An Empirical Test Of The Rational Actor Theory Of Litigation, Donald R. Songer, Charles M. Cameron, Jeffrey A. Segal

This article examines the decisions of litigants in criminal cases to appeal decisions from the U.S. Courts of Appeals to the U.S. Supreme Court. Using a random sample of search and seizure cases from 1962 through 1990 and a measure of the likelihood that the appeals court decision will be reversed if cert is granted, we demonstrate that litigants behave as if they rationally consider costs and benefits in their decisions to appeal. Given the extraordinary number of cases decided by lower federal courts vis-g-vis the number of cases the Supreme Court can decide, we argue that such behavior is …

What is the nature of the bonds among participants in nonprofit organizations and voluntary action, and between philanthropic givers and recipients, and how do these affect the behavior of third sector actors and those in other sectors? Mutuality accounts for the intermediary bulwark which offers a primary protection of the individual from the state. Except through Tocqueville, mutuality has had very little impact on American legal and political philosophy until quite recently. Mutuality is a principal concern of some communitarians, particularly Taylor, Sandel and Bell. Communitarianism is one of the few instances of focus on this important problem. This paper …

The study examines the economic importance of Los Alamos National Laboratory (LANL) to the economies of Los Alamos, Rio Arriba, and Santa Fe Counties and evaluates the potential consequences of defense-related downsizing. Prepared by the University of New Mexico Bureau of Business and Economic Research, the study was undertaken during a period of declining federal defense expenditures and growing concern regarding the future role of national laboratories. Using socioeconomic profiling, regional economic analysis, business and community surveys, and econometric modeling, the report assesses the region’s economic strengths and weaknesses, measures LANL’s direct, indirect, and induced economic impacts, and estimates the …

The Wider Circle Of Friends In Adolescence, Peggy C. Giordano

Adolescents interact with a variety of peers, in addition to the close friends generally emphasized in the literature. In this article I contrast the style and content of the communications directed to close friends and other youths characterized by varying degrees of ''nearness and remoteness.'' The handwritten messages found in high school yearbooks are analyzed and used to illustrate some of the distinct features of each type of discourse. This analysis suggests that while intimate relations undoubtedly play a key role in development, adolescents also learn a great deal about themselves and the social world they must navigate through their …

Jean Ispa first observed and studied Soviet child care centers in 1993–94 as part of her doctoral research on toddler social behavior. In 1991, just before the demise of the Soviet Union, she returned to Russia for an intensive 3 months of research on current practices. Growing up in a household of Russian immigrants, she is fluent in the Russian language. Her knowledge of Russian language and culture, coupled with the long time horizon of her experience with American and Russian systems of education, render this new book a particularly enlightening, thoughtful, and balanced description of a system of child …

Estimating The Volume Of Multifamily Mortgage Originations By Commercial Banks Using The Survey Of Mortgage Lending Activity And The Home Mortgage Disclosure Act Data, Amy D. Crews, Robert M. Dunsky, James R. Follain

Two public data sets on multifamily mortgage originations are used to resolve the $15 billion discrepancy between the published estimates of the size of the multifamily lending market covered by commercial banks. The data are from the Survey of Mortgage Lending Activity and the Home Mortgage Disclosure Act. The analyses show the primary sources of the differences in the estimates are differences in the populations covered, nonreporting biases, and the methods used to expand the reported values to aggregate values. The 1993 multifamily mortgage originations volume by commercial banks is estimated to be about $7-8 billion.

Growth-Inflation Tradeoff In China, Hiroyuki Imai

CAPS Working Paper Series

The high growth and wide fluctuations of fixed investment are the main driving forces of the rate of inflation in China in the reform period. Investment expansion generates strong demand pressures in the consumption goods market. Its inflationary impact is magnified further as it brings about higher wage costs during a boom. An implied short-run tradeoff is derived from dynamic simulation of a small macroeconomics model. In a given year, each additional percentage point of economic growth or investment growth leads to, respectively, a 2.7 or a 0.9 percent increase in the rate of inflation that year.

Intelligent Control Of Vehicles: Preliminary Results On The Application Of Learning Automata Techniques To Automated Highway System, Cem Unsal, John S. Bay, Pushkin Kachroo

Electrical & Computer Engineering Faculty Research

We suggest an intelligent controller for an automated vehicle to plan its own trajectory based on sensor and communication data received. Our intelligent controller is based on an artificial intelligence technique called learning stochastic automata. The automaton can learn the best possible action to avoid collisions using the data received from on-board sensors. The system has the advantage of being able to work in unmodeled stochastic environments. Simulations for the lateral control of a vehicle using this AI method provides encouraging results.

The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

The Impact Of Information Channels And Message Attributes On Dimensions Of Risk Judgment, Sharon Dunwoody, Kurt Neuwirth, Robert J. Griffin

College of Communication Faculty Research and Publications

Data from a field survey and an experiment were used to explore factors associated with forming judgments about risk, worry and seriousness of threats. Results from the survey indicate that topic-specific media attention and topic-specific interpersonal discussion are linked to cognitive and affective risk judgments about both self and others. Findings from the experiment provide evidence that the severity and likelihood of a hazard combine to influence judgments about a problem’s seriousness to others.
