This paper explores the changing role of state highway corridors in an era of continued urban growth and decentralization. Its primary focus is on the impact of exurban development on state highway corridors and on the policy of access management to control or limit those impacts. The role of access management in distributing the benefits and costs of access to public facilities is outlined. As urban areas expand at the fringe, it is important to clarify to what extent the public good of roadways is diminished by direct corridor access by the private sector. The progression of human civilization sits at the crossroads. Fueled by an emphasis in recent decades on interdependence, the world has realigned its economic and political operations to an international scale. Couple this development with grand advancements made in technology which have served to unite the world, and human civilization has set off on a path that leads to further integration. What is needed, however, is a realization of the inherent benefits that would come from the creation of a capitalistic world federal system.

Implicit Beliefs About Change: A Theory-Grounded Measure Applied To Community Organizations Serving Children, Youth, And Families, Susan B. Silverberg, Sherry C. Betts, Angela J. Huebner, Sonia Cota-Robles

The aim of this study was to design and evaluate a theory-grounded measure that taps staff beliefs about the possibility for change in an organization which serves children, youth and families at the community level. The rationale for measuring staff beliefs about change derived from a motivation theory that features two contrasting beliefs structures (entity vs. incremental), and the goals and behavioral dispositions associated with each (Dweck & Leggett, 1988). Twenty-nine individuals associated with the community-based organization completed the newly developed Implicit Beliefs About Change Scale (IBACS) and participatedi n a semi-structured interview. Wetland research in northern Belize provides the earliest evidence for development of agriculture in the Maya Lowlands. Pollen data confirm the introduction of maize and manioc before 3000 B.C. Dramatic deforestation, beginning ca. 2500 B.C. and intensifying in wetland environments ca. 1500-1300 B.C., marks an expansion of agriculture, which occurred in the context of a mixed foraging economy. By 1000 B.C. a rise in groundwater levels led farmers to construct drainage ditches coeval with the emergence of Maya complex society ca. 1000-400 B.C. The characteristics of interpersonal conflict within the family system during adolescence may be influenced not only by the attempts of adolescent's to individuate from their parents, but also by the environment in which this individuation process occurs. Family systems that are characterized by decreased family cohesion and increased interparental conflict may inadvertently provide environments that foster increases in conflict among its members. How these environmental factors are associated with the quantitative and qualitative aspects of conflict is an important question which is addressed in this study. This study looks at the readiness of the aging network workers to work with the developmentally disabled elderly. The developmentally disabled elderly population will grow along with the rest of the aging population. As this occurs, the aging network workers may be called upon to work with the developmentally disabled elderly population. Long deprived of consequential participation in socioeconomic exchanges outside the home, Filipino Muslim women are now breaking out of their traditional mold. Increasingly, they are acquiring higher education and are assuming vocational and leadership roles which, in years past, were inaccessible to them. Focused on Maranao Muslim women educational administrators, this survey sought to: (a) describe their salient characteristics, career development experiences, goals, and visions that distinguish them from their Muslim women subordinates; (b) describe factors influencing their career; (c) describe their leadership behaviors; and (d) deduce some policy and practical implications of the findings. Household Saving: Micro Theories And Micro Facts, Martin Browning, Annamaria Lusardi

In this survey, we review the recent theoretical and empirical literature on household saving and consumption. The discussion is structured around a list of motives for saving and how well the standard theory captures these motives. We show that almost all of the motives for saving that have been suggested in the informal saving literature can be captured in the standard optimizing model. Particular attention is given to recent work on the precautionary motive and its implications for saving and consumption behavior. We also discuss the "behavioral" or "psychological" approach that eschews the use of standard optimization techniques and focuses …
