What About The Rural Poor?, Melissa J. Petrangelo

The American public generally perceives poverty as an urban problem. However, the incidence of poverty is actually higher in rural areas. Current, AFDC and food stamp legislation reflects the American public's perception. What is overlooked in AFDC and food stamp legislation is the distinguishing characteristics of the rural poor. AFDC and food stamp legislation are less effective in reducing poverty in rural areas. Where you are poor makes a difference. Recognition of the diversity of poverty populations is crucial for the design of effective policies and programs.

Three programs for the testing of elementary school students' eyewitness testimonies were tested and compared. Three different types of investigative interviews were used. The first was the investigative interview currently in use by West Virginia Child Protective Services. The second was an interview procedure developed by Yuille et al. (1993) called the Step-Wise Interview. The third method was a modified version of the Step-Wise Interview, which included changes based upon recent literature. Commercialisation is the product of a government deciding to address the perceived inadequate performance of public agencies by forcing civil servants to pursue a results-oriented approach to their management using business principles and practices. Its implementation brings into focus a variety of policy issues that governments must address. Moreover, effective commercialisation of a public agency requires the adoption of a commercial framework that then sets the context for the necessary structural, cultural and procedural changes. The purpose of this exploratory study is to determine the effectiveness of behavioral services offered to adults, ages sixteen to sixty-five, through the Traumatic Brain lnjury Waiver Program (TBIW). This community-based program provides the level of behavioral services previously only available to institutionalized individuals. 2l identified primary caregivers were sent a questionnaire consisting of qualitative ond quantitative questions to assess their perceptions and understanding of the services provided. Discussion focuses on a comparison of the research findings in relation to existing literature. Some authors go as far as to say that "family related factors appear to be, very little information is available about the family characteristics of youths that kill themselves. This indispensable interpretation of Italian American narrative literature can fruitfully be used in many ethnic and cultural programs. It is a study distinguished by familiarity with vernacular Italian American culture, as well as consciousness of the losses as well as gains in education in the dominant WASP culture. Trying to reconcile the difference between what Antonio Gramsci called the organic intellectual and the assimilated intellectual, Gardaphe has adopted "a culture-specific criticism that is sensitive to both Italian and American cultures."

Cambodians, officially classified as Asian Americans, are a part of this large group which contributes to the country's fastest growing minority population. The Cambodians in Middle City, the pseudonym of a Midwestern city, however, live in a world unlike any resembling those in middle Asian America. They are victims of poverty, of dangerous urban housing and of social isolation. The majority are of poor health, illiterate in English, and too old or too distracted to learn. In the first article Gabriel Haslip-Viera challenges scholars to reassess the theory of human development in the Western Hemisphere. Haslip-Viera presents a compelling argument that focuses on the basic claims and methods used by Afrocentrists to support their theory. His concluding section discusses the potential consequences of this theory on future relations among African Americans, Native Americans and Latino Americans.

Farmers and ranchers face a most troubling dilemma. Complex political forces have mapped two quite different paths to environmental management-a rollback of federal regulations or a buildup of traditional subsidies. In the words of a famous modern philosopher, "When you reach a fork in the road, take it!" But either choice poses risk for the industry and will not likely ameliorate nettlesome environmental problems. A third path could help the industry maintain competitiveness and meet environmental challenges. This path uses me latest science to identify agroenvironmental problems and emphasizes economically attractive technology to sustain environmental improvements.

The purpose of this paper is to explain why women find contemporary television soap operas so enjoyable to consume. The primary methodology that is utilized to accomplish this purpose is a structural analysis of the eleven characteristics of soap opera proposed by communication cultural analyst Mary Ellen Brown (1994). To support this analysis, examples are taken from a currently airing television soap opera, "All My Children," which can be seen daily at noon on ABC.
