This research project takes a critical look at the data that drives educational policies. This research project looks at the data at the national level as well as the regional levels in order to see if the data is functioning differently at the different levels. All data has been collected from the National Assessment of Educational Progress (NAEP) through reports published by the American Legislative Exchange Council (ALEC), an independent committee assigned to collect and analyze educational data. The European Union relies on the voluntary submission of it members to rules that the organization sets up. Other international organizations operate through this dynamic as well. Investigating Economic Inequality And Voter Turnout In The Industrialized Democracies, Benjamin Freeman

This paper investigates economic inequality and voter turnout in a sample of 21 industrialized democracies using a pooled time series model of elections from 1970 to 1999. The findings demonstrate a connection between inequality and voter turnout wherein increases in inequality lead to reductions in voter turnout. The ramifications for democratic accountability and representative democracy are discussed.

This thesis explores the reasons behind the stagnation in the transition to democracy in Kazakhstan and Uzbekistan. According to their constitutions, Kazakhstan and Uzbekistan are democracies. In actuality, however, there is little evidence to support that these are democratic systems. These states' post-Soviet constitutions outline them as democracies - yet they lack a free press; freedom of association is suppressed; religious freedom is limited; and free speech is constrained as well. This thesis builds on previous United Nations’ research investigating factors affecting the Total Fertility Rate (TFR) in six (6) states: Burkina Faso, Mexico, Morocco, Nepal, the Philippines, and Uganda. The present research, however, provides a broader assessment of the TFR and the potential causes of its decline by examining countries across nine (9) regions of the world – sub-Saharan Africa, Latin America, South Asia, East Asia, the Middle East and North Africa, the Caribbean, the Pacific Islands, Eastern and Southeastern Europe, and the former Soviet Socialist Republics of the Commonwealth of Independent States. It would seem that, in our digital age, the Internet has exercised strong effects on political behavior and even on legislators. This thesis examines data from the National Election Studies in order to assess the significant determinants of the political behavior of Catholics in the American electorate. A complex array of variables including religious commitment, generational differences, social status, and policy attitudes account for limited change in partisan alignment among American Catholics. The analyses expose the long-term, durable nature of partisan attachment, as older generation Catholics who register as actively committed to their religion also remain committed Democrats. For the past thirty years Africa has produced a more noticeably inferior reserve of human capital than other developing regions. This is puzzling because at the inception of independence, the future of Africa looked promising. However, during the 1970s both the political and economic situation in Africa began to deteriorate, and since 1980, the aggregate per capita GDP in sub-Saharan Africa has declined at almost one percent per fiscal year. This dissertation examines horizontal and vertical individualism and collectivism as testable dimensions of cultural variation. Collectivism emphasizes the primacy of norms, duties, and obligations, whereas individualism favors maximum enjoyment for the individual, interpersonal contracts, and freedom fiom the collectivity. While the horizontal dimension stresses equality, the vertical dimension calls attention to hierarchy. While past research (Triandis, 1995, Triandis & Gelfand, 1998) has demonstrated the convergent and divergent validity of horizontal and vertical individualism and collectivism, it is contended that the Triandis (1 995) measures of horizontal and vertical individualism and collectivism could provide predictive value by discriminating between attitudinal responses …

An analysis of modem mass mediated presidential inaugurals was conducted through the use of close textual analysis of each speech as well as an historical analysis of the development of the mass media since the nation's birth. In an effort to identify the goals, themes and strategies used by presidents in their inaugurals, seven pre-Kennedy and every post-Kennedy first inaugural address were analyzed. Using the work of Campbell and Jamieson (1991) as a stepping stone for the identification of these themes, seven themes and their various strategies of enactment were uncovered. The Polish-German Non-Aggression Pact, as signed by Joseph Lipski, the Polish Ambassador in Berlin and Baron von Neursth, Hitler's Foreign Minister marked the turning point in the relations between the reconstructed Polish Republic and post-Versailles Germany. For those who had been accustomed to a cooperative Polish policy with the French Republic and the League of Nations, this agreement seemed to be a volte-face on the part of the Warsaw towards the League's collective security system. Critics denounced the Polish decision as appeasement to the forces of revisionism.

There is an easy complacency in Louisville about tuberculosis. Some years ago the city and Jefferson County jointly built a beautiful and spacious sanatorium at Waverley Hills. Visiting physicians praise its adequate equipment and staff. Hospital statistics prove that it supplies the city and county with more than the standard number of beds for tuberculous patients; its provision for Negro patients is unusually generous. These pleasing truths tend to dull anxiety over tuberculosis as a local menace.
