Shanta Pandey

The Journal of Sociology & Social Welfare

This article investigates the relationship between single mothers' education and their economic well-being. Through the analysis of the 1993 Panel Study of Income Dynamics (PSID) data, we examine the effect of education on a sample of White and African American single mothers. The results indicate that past work experience is a weak predictor of current economic well-being. Having education, particularly postsecondary education, on the other hand, significantly improves their economic status. The results challenge the "work-first" approach to alleviating poverty and provide more support for designing policies to develop human capital.

Supportive Communities, An Optimum Arrangement For The Older Population?, Miriam Billig

The preference of older people to stay in their own natural environment requires a reassessment of the approach in dealing with this population group. This exploratory study examines a program conducted in Israel called the "Supportive Community", that provides an emergency call service and other essential services at the homes of older people. A case study was performed in two such supportive communities. Interviews conducted with those who operate the programs and with its members seem to indicate that supportive communities provide a satisfactory solution to the needs of older people who continue to live in their natural environment. CLCWeb: Comparative Literature and Culture

Victoria Cook, in "Exploring Transnational Identities in Ondaatje's Anil's Ghost," addresses issues of identity raised in the narrative of Michael Ondaatje's novel Anil's Ghost. Cook's paper is a close analysis of Ondaatje's novel, paying particular attention to the way in which Ondaatje examines identity as both a "construct" and a "process." The approach used is one that draws on postcolonial theory and takes a "transnational" perspective. Cook argues that Ondaatje's text moves beyond the concept of a postcolonial literature of "resistance" into an area that requires a theory of process rather than product. Transnationalism is shown here to be just …
