Although “culture movements” of the sort that have become increasingly common in the Pacific and elsewhere are reactions and responses to colonialism and globalization, and are often at least partly inspired by imported models, they nevertheless have locally (culturally) specific content and effects. This is because the things that are “revived” are always grounded in particular local institutions, genres of practice, traditions of interpretation, and modes of expression. Form in these cases carries content, and the content is for that reason rooted in local socially inherited traditions. A statistical analysis of deployed and deploying airmen was conducted to provide insight and defensible support for Aerospace Expeditionary Force Center commanders to base teaming initiatives and policy decisions. To ensure that the results of this research are applicable across the Air Force, the research examined the effect of the Aerospace Expeditionary Force deployment process, comprised of individual anxiety, group unity, and work-group characteristics, on team cohesion, deployment commitment, and team effectiveness. The sample obtained included 643 airmen who had deployed within a 12-month period or who were scheduled to deploy within the next 3-month period. The results of the …

We present an approach for identifying salient input features in high feature to exemplar ratio conditions. Basically we modify the SNR saliency-screening algorithm to improve the solution of the optimal salient feature subset problem. We propose that applying the SNR method to randomly selected subsets (SRSS) has a superior potential to identify the salient features than the traditional SNR algorithm has. Two experimental studies are provided to demonstrate the consistency of the SRSS. In the first experiment we used a noise-corrupted version of the Fisher s Iris classification problem. 兩岸經過十多年來漫長的努力終於在今年一起進入WTO,對兩岸而言均是歷史上新頁,審視成立WTO 之目的,乃在提倡自由貿易精神、卻除關稅障礙,強調開放市場,分享經濟主權,並就會員國彼此間因不同的規範制度所引發之相關爭議,尋求共同的解決機制,因此,兩岸入世後,對於相關智慧財產權之爭議解決途逕除了原有的一般個案爭訟、雙方諮商模式外'WTO 協定並提供一多邊之爭端解決機制(爭端解決規則與程序瞭解書(UNDERSTANDING ON RULES AND PROCEDURES GOVERNING THE SEffiEMENT OF DISPUTE,簡稱WTO-DSU) 。

WTO 向有「經濟聯合國」的類稱,台灣在加入九叮O 後,首須了解WTO 所有之規範'尤其在發生國與國間或跨國之爭端事件時,對於WTO-DSU 多邊爭端解決的規則與操作,更須清礎、熟悉,才能避免錯誤並確保自身權益。由於種種環境因素,有關兩岸的雙方諮商無法擴展開來,因此,於兩岸均入世貿後,有認為將可透過WTO-DSU 之多邊爭端解決方式,為兩岸的對話閉關另一扇窗口,果如此,是否意味著制後對兩岸有關智慧財產權爭議的解決,可迴避雙邊諮商,而將之改置於WTO-DSU 多邊爭端解決模式來處理?應值得探討。

WTO 是世界最大的多邊貿易組織,是各國與國際經濟體系聯系與合作的重要橋梁,多年來WTO 致力於推行商品和服務貿易自由化、知識產權保護和貿易法規公開化等,通過貿易政策審議機制和爭端解決機制,對世界貿易和投資產生著重大影響。由於世界貿易組織是一個以市場經濟及公平貿易為基礎的多邊貿易體制,而中國大陸經濟體制是20 餘年來,從計劃經濟體制調整到社會主義市場經濟體制,因此,在加入WTO 後其政府、企業及各產業均必須面對市場開放與競爭的衝擊。本文將從經濟制面、產業面及總體經濟面等觀點,探討中國大陸加入WTO以後,到大陸經濟發展之影響。

本文擬從長期的資料著手,首先以產業內貿易指數觀察兩岸貿易型態與國際分工的變化情形,接著針對產業內貿易指數的缺點提出疑問,並配合貿易專業化係數或質易特殊化係數(Trade Specialization Coefficient, TSC) 重新定義國際分工型態。由TSC值進一步觀察兩岸歷年對全球貿易中,工業部門的國際分工型態,並以「雁行」理論,探討兩岸產業的發展關{系。

本文共分陸節,除前言外,第貳節是圓際貿易與國際分工型態的文獻回顧,第參節敘述貿易資料來源與國際分工指標,第肆富有分析臺灣地區國際貿易與分工型態時間趨勢,第伍節說明臺灣地區產業政策與國際分工型態反轉的形成,最後則是結論。

根據WTO議程,大陸將於2001 年年底加入WTO。而依據主要會員國之共識,台灣亦將隨後入會。兩岸入會後,首先將被迫往開放的方向調整,在金融服務業亦將面臨開放問題。台灣與大陸未來皆必須逐步開放金融市場,金融業包括銀行業、證券業、保險業等皆將受到外國金融業激烈的競爭,而兩岸間金融往來亦將可能發生。在全球金融化的趨勢下,競爭將愈趨激烈,尤其來自國外的金融業,挾持龐大的資金與經驗豐富的人力資源,將對兩岸金融業的經營與發展產生巨大的衝擊與影響。其次,兩岸面對入會後最大的挑戰是人才的競爭,尤其金融服務業人才爭奪戰將是中國入會後不可避免的趨勢。

In his article "Literary Translation in Britain and Selective Xenophobia," Eric Dickens discusses the fact that fewer translations of works of contemporary prose, poetry, and essays appear in Great Britain than perhaps anywhere else in Europe. Dickens attributes this shortfall to various factors, including poor language teaching and an indifference to foreign languages in general, but also to a degree of smugness with regard to literature written in English being "the best in the world." This paper interprets case studies and theory on community involvement in beneficiary selection and benefit delivery for social safety nets. Several considerations should be carefully balanced in assessing the advantages of using community groups as targeting agents. First, gains from utilizing local information and social capital may be eroded by costly rent-seeking. Second, the potential improvement in targeting criteria from incorporating local notions of deprivation must be tempered by the possibility of program capture by local elites, and by the possibility that local preferences are not pro-poor. Studies of electoral law consequences typically treat electoral laws as exogenous factors affecting political party systems, even while acknowledging that political parties often tailor electoral institutions to suit their own distributional needs. This study represents a departure from that approach, directly examining one aspect of the endogeneity of electoral systems: the endogeneity of Duverger's ‘mechanical’ effect. Theory clearly posits that the Duvergerian ‘psychological’ effect of electoral rules occurs in anticipation of their reductive mechanical effect, yet in empirical models this endogenous character is typically ignored. In this work goal programming is used to solve a minimum cost multicommodity network flow problem with multiple goals. A single telecommunication network with multiple commodities (e.g., voice, video, data, etc.) flowing over it is analyzed. This network consists of: linear objective function, linear cost arcs, fixed capacities, specific origin-destination pairs for each commodity. A multicommodity network flow problem with goals can be successfully modeled using linear goal programming techniques. When properly modeled, network flow techniques may be employed to exploit the pure network structure of a multicommodity network flow problem with goals. This paper reviews what we currently know about the benefits and costs of different varieties of a "living wage": a local government requirement, now adopted by over 50 local governments, for wages above the federal minimum imposed on employers with some financial link to the local government. The review includes economic theory, empirical research on local labor markets, and empirical research on the living wage. The paper concludes that moderate living wage requirements applied to the local government's own employees, and contractors' and grantees' employees who are funded by the local government, may do more good than harm. The purpose of this study was to extend the adolescent and adult research and assess how forgiveness develops in elementary school-aged children. Sixty-three children aged 7 to 12 reported how willing they would be to forgive three types of transgressions (emotional, physical, and property) involving an accidental or deliberate act, with or without an apology, and of either low or high severity. In addition, empathy, prosocial behavior, and religiosity were measured. Age, empathy, prosocial behavior, and religiosity were not related to willingness to forgive as had been expected. Real Money Balances And Production Efficiency: A Panel-Data Stochastic Production Frontier Study, Farrokh Nourzad

Economics Faculty Research and Publications

This paper examines the effect of four alternative measures of real money balances on production efficiency using annual panels of 10 developed and 10 developing countries. Using maximum likelihood, separate stochastic production frontiers are estimated, along with the parameters of an equation relating technical inefficiency to real money balances. The results for the sample of developed economies indicate that increases in real simple-sum M1, simple-sum M2, Divisia M1, and Divisia M2 enhance efficiency in the production sector. On the other hand, in the sample of developing nations, there is no evidence that real money balances reduce technical inefficiency.
