The Impact Of The State Children's Health Insurance Program (Schip) On Community Health Centers, Lea Nolan, Jennel Harvey, Karen Jones, Lissette Vaquerano, Ann Zuvekas

Health Policy and Management Faculty Publications

Nearly 12 million children in the United States do not have health insurance, and therefore often lack access to health care. In response, Congress enacted the State Children’s Health Insurance Program (SCHIP) in August 1997, the largest expansion of health insurance coverage since the inception of the Medicare and Medicaid programs. The SCHIP provides states with federal matching funds for children’s insurance either by expanding the existing Medicaid program, by creating a separate state program, or a combination of both.

A series of six roundtable discussions was conducted by the New England Environmental Finance Center (NE/EFC) from January through May 2002, one in each New England state. The objectives of the series were to consolidate expertise in financing and coordinating projects that combine conservation and development on the landscape, and to identify key areas of unmet need that could be addressed by the NE/EFC. Each discussion entailed several case study presentations and facilitated discussion about what works, what doesn’t work, and what might work in financing and coordinating efforts that combine conservation and development. Structural Change And Lead-Lag Relationship Between The Nikkei Spot Index And Futures Price: A Genetic Programming Approach, Donald Lien, Yiu Kuen Tse, X. B. Chang

In this paper we adopt a nonparametric genetic programming approach to identify the structural changes in the Nikkei spot index and futures price. Due to the dominance of the “normal” period in sample size, the lead-lag relationship identified in the spot-futures system based on conventional methods such as test for Granger causality pertains to the normal period and may not be applicable in the “extreme” period. Using genetic programming we identify the lead-lag relationship based on the chronological ordering of the structural changes in the spot and futures markets. Economic Geography, Trade, And War, David H. Bearce, Eric O'N. Fisher

Economics

An agent-based model in which economic exchange and military conflict are emergent processes is used to explore the relationship between trade and war. The model of exchange is an applied analysis of the economics of trading networks. The model of conflict treats war as a breakdown in interstate bargaining due to incomplete information. The simulations explore how initial economic geography, state revisionism, defensive advantage, and technological advancement akin to globalization affect both trade and war. The results show that the relationship between trade and war depends on third factors, and an inverse relationship between trade and war emerges from compact …

Partnerships for Children and Families Project

This paper will discuss reasons to move in the direction of partnerships for child and family services. As well, strategies for developing less adversarial responses in child protection will be examined. A number of efforts to build partnerships for child protective services have taken place in several US communities, and specific examples of these attempts will be discussed. Given the ideal of partnerships, the paper will attempt to understand the role of the formal child welfare agencies in partnership with families and communities. Finally, lessons learned from these partnerships will be addressed and challenges to sustaining broader-based approaches to child …

For many years, the child and family welfare and the child protection systems in the Netherlands have been under heavy criticism. Numerous experts in these fields have been advocating more intensive co-operation and a better coherence between both systems. The relationship between both fields seems to be a never ending issue for political and public discussion that has filled many bookshelves during the last decades. In spite of this, until now, the criticized relationship between the two has not fundamentally changed. The world’s fish species are under threat from habitat degradation and over-exploitation. In many instances, attempts to bolster stocks have been made by rearing fish in hatcheries and releasing them into the wild. Fisheries restocking programmes have primarily headed these attempts. However, a substantial number of endangered species recovery programmes also rely on the release of hatchery-reared individuals to ensure long-term population viability. Fisheries scientists have known about the behavioural deficits displayed by hatchery-reared fish and the resultant poor survival rates in the wild for over a century.
