Cyber Warfare is widely touted to be the next generation of warfare. As America's reliance on automated systems and information technology increases, so too does the potential vulnerability to cyber attack. Nation and non-nation states are developing the capability to wage cyber warfare. Historically, the Air Force and DoD have concentrated their efforts toward defensive network operations. However, a shift in doctrine has shown both the Air Force and DoD acknowledging the potential for Information Warfare. What appears to be lacking is the trained and educated cyber warrior force that will carry out the information operations if needed. This research …

The ability of public policies to secure the economic and social rights recognized in the Universal Declaration of Human Rights is proposed as a trumping supplement to the utility-maximization criterion of neo-classical welfare economics. Two progressive proposals for ending poverty and promoting personal development and freedom are then compared using this assessment criterion. The first proposal is that society guarantee everyone an unconditional basic income (BI) without imposing work requirements in exchange for the guarantee. The second proposal is that society use direct job creation to provide employment assurance (EA) for anyone who is unable to find decent work in …

Banking The Poor: Policies To Bring Low-Income Americans Into The Financial Mainstream, Michael S. Barr

Low-income households in the United States often lack access to bank accounts and face high costs for conducting basic financial transactions through check cashers and other alternative financial service providers. These families find it more difficult to save and plan financially for the future. Living paycheck to paycheck leaves them vulnerable to medical or job emergencies that may endanger their financial stability, and lack of longer-term savings undermines their ability to improve skills, purchase a home, or send their children to college. High-cost financial services and inadequate access to bank accounts may undermine widely-shared societal goals of reducing poverty, moving …

Does Regional Variation In Multiple Measures Of Health Status Differ Across Income Levels?, Janet M. Bronstein, Shailender Swaminathan, Joshua Klapow

University of Kentucky Center for Poverty Research Discussion Paper Series

This study examines whether regional variations in health status measures are consistent across the income gradient, or whether they are more pronounced at the lowest income levels. We use data from the Community Tracking Survey, a large randomized telephone survey of residents in 60 U.S. communities. Controlling for individual risk factors and county level income inequality, lowest income individuals have poorer scores on counts of chronic diseases, global health ratings, and the physical and mental components of the SF-12. Residents of the South have poorer scores on chronic disease counts, global health and physical health than residents of the Northeast, …

The research examines international legal standards on the protection and care of separated child refugees, and compares them with the experiences of such children living in Cairo. Egypt is party to four major international and regional human rights instruments relevant to the situation of separated refugee children: the Convention Relating to the Status of Refugees, the Convention on the Rights of the Child, the Organization of African Unity Convention Governing the Specific Aspects of Refugee Problems in Africa, and the African Charter on the Welfare and the Rights of the Child.
