This book is a public policy study detailing the various factors which culminated in pro-Indian federal policy and legislation during the 1970s. The author's primary thesis is to suggest the 1970s represented a marked departure from previous federal Indian policy and legislation in that Native Americans themselves were well-represented in the democratic process impacting favorable federal decision-making.

A paper and pencil test was constructed to investigate the existence of phases as identified by the Service Learning Model (Delve, Mintz, & Stewart, 1990). Subjects with no structured exposure to service-learning activities residing in the residence halls at the University of Northern Colorado (URC) (n =70) and subjects involved in service-learning programs coordinated by the Office of Community Service at Colorado State University (CSU) (n=65) participated in the study during the spring of 1992.

This study assessed the effects of a public-posting intervention on photocopy machine use by faculty members in an academic department. Public posting included posting of a chart that displayed number of copies made each week by individual faculty members along with the average cumulative rate of copying for previous weeks for each person. The intervention was applied in an A-B-A reversal design where data were collected prior to the intervention under usual conditions (A), during public posting (B), and after the public posting intervention was removed and usual conditions were restored (A). Based on the conflict/consensus model of Tichenor, Donohue and Olien, we proposed that mass mediated information signalling that local agents are contaminating the local environment and posing health risks is conflict-generating information and, therefore, will be controlled in the interest of community stability. Such control would be expected to vary by community structure. A content analysis of nine months of coverage by 19 newspapers supported the hypothesis that papers in more pluralistic communities were more likely than papers in less pluralistic communities to link contamination from local agents to threats to human health in the community, and to frame stories …

The purpose of this study was to identify and rank effective teaching competencies by secondary vocational teachers, general secondary teachers, teacher educators, and State Department of Education supervisors, and to determine if there was a difference in teaching effectiveness between secondary vocational and general secondary teachers as measured in the classroom, utilizing the COKER (Classroom Observations Keyed for Effectiveness Research). An instrument was constructed from a variety of sources, primarily from the University of Toledo competency indicators as noted by Medley, Coker, and Soar (1984). The Effect Of Public Posting And Supervisor Recognition On Treatment Team Performance In A Mental Health Institution, Susan Mencarelli

This study compared the effects of public posting and supervisor recognition on the performance of professional staff in a mental health institution. Eleven indicators of successful performance in the writing of patient treatment plans were established after an analysis of existing standards. Seven treatment teams comprised the subjects of the study and included psychiatrists, psychologists, social workers, nurses, activity therapists, and residential care aides. Group performance data were used. The measurement and scoring systems which were developed proved to be highly reliable.

Neither form of performance feedback resulted in consistent improvement in performance on any of the eleven indicators. This …

The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

This thesis examines whether military interdependence among states is increasing or decreasing. Although it is impossible to predict the future, it can be deduced that military interaction is increasing as a result of current world events and stated Presidential policy objectives. In order for interdependency to reach fruition governments must create policy which allows mutual goals to be realized. If military-to-military programs contribute to U.S. political objectives then government policy toward military interdependence should allow the U.S. military to act as a catalyst for international cooperation as well as the guardian of U.S. security interests. This thesis investigates the implementation of President Ronald Reagan's active counterterrorist policy. The paper attempts to determine why the stated policy of "swift and effective retribution" was not carried out. This paper concentrates on the discrepancies between the numerous statements advocating retaliation made by Reagan and his top officials and the failure of these officials to administer the necessary orders for such retaliatory policies. During Operation Desert Shield/Storm, A-6 and F-14 aviators aboard USS AMERICA completed daily activity logs and provided subjective measures of fatigue. Aviators flew frequently at night during Desert Storm, but without substantial sleep-related fatigue or problems. A likely contributing factor was the large number of naval aviation assets brought into the combat theater, allowing workload to be shared and activity and rest times to be properly managed. However, raster plots of the data suggest that there may have been an additional contributing factor. The AMERICA travelled eastward from the east coast through seven time zones and became involved in combat …

Declining aircrew performance during periods of sustained flight operations (SUSOPs) has underscored the need to develop effective countermeasures. This paper reports on the ability of the central nervous system (CNS) stimulant d-methamphetamine to alleviate the detrimental effects of a simulated SUSOPs on subjective fatigue. Subjective fatigue was repeatedly measured by three questionnaires. The simulated SUSOP started at 1800 and consisted of a 9-h planning session followed by 4 h of rest and a 14-h mission. After 6 h of sleep, the 9/4/14 work/rest/work pattern was repeated. At 4 1/2 h into the second mission, 13 subjects were administered 10 mg …

The purpose of this study was to investigate the subjective experience of emotional and physical stress reported by foster parents that may be caused by serial placements of foster children. It also addressed the coping response mechanisms and style of foster parents that may promote successful endurance of serial losses. In addition, the relationship between specific coping responses of foster parents was investigated to determine if the circumstances of placement or characteristics of foster parents interact to exacerbate or remediate emotional/physical stress.

Juvenile Justice: An Examination Of Disparities In Dispositions, Michael P. Brown

The present study tests the utility of status characteristics and expectation states theory in the context of the juvenile court. The theory contends that there is dispositional certainty when case related factors are consistently rated serious or nonserious; the severity of the sanction will reflect the seriousness of the case. However, the likelihood of sentencing disparities based on individual characteristics (e.g., race and SES) increases as case related factors become increasingly inconsistent, with some rated serious and others rated nonserious.

Research indicates that sexual offending juveniles are angry. Furthermore, sexual offending is seen as a primary means to reduce anger by these youth. However there is little empirical support of these positions. Few comparative studies of sexual offenders with other experimental or control groups exist.

The purpose of this study was to assess differences of anger among three adolescent groups: juvenile delinquent, sexual offender and a control. Assessment of anger was across six subscales of Spielberger's (1988) State Trait Anger Expression Inventory (STAXI). Applied Relaxation Training In The Treatment Of Genital Herpes, Kent A. Koehn

Four individuals with frequent recurrences of genital herpes simplex virus (HSV) were trained in Applied Relaxation (AR). Participants included in the research were all women, had been diagnosed with herpes at least one year prior to the study, experienced 6 or more outbreaks annually, and were not taking antiviral medications.

The experiment employed a multiple baseline across subjects design with individual baselines of 11, 13, 17, and 21 weeks. Participants maintained daily diary recordings of the frequency, duration, and severity of their herpes activity from baseline until a minimum of three months post-treatment.

Treatment consisted of 10 individual AR sessions. …

The State of Michigan has been partially responsible for the treatment of the mentally ill population since 1832, when Wayne County General Hospital opened its doors. The state government made a commitment to care for the afflicted, and at the same time provide an opportunity for other individuals to participate in their treatment. Eventually this commitment led to the establishment of employment for many citizens, and gradually, over the decades, a mental health bureaucracy emerged. This paper presents a systematic, baseline picture of workplace education programs in small and medium-sized businesses (less than 500 employees) in Michigan. Specifically, it addresses why some firms are offering and other firms are not offering workplace education programs, what are the characteristics of the programs being provided, and what are the impacts of these programs on firms and employees. The paper draws upon two data sources. Case studies of 28 Michigan businesses were undertaken between May 1991 and July 1992 and a combination mail/telephone survey of small businesses in Michigan was conducted in early 1992.
