Alternative School Administrators "At Risk": What Does It Mean For Children?, Christopher Dunbar Jr.

Alternative public schools have evolved from their origins in school choice and the progressive education movement of the 1920's into a system of schools that have become the assigned "dumping ground" for a population of ill-prepared, behaviorally disruptive youth, a population that is also disproportionately composed of minority students. Research suggests these schools fall short of providing an optimal educational opportunity for their students. There are multiple factors that place alternative school administrators "at risk" of failing in their charge to educate. The purpose of this report is to compare information on grandparent caregivers in the United States among members of five different racial and ethnic groups. Many grandparents are responsible for grandchildren who live with them in the same household. The 1996 Welfare Reform Act mandates that statistics be collected on grandparents who serve as caregivers to a grandchild. In response to this requirement, questions were developed for the 2000 Census of Population asking each adult about care for grandchildren living in the same household.2 Data from the 2000 Census 5% Public Use Microdata Sample are used in our calculations. We benefit from medical devices throughout our lives: Prenatal development is monitored by ultrasound devices, sports injuries are diagnosed with magnetic resonance imaging and fixed with arthroscopic tools, and heart blockages are cleared with angioplasties and drug-coated stents. Devices include the simple and mundane—eyeglasses and thermometers—and stretch to the boundaries of technology—laser scalpels, needles embedded with microprocessors, MRI machines, and artificial hearts. All are products of the medical device industry. Massachusetts is one of the nation’s leading states in medical device development and production.

This article explores how the press reports nonhuman animal hoarding and hoarders. It discusses how 100 articles from 1995 to the present were content analyzed. Analysis revealed five emotional themes that include drama, revulsion, sympathy, indignation, and humor. While these themes draw readers' attention and make disparate facts behind cases understandable by packaging them in familiar formats, they also present an inconsistent picture of animal hoarding that can confuse readers about the nature and significance of this behavior as well as animal abuse, more generally.

This study looked at factors that influenced veteran teacher perceptions of the newly implemented Peer Assistance and Review (PAR) program in the Grossmont Union High School District. More specifically, the study explored (1) reasons why teachers with at least five years of successful teaching experience voluntarily chose to forfeit their regularly scheduled traditional evaluation and substitute it with a peer review, (2) factors that contributed to positive perceptions of the PAR program, (3) factors that contributed to negative perceptions of the PAR program, and (4) perceived differences between the traditional and PAR methods of teacher evaluation. Although the accident rate for military aviation has declined significantly from earlier decades, during the 1990's it reached a plateau. Human error in the cockpit still accounts for over 80% of the aircraft mishaps resulting in loss of life or over one million dollars in damage. Decision error has been a contributing factor for approximately 60% of these mishaps. The purpose of this research was to investigate aircrew process performance variables as predictors of decision-making outcomes. Immersing students in an integrated-thematic unit provides the backdrop for experiences to occur across the disciplines. Shaping coursework around integrated themes is especially appropriate for gifted students, however using an integrated-thematic curriculum is appropriate for all learners as it develops students' abilities to make connections, to solve problems by looking at multiple perspectives, and to integrate information from different fields of experience. In teaching introductory courses using television equipment, we find that cultural studies interests can be meshed with basic skills-oriented production classes in useful ways. Utilizing an on-going discussion strategy emphasizing that students are evaluating, criticizing, and interpreting, as well as producing cultural products, the activities we describe articulate the reflexive nature of media and culture. Furthermore, in asking students to investigate and explore ways media both construct and reflect their understanding of culture, students are guided to begin a life-long process of critical thinking.

A programming approach, data envelopment analysis (DEA), will sort and rank occupations on the basis of maximizing skills required and minimizing that occupation's wage resulting in a set of "hiring" efficiency scores. This procedure improves Borda rankings (rankings based on the average of rankings of the individual components), fixed weight, or subjective weighting schemes. In DEA, the linear programming weights or coefficients are explicitly chosen to maximize the discrimination between the skills and wages. A rank correlation between the efficiency scores and various work and demographic variables is performed. The results show a negative correlation between the wage rate and …

The bead research community lost a principal member when Peter Francis, Jr., director of the Center for Bead Research in Lake Placid, New York, died December 8, 2002, while on a research trip to Ghana, West Africa. Pete was widely known and respected, and was responsible for significantly increasing people's awareness—on a worldwide scale—of beads and their place in human culture through his many publications, lectures, workshops, symposia, and internet website. He leaves a void that will be very hard, if not impossible, to fill.

The Transformation Of China's Health Care System And Accounting Methods: Current Reforms And Developments, David Chu, Kolleen Rask

This paper is a case study of China’s recent reforms in hospital accounting. We analyze the Chinese health care system in transition to highlight the changing role and nature of accounting services before and after the recent reforms. Prior to reforms, the accounting system provided data solely for government central planning purposes. Reforms were supposed to decentralize hospital decision making, thus signaling a need for a new accounting system that would provide information to managers and resource providers. However, the government continues to maintain control by fixing basic medical service prices at levels below cost while allowing profit margins for …
