Black lesbian and gay men have made significant accomplishments but continue to confront a number of urgent challenges, such as AIDS, unemployment, racism, and homophobia. Our future survival turns on our ability to break new ground toward overcoming these challenges. It is therefore necessary for us to dialogue, debate, and develop new strategies of resistance and community education that will advance the politics of lesbian and gay people of African descent, our communities, and society as a whole. To this end, we will sponsor an unprecedented three-day conference.

The Electronic Journal As The Heart Of An Online Scholarly Community, Timothy D. Stephen, Teresa M. Harrison
Communication Faculty Scholarship
This article examines the role of electronic academic journals within scholarly communities. Scholarly communities are best understood as discourse communities which share symbol systems as well as con- ventions for communication. We discuss the ways in which the net- work and the electronic journals it hosts can play an important role in facilitating the routine discourse processes of scholarly communi- ties. However, we also argue that the new medium will change the way that scholars read and write, the way they do research, and the form of research products. United States V. Steinmetz: The Legal Legacy Of The Civil War, Revisited, Susan Poser, Elizabeth R. Varon

One of the enduring and yet unresolved issues concerning the Civil War is its legal nature: Was it an insurrection or an international war? During the war and since, the United States courts have repeatedly been called upon to determine the status of property which was under the control of the Confederacy and its agents during the Civil War. In the process of making such determinations, the courts have reopened questions about the war's legal status. United States v. Steinmetz is such a case.

Weighting Landsat Digital Data According To Land Cover Emissivity For Surface Temperature Mapping, Thomas Polanski

Regional urban planning and natural resource management problems require efficient and accurate data concerning land use/land cover and temperature gradients for informed decision making. Remotely-sensed data provide a method for acquiring such information in a dependable and efficient manner. Regular data acquisition and a synoptic view make the Landsat Thematic Mapper (TM) an excellent resource for entities needing land cover and surface temperature information. Landsat 5 TM digital data (1985) are used to classify land cover in the vicinity of New Orleans, the study area encompassing approximately 185 square kilometers. The Effect Of Microenvironmental Space On Communication And Job Satisfaction In An Office Environment: A Systematic Enquiry, Aparan Bulusu
Masters Theses & Specialist Projects
A total of 69 employees in various job positions working in cubicles in an open-office space plan, of a large organization, completed a questionnaire investigating the impact of microenvironmental space on communication and job satisfaction. Data was analyzed using quantitative research methods. The results showed that a distinct lack of conversational privacy existed in this office. Also, when the level of noise decreased, the perceived level of privacy and job satisfaction increased. Excessive interaction, distraction, and communication with colleagues resulted in decreased level of communication privacy and job Satisfaction. There is an unfortunate tendency on the part of those who use animals to dismiss the new social concern with animal treatment as the irrational ravings of tofu-eating, ginseng-guzzling, urban wimps and bunny-hugging extremists.“Animal welfare is what we already do; animal rights if what they want us to do,” one animal scientist said, neatly summarizing the situation. Are City Managers Greedy Bureaucrats?, John R. Bartle, Ronnie Lacourse Korosec

William A. Niskanen's (1971, 1975) theory of bureaucracy has been a source of much debate and research.^ The theory assumes that utility-maximizing bureaucrats will seek to maximize their agency's discretionary budget. A central implication of this theory is that bureaus will supply output inefficiently or in quantities greater than that desired by citizens.
The authors test Niskanen's hypothesis by examining the decision of cities to contract out for services. Their premise is that city managers fit the characteristics of the greedy bureaucrat Niskanen describes. If his theory is valid, then city managers should be expected to avoid contracting out because …
