Static Visual Acuity (SVA) has been called into question for some time as a measure of overall visual system function and as a predictor of performance on real-life tasks requiring vision (i.e., operating an automobile). Specifically, it has been pointed out that the targets employed in most SVA testing (high contrast, stationary letters) are an insufficient analog to actual targets encountered in everyday activities, which are often in motion and/or of less-than-perfect contrast. The name of the world's largest hydroelectric dam, Brazil's Itaipu Binacional, comes from an Ava-Guarani word meaning "singing stone." Before Itaipu became affiliated with dams it represented a smaller, but no less significant monument: a large rock formation in the middle of the Parana River that produced song when struck by water.₂ Today, neither the rock nor the Ava-Guarani tribe remain. In their place is a gargantuan hydroelectric dam that produces sounds more like a thunderous engine than song. In species with complex life cycles, stage-specific effects of environmental conditions combine with factors regulating stage-specific recruitment to determine population-level response to habitat disturbance. The abundance of the stream salamander Gyrinophilus porphyriticus(Plethodontidae) is negatively related to both logging-associated sedimentation and brook trout (Salvelinus fontinalis) in headwater streams throughout New Hampshire, USA. To understand the mechanisms underlying these patterns, we investigated stage-specific and interactive effects of sedimentation and brook trout on G. porphyriticus. We conducted quantitative surveys of salamanders, brook trout, and substrate embeddedness in 15 first-order streams and used a controlled experiment to test the direct and interactive effects of …

This article describes the general policies which may be included in a comprehensive collection development policy, attempting to follow national guidelines. It also describes one approach to analyzing how well the library collection supports the various parts of the curriculum, and presents a technique to compare a library collection with peer libraries by subject majors. Finally, the "Collection Development Plan" section provides a format for stating an action plan to develop the collection based upon all of the information gathered.

This Article presents a comprehensive analysis of the manner in which the trustee of a debtor's estate may satisfy his burden of proof to demonstrate the preferential effect of a prebankruptcy transfer from a debtor to a creditor. The proposed framework, if adhered to by courts, will create a uniformity that gives preference law its proper reach and thereby reinforces its primary goal: equal treatment of similarly situated creditors (the equality principle). On February 5, 1993, in a Rose Garden ceremony, President Bill Clinton signed the Family and Medical Leave Act (FMLA) into law, declaring that workers “will no longer need to choose between the job they need and the family they love.”1 The signing ceremony was significant for a number of reasons. It marked an early legislative victory for a new administration, signaling its commitment to ending gridlock in Washington. This Article explores a non-traditional form of discrimination based on color. In the United States we are accustomed to hearing about discrimination in the context of historic injustices the black community has faced for no other reason but that they were born black or African-American. This Article deals with another form of discrimination against black people based on skin color: discrimination based on not being black enough. Blacks who do not fit a particular expectation about what it means to be black are often marginalized or even ostracized from their communities. This Article is largely an argument that the pervasive sense of cultural resistance in the African American community must be considered by criminal theorists as, at least, a partial explanation of “criminality” within the African American community. Woven into the fabric of African American culture is a vital oppositional element. This short essay explores Justice Antonin Scalia's conservative alternative approach to recent efforts by other Justices to utilize foreign and international legal sources in the Supreme Court's jurisprudence. It discusses Justice Scalia's writings and remarks over the course of the 2003-2004 Supreme Court Term: On the one hand, Justice Scalia consistently denounced the use of foreign legal sources in constitutional interpretation, both in his concurring opinion in Sosa v. Alvarez-Machain and in his keynote address at the Annual Meeting of the American Society of International Law. On the other hand, in his dissent in Olympic Airways v. Husain, Justice Scalia …

The importance of social trust on economic growth has been suggested by many empirical works. This paper formalizes the concept of social trust and studies its formation process in a game theoretic setting. It provides plausible explanations for a wide range of empirical and experimental findings. The main results of the paper are as follows. For utility-maximizing players, cooperation arises in one-period prisoner’s dilemmas if and only if there is social trust. The amount of social trust in a given game is determined by the distribution of players’ cooperative tendency. Cooperative tendency is in essence a component of human capital …

Singapore introduced a vehicle quota system (VQS) in 1990 as part of its overall policy to control urban congestion. While the VQS has reduced the annual growth rate of the vehicle population to about 3 per cent, it has created uncertainty in the cost of vehicle ownership due to the fluctuations in licence prices. This paper discusses three issues relating to the optimal design of a VQS: licence transferability, sub-categorisation, and the choice of an auction format. The analysis shows that licence transferability is not unambiguously desirable, sub-categorisation is highly regressive, and an open auction format results in less aggressive …

Developments in the global electronics industry are typically monitored by tracking indicators that span a whole spectrum of activities in the sector. However, these indicators invariably give mixed signals at each point in time, thereby hampering attempts at prediction. In this paper, we propose a unified framework for forecasting the global electronics cycle by constructing a VAR model that captures the economic interactions between putative leading indicators representing expectations, orders, inventories and prices. Bayesian methods have been efficient in estimating parameters of stochastic volatility models for analyzing financial time series. Recent advances made it possible to fit stochastic volatility models of increasing complexity, including covariates, leverage effects, jump components, and heavy-tailed distributions. However, a formal model comparison via Bayes factors remains difficult. The main objective of this article is to demonstrate that model selection is more easily performed using the deviance information criterion (DIC). It combines a Bayesian measure of fit with a measure of model complexity. Much of the debates on the legality of strikes under the Indian Constitution has been on the issue of a right to strike. This paper argues that the constitutionality of strikes may be analysed through the prism of duties, i.e. fundamental duties under Part IVA of the Constitution. Strikes were an integral part of the ideals that inspired India's national struggle against imperialism. And, in this sense, when article 51A exhorts Indians to cherish and follow the noble ideals that inspired our freedom struggle, it includes a fundamental duty to strike. Implications Of Personal Recovery History For Training And Development Of Addiction Treatment Workers, Bruce K. Barnard

The purpose of the study was to identify and compare competencies perceived as most important by addiction treatment workers with, and without, a personal history of recovery. A survey was developed and administered to 94 workers in three community-based addiction treatment agencies. The study found broad support for the competencies published by the Addiction Technology Transfer Center, National Curriculum Committee (1998). There were no significant differences in perceptions of competencies by workers with a personal recovery history and those without such history. Results indicate that factors such as workplace culture may be more powerful than recovery history in influencing worker …

This thesis examines three texts: Three Black Skirts, The Vagina Monologues, and The Art and Power of Being a Lady to discover the changing identities of women in the third wave movement of feminism. A rhetorical criticism is conducted of the images of feminism put forth by the texts to discover the identities that the authors are advocating and advancing for third wave feminists. This thesis argues that the multiple identities found in these texts are essential to the feminist movement. This thesis also explores the tension between individualism and community in the third wave.

The purpose of this investigation was to replicate and extend research done by Daly et al. (1998), which focused on the functional analysis of academic problems. This research examined comprehension and amount of instructional time as dependent variables to determine the effectiveness and efficiency of reading interventions (repeated reading, contingent reinforcement for rapid reading, and listening passage preview). Results suggest that when evaluating increases in oral reading fluency (words read correct per minute), each participant obtained greatest gains using different combinations of interventions. The current study attempts to add to the limited body of literature on Asian American and Asian international students in counseling. Presenting issues, severity of problems, treatment outcome, and gender interactions of Asian American and Asian international college students were examined and compared to non-Asian college students.
