Attracting Foreign Direct Investment To Latin America, Carlos A. Loredo

The purpose of the paper is to examine the literature of foreign direct investment to evaluate what factors are determinant to attract inflows of foreign capital to Latin-American and Caribbean countries. The paper focuses on factors such as market size, degree of openness, rule of law, political stability, trade, regional integration, democracy, availability of natural resources, government efficiency, and infrastructure (i.e. energy generation, transportation systems, ports and telecommunication services). The regression results showed that the degree of openness, trade reform, education, market size, and infrastructure are the most important determinants of foreign investment. This study was conducted to comprehensively review established growth economics literature, analyze newly revised data sources, and reestimate generally accepted economic growth models using the revised data. Specific findings include the revalidation of the MRW model, discovery of a satisfactory alternative measure of human capital, sensitivity issues when performing Barro-style regressions, and data trends that may have an alarming impact on certain of the growth models.

Reestimation of the MRW model was found to be robust, and satisfactorily explains differences in productivity among nations. Additionally, human capital as measured by the literacy rate of the population was found to be …

The World Wide Web has had an huge influence on the computing field in general as well as simulation in particular (e.g., Web-based simulation). A new wave of development based upon XML has started. Two of the most interesting aspects of this development are the Semantic Web and Web services. This paper examines the synergy between Web service technology and simulation. Workflow Management Systems (WfMSs) are used to support the modeling and coordinated execution of business processes within an organization or across organizational boundaries. Although some research efforts have addressed requirements for authorization and access control for workflow systems, little attention has been paid to the requirements as they apply to application data accessed or managed by WfMSs. We present an extension of Jaynes' maximum entropy principle to handle latent variables. We use an EM algorithm that incorporates nested iterative scaling to approximately calculate maximum entropy solutions for this principle, and give a proof of its convergence.

A nine-year-old speaks with apparent callousness as he walks by the body of the girl he has killed. A fourteen-year-old jokes about "body parts in her pocket" after bashing in her mother's head with a candlestick holder. And a fifteen-year-old laughingly names his accomplice ''Homicide" after participating in a robbery that culminated in the victim's death. Seemingly remorseless acts such as these can have a crucial impact on the way a child or adolescent fares in the juvenile justice or criminal system. This article looks at health care through gendered eyes. We sift though available data on access to health care, health status, and health treatments to determine whether men and women experience health care differently in the United States. While we do not doubt that overt gender-based discrimination occasionally occurs in health care, this article focuses on the importance of unintended consequences and unconscious bias. We also explore the impact of symbolism about women's roles on the process of health care reform. The results have important implications for policy makers, advocates, and health care providers.

This Article responds to the advocates of "progressive race blindness" with several critiques of their central claims. Part I examines the contours of progressive race blindness in greater detail, giving centrality to the emergence of this theory in legal scholarship. Part I sets forth the common themes articulated in progressive race blindness arguments and highlights important differences among its proponents. Part II isolates several problems with the progressive race blindness literature and demonstrates that these weaknesses make the literature unhelpful as a political or legal theory and even dangerous to the cause of antiracism. This chapter presents an outline of the context, provision and future prospects for Media Education in Ireland with particular reference to the junior secondary cycle. The research, carried out by as part of the Euromedia Project, was co-ordinated by the School of Media, Technological University Dublin and was carried out between January and June 2001. To date, little if any formal research has been carried on provisions for media education in Ireland. O’Halloran (1992) and Lynskey (1990) both identified the need and proposed methodologies for media education in Irish primary and secondary curricula respectively and O’Neill (2000) describes the historical …

The characteristics of juveniles who commit crimes and a variety of treatment philosophies for juvenile offenders were examined through literature and individual case studies. The literature review and three case studies provided insight into the difficult challenge of providing effective treatment programs for juvenile offenders.
