This is the third component in a series that estimates the fiscal impacts of varying the eligibility and premium requirements of the Nebraska Medicaid Buy-In program. The first component estimated how Buy-In program participation rates might differ when eligibility and premium requirements varied. The Nebraska Minority and Justice Task Force was created as the joint initiative of the Nebraska State Bar Association and the Nebraska Supreme Court in October of 1999 to examine issues of racial and ethnic fairness within the Nebraska court and legal systems. The Task Force focused on four priority areas: Access to Justice, Court Personnel, Criminal and Juvenile Justice, and the Legal Profession. The results of the Task Force’s investigation, along with recommendations, were published in a report in January of 2003 (available on-line at www.nebar.com and www.unl.edu/ppc).

Diagnosing elderly depression is a difficult, overlooked process. Many elderly seek out family physicians, but few visit mental healthcare professionals (Lyness et al., 1997; Sable & Dunn, 2002). When assessing elderly depression, it is important for counselors to be aware of symptoms, ensuring correct treatment.

According to Friedrich ( 1999), it is difficult for healthcare professionals, including counselors, to diagnose depression in the elderly. In this paper I propose that the dominant form of evolutionary psychology (which I term “cognitive adaptationism”) can be improved by adopting an alternative version of the concept of mental modularity. I suggest a metaphor of mental modules as Lego blocks. The Lego blocks represent a relatively small set of elementary operations that the mind/brain can carry out. These Lego blocks are repeatedly assembled in different ways to execute a wide variety of different functions. These repeated assemblies correspond more closely to the things that cognitive adaptationists have asserted are modules. Arguments in favor of the Lego model include the …

This paper examines the history of advocacy for the rights and safety of children suffering from abuse and neglect in the United States, and more specifically the state of Iowa. It looks at statistical data concerning the incidence of child abuse and its correlation to age and ability level. It specifically addresses the developmental, psychological, emotional, and physical effects of child abuse. The remainder of the paper outlines the role of the elementary school counselor as an advocate in helping children who are suffering from abuse and neglect. The archaeological record, as well as written texts, oral traditions, and iconographic representations, express the Maya perception of cosmic order, including the concepts of quadripartite division and layered cosmos. The ritual act of portioning and layering created spatial order and was used to organize everything from the heavens to the layout of altars. These acts were also metaphors for world creation, world order, and establishing the center as a position of power and authority. With the growing demand for holistic therapy, interest in the psycho-spiritual dimension as it relates to clients' concerns has increased within the last decades. Many crises that lead people to counseling could hopefully be avoided if more attention were giving to prevention. In this paper, the necessity of seeking harmony between body, mind and soul with certain practices such as yoga, relaxation, deep breathing, prayer, and meditation will be explored. These spiritual tools are supported by clinical practice and empirical research on holistic approaches to counseling.

Although many books and articles have been written on the topic of adolescence and the challenges having to do with this developmental stage, there is an increasing need for school counselors to provide programming to empower today's adolescent girls. Research has long shown that a decline in self-esteem accompanies puberty (Dee, 1997). In fact, one study found significant gender differences which indicate that girls are at a much higher risk for not only developing, but also for maintaining low levels of self-esteem (Simmons & Blyth, 1987).

Attachment is a bond formed between two individuals over a period of time, dealing with how they relate to one another through their interactions (Sable, 2000). In this paper, a review of the literature is discussed regarding how the attachments between individuals are formed and the four different patterns of attachment: Secure, anxious-ambivalent, avoidant, and disorganized. Following the review, practical interventions are also provided for counseling professionals to use when working with clients who have attachment disorders.

Teens, like other age groups, often use the World Wide Web to search for health information. The health-related needs and interests of teens differ somewhat from other age groups. Good health Web sites for teens are hard to construct. Health Web sites for older teens may include content inappropriate for some school and library settings. No single site can be recommended overall. The age of users and the setting in which the information is to be used are important considerations.

Behavioral Intervention And Prevention Of Feeding Difficulties In Infants And Toddlers, Mary Louise Kerwin, P. S. Eicher

Although eating is considered an automatic physiologic process, many children experience feeding difficulties. The purpose of this paper is to provide a framework for assessment, treatment and prevention of feeding difficulties in children. Identification and treatment of any factors actively interfering with feeding success is a critical cornerstone for effective behavioral interventions for feeding. Using variables that comprise the structure of a meal, this paper discusses how these variables might be manipulated in behavioral interventions for feeding problems. Recommendations for prevention of feeding problems are also presented.

This study researches the varying threats that emanate from terrorists who carry their activity into the online arena. It examines several elements of this threat, including virtual to virtual attacks and threats to critical infrastructure that can be traced to online sources. It then reports on the methods that terrorists employ in using information technology such as the internet for propaganda and other communication purposes. It discusses how the United States government has responded to these problems, and concludes with recommendations for best practices.
