In order to provide online help for distance students, as well as the increasing number of on-campus students who regularly access library resources, a team of librarians from the Marshall University Libraries created an online library assistance site (HELP). This site brings together traditional print handouts, FAQs, online subject guides, course-specific guides, learning modules, and instructional videos in one central location where users can get assistance with library-related questions at their point of need. Some private-monitoring games, that is, games with no public histories, can have histories that are almost public. These games are the natural result of perturbing public monitoring games towards private monitoring. We explore the extent to which it is possible to coordinate continuation play in such games. It is always possible to coordinate continuation play by requiring behavior to have bounded recall (i.e., there is a bound L such that in any period, the last L signals are sufficient to determine behavior). We show that, in games with general almost-public private monitoring, this is essentially the only behavior that can …

Microeconomic flexibility is at the core of economic growth in modern market economies because it facilitates the process of creative-destruction, The main reason why this process is not infinitely fast, is the presence of adjustment costs, some of them technological, others institutional. Chief among the latter is labor market regulation. While few economists object to the hypothesis that labor market regulation hinders the process of creative-destruction, its empirical support is limited. In this paper we revisit this hypothesis, using a new sectoral panel for 60 countries and a methodology suitable for such a panel. We find that job security regulation …

The 2003 Oregon Legislature enacted revisions to the statutes governing maximum speed limits on interstate highways in Oregon (House Bill 2661). The legislature authorized a maximum posted speed of 70 miles per hour (mph) for passenger vehicles and 65 mph for heavy commercial vehicles (trucks) on interstate highways. Current maximums are 65 mph for passenger cars and 55 mph for trucks. Subsequently, the Oregon Transportation Commission required a report documenting the expected impacts to a wide range of policy issues. This report presents the results of a comprehensive literature review, analysis of existing data, and expert interpretation of this information …

This paper assumes that groups of consumers in network markets can coordinate their choices when it is in their best interest to do so, and when coordination does not require communication. It is shown that multiple asymmetric networks can coexist in equilibrium if consumers have heterogeneous reservation values. A monopolist provider might choose to operate multiple networks to price differentiate consumers on both sides of the market. Competing network providers might operate networks such that one of them targets high reservation value consumers on one side of the market, while the other targets high reservation value consumers on the other …

In debates about economic unification or trade liberalization, it is often asked whether harmonization should go beyond taxes and macroeconomic policies to include regulations, particularly environmental policy. This issue also arises when countries, states, and cities engage in competition for plants, jobs, or exports in what we might call “locational competition.” This essay analyzes locational competition with particular reference to environmental policy. The conclusions are the following: First, economic efficiency requires harmonization of policies for global environmental issues; second, for local public goods or externalities, there is a strong presumptive case against harmonization; and finally that a competitive “race to …

The purpose of this research was to study the implementation of radio frequency identification (RFID) technologies used to track equipment and supplies. Current implementation issues and strategies for future use were collected from leading edge organizations from the military and private sector. A formal comparison found both similarities and differences between how industry and the Army are implementing and using RFID technologies in their supply chains and logistics networks. The Profit Impact Of A Strategic Approach To Web Enhanced Services (Wes)—A Study Of The Motor Carrier Industry, Gregory M. Kellar, John Xiaoqun Zhang

Journal of Transportation Management

An increasing number of motor carriers offer web-enhanced services (WES) such as real-timetracking-and-tracing, on-line ordering, and conflict resolution. However, the burst of the Internet bubble raised questions as to whether investments in such Internet-related services increase corporate profitability (e.g., Nagarajan et al., 2000). This article studies financial and operational values that web-enhanced services add to publicly traded interstate trucking companies. Large companies offering WES were found to be more profitable than smaller companies in general, and they were more profitable than other large carriers not offering WES. Investments in WES appear to provide a strategic advantage specifically for large companies.

A framework for urban storm-water management that moves beyond flood control to improve societal and ecological services will maximize the functions and benefits of water resources management. Theoretical constructs for such work originate from the integration of ecological engineering, ecohydrology and service learning paradigms. Implementation consists of simulating, monitoring and reporting how storm-water design decisions to infiltrate or directly discharge runoff result in a complex set of linked adjustments to the dynamics of the water table, soil chemistry concentrations, plant stress/viability, terrestrial habitat, river loads/flows, and aquatic habitat patterns. As part of a special issue of the 'Oregon Historical Quarterly,' discusses the native species of fish in the lower Columbia River described by Meriwether Lewis and William Clark in 1805-06. They identified red charr, salmon trout, sturgeon, anchovy, skeet, and other fish that Indians caught and used as trade items with the Corps of Discovery. However, editors of the Lewis and Clark journals have often erred in identifying the fish Lewis and Clark described; the challenge in identifying anadromous fish lies in changing coloration, markings, and examination of habitat. In this paper, a single equation econometric model is specified to assess the impact of the Nigerian financial sector on economic growth. In recognition of the key role the financial sector plays in economic development, the paper recommends the sustenance of distress resolution initiatives, adequate capitalization of the banks, reduction of government dominance in the credit market, and a comprehensive approach to financial sector surveillance.

The specific objective of the paper was to carry out an empirical investigation on the impact of financial sector reforms (pre-and-post liberalization periods) on interest rate spreads in the commercial banking system of the Malawian economy. The paper posits that pre-liberalization period of the Malawian financial sector was predominantly under the control regime. This policy regime also encompassed the country's monetary policy design and management. specifically, the ceiling on interest rates, credit limits, and the specification of a fixed exchange rate regime, among others.

Despite recent ideological emphasis on work, the majority of CRPs continued to offer non-work programs and a substantial proportion of the people they served were involved in those programs. Logistics is a major challenge for multinational corporations seeking to do business in China. Transportation and warehousing are two core activities of logistics which will have to be outsourced or produced internally by foreign firms entering the China market. This paper focuses on road and rail transportation, the primary forms of transport utilized to move finished goods, as well as the warehousing and distribution center service sector. Trucking services and costs are observed to be poor by Western standards.
