Review Of Anthropology, Public Policy, And Native Peoples In Canada Edited By Noel Dyck And James B. Waldram, Adrian Tanner May 1996

Review Of Anthropology, Public Policy, And Native Peoples In Canada Edited By Noel Dyck And James B. Waldram, Adrian Tanner

Great Plains Research: A Journal of Natural and Social Sciences (through 2013)

In their chapter in Anthropology, Public Policy, and Natives Peoples in Canada, John O'Neil et al. state that anthropology "has affected policy development in virtually every sector of northern community life except medicine" (p. 216). Despite this observation, the book generally tends to stress Canadian anthropology's overall difficulties in aboriginal policy-making. It examines some of anthropology's most sensitive and difficult issues in this area critically, suggesting an ambivalent relationship towards the policy-making process.

The book's focus on anthropology's problems in contributing to aboriginal public policy is established in the editors' introduction, which examines several sources of these difficulties. A …

Matrices With Identical Sets Of Neighbors, Imre Bárány, Herbert E. Scarf May 1996

Matrices With Identical Sets Of Neighbors, Imre Bárány, Herbert E. Scarf

Cowles Foundation Discussion Papers

Given a generic m by n matrix A , a lattice point h in Z is a neighbor of the origin if the body { x : Ax < b }, with b i = max{0, a i h }, i = 1, …, m , contains no lattice point other than 0 and h . The set of neighbors, N ( A ), is finite and Asymmetric. We show that if A’ is another matrix of the same size with the property that sign a i h = sign a i ’ h for every i and every h in N ( A ), then A’ has precisely the same set of neighbors as A . The collection of such matrices is a polyhedral cone, described by a finite set of linear inequalities, each such inequality corresponding to a generator of one of the cones C i = pos( h in N ( A ): a i h < 0}. Computational experience shows that C i has “few” generators. We demonstrate this in the first nontrivial case n = 3, m = 4.

Tests Of Seasonal And Non-Seasonal Serial Correlation, Donald W.K. Andrews, Xuemei Liu, Werner Ploberger May 1996

Tests Of Seasonal And Non-Seasonal Serial Correlation, Donald W.K. Andrews, Xuemei Liu, Werner Ploberger

Cowles Foundation Discussion Papers

This paper considers tests for seasonal and non-seasonal serial correlation in time series and in the errors of regression models. The problem of testing for white noise against multiplicative seasonal ARMA(l,l)-ARMA(l,l) alternatives is investigated. This testing problem is non-standard due to nuisance parameters that appear under the alternative but not under the null hypothesis. The likelihood ratio (LR), sup Lagrange multiplier (LM), and exponential average LM and LR tests are considered and are shown to be asymptotically admissible for multiplicative seasonal ARMA(l,l)-ARMA(l,l) alternatives. In addition, they are shown to be consistent against all (weakly stationary strong mixing) non-white noise alternatives. …

A Scorecard For Indexed Government Debt, John Y. Campbell, Robert J. Shiller May 1996

A Scorecard For Indexed Government Debt, John Y. Campbell, Robert J. Shiller

Cowles Foundation Discussion Papers

Within the last five years, Canada, Sweden and New Zealand have joined the ranks of the United Kingdom and other countries in issuing government bonds that are indexed to inflation. Some observers of the experience in these countries have argued that the United States should follow suit. This paper provides an overview of the issues surrounding debt indexation, and it tries to answer three empirical questions about indexed debt. First, how different would the returns on indexed bonds be from the returns on existing US debt instruments? Second, how would indexed bonds affect the government’s average financing costs? Third, how …

Hedging With Derivatives In Incomplete Markets, Charalambos D. Aliprantis, Donald J. Brown, J. Werner May 1996

Hedging With Derivatives In Incomplete Markets, Charalambos D. Aliprantis, Donald J. Brown, J. Werner

Cowles Foundation Discussion Papers

We present necessary and sufficient conditions on the asset span of incomplete derivative markets for insuring marketed portfolios. If the asset span is finite dimensional there exists a polynomial-time algorithm for deciding if every marketed portfolio is insurable, moreover this algorithm computes the minimum cost insurance portfolio. In addition, we extend the Cox-Leland characterization of optimal portfolio insurance in complete derivative markets to asset spans of incomplete derivative markets where every marketed portfolio is insurable.

An Estimation Of Three Sets Of Indicators Of Financial Risk Among Multifamily Properties, Amy S. Bogdon, James R. Follain May 1996

An Estimation Of Three Sets Of Indicators Of Financial Risk Among Multifamily Properties, Amy S. Bogdon, James R. Follain

Center for Policy Research

A lack of information about the financial condition of multifamily properties has hindered the development of a secondary mortgage market in multifamily mortgages and federal policies to finance multifamily housing. The purpose of this paper is to improve our understanding of the financial condition of multifamily properties. The centerpiece of the analysis is the 1991 RFS [U.S. Bureau of the Census]. Three sets of indicators of financial distress are examined in this paper. The first is interest rate related risk. We find that twenty five percent of the properties with mortgages have contract interest rates at least 87 basis points …

Morphine Disruption Of Maternal Behavior And Modifications Of Underlying Neural Activity, Graciela Stafisso-Sandoz May 1996

Morphine Disruption Of Maternal Behavior And Modifications Of Underlying Neural Activity, Graciela Stafisso-Sandoz

Master's Theses

Morphine significantly impairs maternal behavior; N aloxone, an opiate antagonist, restores it. Maternal behavior is associated with c-fos expression, an immediate early gene product, in medial preoptic area (mPOA) of females. In this series of experiments, the effects of morphine and Naloxone on the expression of c-fos were examined. On postpartum day 5 or 6, females were injected with morphine or saline ( Exp. 1 ), or morphine+Naloxone or morphine+saline (Exp. 2) and placed back in the homepage, separated from their pups by a wire-mesh partition. Sixty minutes later processing for cfos immunohistochemistry commenced. The c-fos positive cells in a …

Saving The Historic Homes Of New Orleans: An Overview Of Plans And Policies Affecting Housing And Historic Preservation, S. Elizabethe Bogart May 1996

Saving The Historic Homes Of New Orleans: An Overview Of Plans And Policies Affecting Housing And Historic Preservation, S. Elizabethe Bogart

LSU New Orleans Theses and Dissertations

The purpose of this thesis is to provide a clear and cohesive plan to assist the City of New Orleans in rehabilitating historic homes and neighborhoods. One of the main attractions for visitors to New Orleans is the charm of its architecture. A larger portion of the architecture is in disrepair. Most of the neighborhoods that are suffering from blight are homes in low-income communities. These families have little help in maintaining these historic structures because of the increased costs.

The administration of Mayor Marc Morial has decided that revitalizing the City's neighborhoods is of primary concern. This administration has …

Inflation Forecasts: How Good Are They?, Dean D. Croushore May 1996

Inflation Forecasts: How Good Are They?, Dean D. Croushore

Economics Faculty Publications

Forecasts of inflation affect decision-making in many segments of the economy. But in the early 1980s, economists found that forecasts in surveys taken over the past 20 years systematically underpredicted inflation. As a result, many economists stopped paying attention to forecasts. However, they may have abandoned them too quickly. In this article, Dean Croushore takes a closer look at survey forecasts and, after considering some relevant factors, concludes that inflation forecasts may not be as bad as you think.

The Social Work Docuverse, Roger A. Lohmann May 1996

The Social Work Docuverse, Roger A. Lohmann

Faculty & Staff Scholarship

The impact of electronic technology on social work has not been fundamental or transformative in any way comparable to the impact upon a variety of other professions and disciplines. A major potential impact of electronic systems for communications-based knowledge systems like social work lies in the area of textual processing systems which are only beginning to come to the fore. This article concentrates on one such set of technology -- hypermedia -- which already makes possible the construction and delivery of a social work docuverse which contains an electronic knowledge base of the field. Actual realization of such a web …

School-To-Work And Service-Learning, The National School-To-Work Learning And Information Center May 1996

School-To-Work And Service-Learning, The National School-To-Work Learning And Information Center

School K-12

School-to-work systems show young people how their classroom experiences relate to their work and to their lives, typically through internships, apprenticeships, or other work-based learning experiences. Other methods of positive youth development, such as service-learning, can also provide opportunities for the real world application of classroom-developed skills. As a work-based learning component in a school-to-work system, service-learning extends learning beyond the classroom into real world contexts where young people acquire not only basic math, science, English, and communication skills, but also broader problem-solving and decision-making skills. However, instead of focusing primarily on occupational skills sought by employers, service-learning addresses community …

Youth Development/Youth Service Status Report, Minnesota Children

School K-12

During the 1994-1995 school year, over 80% of Minnesota's school districts chose to participate in Youth Development/Youth Service that has been an integral part of Community Education since 1987. Out of the 365 operating school districts in Minnesota, 290 districts applied for and received the $1.00 per capita authorized by the Minnesota State Legislature to "implement a Youth Development Plan approved by the (local) school board and to provide a youth service program."
