An expressed reluctance of the courts to employ interpreters has been challenged on the basis that a failure to provide such assistance to the Non-English Speaking (NES) witness contravenes the principles of natural justice. Further, NES defendants risk being misunderstood and incapacitated in their ability to effectively communicate the intended meaning of the evidence they are giving. In order to determine whether the presence of an interpreter exerts influence upon attributions of culpability given to a NES defendant, it was .important to identify whether evaluations were based on the interpreter's presence or on the defendant's ethnicity. There is conclusive evidence which highlights the importance of physical and mental health in the ability of elderly persons to function within society, and elderly persons who require services to maintain their independence, are assumed to have lower levels of functioning than persons who do not apply for, or require assistance. Individuals, however, are rarely totally independent, as most people are involved in social networks, where the reciprocal exchange of money, emotional support, goods and services are exchanged with friends family and neighbours. Assessing The Effectiveness Of Saving Incentives, R. Glenn Hubbard, Jonathan S. Skinner

The authors argue that there is more to be learned from recent research on the effectiveness of targeted saving incentives than the wide variation in empirical estimates suggests. They conclude that characterizations of 'all new saving' or 'no new saving' are extreme IRAs and 401(k) plans appear to stimulate moderate amounts of new saving. The authors suggest a cost-benefit approach to ask: What is the incremental gain in capital accumulation per dollar of foregone revenue? For quite conservative measures of the saving impacts of IRAs or 401(k)s, the incremental gains in capital accumulation per dollar of lost revenue are large.

The Effects Of Race And Marital Status On Child Support And Work Effort, Richard K. Caputo

The Journal of Sociology & Social Welfare

This study used data from the National Longitudinal Survey of Labor Market Experience (NLSLME), Young Women's Cohort, to assess the influence of race and marital status on levels of child support and work effort of recipients of child support in 1978,1983,1988, and 1991. Controlling for the number of children and highest completed grade of education, the study found that race exerted no effect on either level of child support payments or work effort in any of the study years. Since 1970, legislatures have increasingly relied on preventive detention – detention before trial ordered solely to prevent an accused from committing crime during the pretrial period – as an instrument of social control. Prior to this period, detention before trial was usually ordered only to assure an accused's presence at trial or to ensure the integrity of the trial process by preventing an accused from tampering with witnesses. Today, the majority of states and the federal system have changed their laws to allow judges to detain arrestees who pose a risk to society if released during the pretrial period. Half …

The paper considers two approaches to thestudy of the impact of national cultures on thestructure of organizations; viz: culture free andculture bound approaches. Af ter a discussionof the problems of obtaining comparable datain cross-cultural research, the preliminary results of a comparative study of large manufacturing organizations in six countries in Europeare presented. The results suggest that whileformal organizational authority structures appear to be culture free reflecting the impact ofstrategic contingencies, use of coordinationtechniques, such as regular top managementmeetings and task forces, is more affected bycultural factors.

The process of translating an information request into the language of a computer in an online, CD-ROM or network environment is called a search strategy development. Information retrieval systems operate on the principle of a set of matching functions taking place at high speed. Nowadays, an increasing number of students from different countries study in the United States. These English-as-a-second-language (ESL) students have to use English as a necessary tool to make instruction comprehensible and to express their own meaning in the academic context. Of the four language skills (listening, speaking, reading, and writing), writing is generally recognized as most difficult to acquire. This paper examines the question whether students' first language (L1) writing skills may be available for them to use in the process of second language (L2) writing.

How are they formed and learned, how do they change, and how do they combine into new utterances (constructs, communicative performances) in working memory? This chapter analyzes the role and process of conceptual integration (blending) in the creation and use of constructions.
