Presidential Domain: An Exploratory Study Of Prospect Theory And Us Climate Policy Since 1998, Hal T. Nelson

The Bush administration's decision to abandon the Kyoto Protocol can be explained by prospect theory. The change in federal climate policy between the Clinton and Bush administrations was due to the difference in domain that each president operated under. President Clinton operated under a domain of losses as he associated continued fossil fuel use with future socio-economic and environmental damages from climate change. This domain of losses increased President Clinton's risk tolerances and explains his pursuit of the Kyoto Protocol, an international agreement to limit greenhouse gas emissions. Conversely, President Bush operated under a domain of gains where he did …

This paper argues that more rigorous evaluations of local economic development policies are feasible. Programs that aid selected small firms can be rigorously evaluated using an experimental approach, without excluding firms from assistance, by randomly assigning some firms to receive more intense marketing efforts by the program. Programs that aid distressed local areas can be rigorously evaluated by random assignment of the program among eligible distressed areas. If an experiment cannot be done, a variety of statistical approaches can be used to compare firms or areas that use the program with comparison groups of firms or areas that do not …

A Qualitative Study Of Bullying Behavior In Federal Law Enforcement: An Examination Of Former Officers' Perceptions Regarding The Problem, Rande W. Matteson

The purpose of this phenomenological research project was to study and review through naturalistic inquiry, the perceptions of former federal agents and officers as to whether they believe they were bullied at their workplace, and if so, what did those participants do to cope or adjust to the bullying behavior. Multiple sources for data collection were deployed to explore and examine whether former agents perceive they were bullied at work and what mechanisms those employees found were helpful as coping strategies.

This paper provides an overview of the venture capital industry, and its development in Asia and Singapore. Venture capital plays an important role in innovation and economic growth. Indeed, the resurgence of the United States as a technology leader is intimately linked to the success of Silicon Valley. As Singapore enters the next phase of economic development, the creation of internal engines of growth is an urgent task. The Singapore government has done much to provide an environment for entrepreneurship to thrive. Its success at replicating the Silicon Valley culture will be important for Singapore’s future economic success.

Lay Theories And Evaluation-Based Organization Of Impressions: An Application Of The Memory Search Paradigm, Yuk-Yue Tong, Chi-Yue Chiu

People may believe that personal attributes are fixed entities that cannot be changed (hold an entity theory). Alternatively, they may believe that qualities of a person are malleable (hold an incremental theory). In the present research, the authors used Sternberg's (1966) memory search task to examine entity and incremental theorists' cognitive strategies in memory search. It was hypothesized that entity theorists, who have a greater tendency to make spontaneous evaluation of people, would organize impressions in short-term memory according to whether the stimulus persons are positively or negatively evaluated. A Corrected Plug-In Method For The Quantile Confidence Interval Of A Transformed Regression, Zhenlin Yang, Yiu Kuen Tse

In this paper we propose an analytically corrected plug-in method for constructing confidence intervals of the conditional quantiles of a response variable with data transformation. The method can be applied to (i) a general conditional regression quantile, (ii) a general monotonic transformation, and (iii) a transformation model with heteroscedastic errors. Our results extend those in Yang (2002a), in which the median of a response variable under the Box-Cox transformation with homoscedastic errors was considered. A Monte Carlo experiment is conducted to compare the performance of the corrected plug-in method, the plug-in method and the delta method. The corrected plug-in method …

We determine the effects of a delayed or immediate tax cut with or without a sunset feature in a real customer-market, nonRicardian economy. Our model incorporates both the supply-sider channel, through which reduced wage income taxes stimulate work effort, as well as the Feldstein-Rubin-Summers channel, through which cuts in income tax, in widening the deficit and thus driving up future short real interest rates, has a chilling effect on present and future investment, so reducing growth and employment on that account. Dynamical systems and evolutionary theories have both been proposed as integrative approaches to psychology. These approaches are typically applied to different sets of questions. Dynamical systems models address the properties of psychological systems as they emerge and change over time; evolutionary models address the specific functions and contents of psychological structures. New insights can be achieved by integrating these two paradigms, and we propose a framework to begin doing so. The framework specifies a set of six evolutionarily fundamental social goals that place predictable constraints on emergent processes within and between individuals, influencing their dynamics over the short-term, and across …

Objectives: This study investigates: (1) which personality traits are typical of medical students as compared to other students, and (2) which personality traits predict medical student performance in pre-clinical years. Design: This paper reports a cross-sectional inventory study of students in nine academic majors and a prospective longitudinal study of one cohort of medical students assessed by inventory during their first pre-clinical year and by university examination at the end of each pre-clinical year. The Impact Of A Large Wage Increase On The Workforce Stability Of Ihss Home Care Workers In San Francisco County, Candace Howes

This study is one of the very few large-scale empirical investigations of the effect of wages on labor market outcomes in any direct care industry, and possibly the only such study specifically addressing conditions in the homecare industry. It records the impact of the nearly doubling of wages for IHSS homecare workers in San Francisco County over a 52 month period. The project is based on a unique database, which matches approximately 18,000 San Francisco County homecare workers in 26,115 unique matches to 15,500 service recipients between November 1997 and February 2002.

The purpose of this article is to present a sample from the panoply of formal theories on voting and elections to Statistical Science readers who have had limited exposure to such work. These abstract ideas provide a framework for understanding the context of the empirical articles that follow in this volume. The primary focus of this theoretical literature is on the use of mathematical formalism to describe electoral systems and outcomes by modeling both voting rules and human behavior. As with empirical models, these constructs are never perfect descriptors of reality, but instead form the basis for understanding fundamental characteristics …

A Metadata Framework Developed At The Tsinghua University Library To Aid In The Preservation Of Digital Resources, Jinfang Niu

This article provides an overview of work completed at Tsinghua University Library in which a metadata framework was developed to aid in the preservation of digital resources. The metadata framework is used for the creation of metadata to describe resources, and includes an encoding standard used to store metadata and resource structures in information systems. The author points out that the Tsinghua University Library metadata framework provides a successful digital preservation solution that may be an appropriate solution for other organizations as well.
