This Article proposes to examine the conflict between religious institutions and landmark preservation groups at both its empirical and normative levels. Part I of the Article provides an overview of historic preservation. It traces the development of the historic preservation movement, describes the standards and procedures commonly found in preservation ordinances, and discusses briefly the seminal cases in this field. Part II then attempts to answer three questions: (1) how extensive is the conflict between religious institutions and landmark commissions; (2) what has been the response of state and local legislatures to the conflict; and (3) what legal doctrines have …

In this paper we seek to offer an essentially sociological explanation of paranoia by way of a detailed examination of the case of an unmarried, ex-school-teacher who for the past 30 years has clung stubbornly to the belief that she is the victim of an ill-defined group of conspirators with the power to control her thoughts and actions. Taking as our starting point Lemert's seminal 1962 paper, we argue that paranoia is best understood, not as a disease in the accepted medical sense, but rather as a desperate attempt on the part of the sufferer to protect self from the …

The concept of nonjusticiability, reflected primarily through the “political question” and the “standing” doctrines, fails to give the Supreme Court (and the rest of us) adequate guidance on how to resolve many constitutional disputes, such as impeachment procedures and standards, congressional expulsions, the scope of federal court jurisdiction, and the use of force abroad. These two doctrines put the Supreme Court on the horns of a false dichotomy. The Court tends to withdraw completely from an issue and from enforcing a textual passage, such as the Republican Guarantee Clause, whenever it makes a determination of nonjusticiability. This project examines homelessness in Copenhagen, Tijuana, and Los Angeles. An in-depth analysis is created by exploring the histories, governmental systems, housing policies, and issues of each city and its respective country. The project concludes by stating that the paradigm that people and policy makers have about homelessness must change or else homelessness will become a permanent feature of our landscapes.

The factors involved in deciding which treatments to use with depressed patients are complex and often clouded by conflicting beliefs and statistics. This paper attempts to clarify some of these issues by examining the role of the psychiatrist in the treatment of depression and how different treatment plans may have distinctly different effects on the depressed patient.

In 1991, the National Archives of Canada made its first deliberate acquisition of art works by an Indian artist, the Kwaguitl David Neel, who had produced a series of serigraphs relating to events concerning native-white relations in Canada. The first work, Life on the 18th Hole (figure 1 ), was inspired by the events at Oka, Quebec, where Mohawk warriors had blockaded a provincial highway and defied first Quebec provincial police and then Canadian federal troops for more than two months in 1990.1 The second work, Just Say No (figure 2), was a commentary on the stand taken by Elijah …

Congressional records, although defined as personal manuscript collections, are comparable to business records-typically, however, from an office that never implemented any records management. In order to describe the scope of the Cranston project, it is helpful to think of the Alan Cranston Papers as a collection originating in an office that has been in business for twenty-four years and employs over ninety people in four different work sites--the main office in Washington, DC and three California branch offices. This problem analysis thesis compares two neighborhood revitalization projects, in Springfield, Florida and the other in Minneapolis, Minnesota. Analysis is based on geographic, aesthetic, social, economic and political success. This study is intended to analyze community viability growth and revitalization literature from the fields of Urban Studies and Political Science, and then to determine whether the plan utilized in Florida would be successful if applied in Minnesota. Law in the United States may of course be viewed through a number of different perspectives. Over the past several decades, racial minorities have used litigation and legislation to reform institutional policies and practices, and this has given impetus to perspectives of law as a significant tool of constructive social change. While such frameworks have validity, Malik Simba's paper is a relevant reminder of the ideological and coercive dimensions of law and of its long history as a means of oppressing racial minorities.

In the course of his article, Kraig reviews a number of important ways to assure the recruitment and increase of minority teachers in the public school system. He also discusses specific programs which could stand as exemplary efforts directed at the daunting task of increasing the number of minorities in the educational pipeline, and ultimately, in the public school setting.
