It's The Budget, Stupid: A Policy Analysis Of Clinton's First Budget, James Max Fendrich, Jamie Miller, Tim Nickel
The Journal of Sociology & Social Welfare
This paper analyzes President Clinton's first budget. Clinton's budget is his public policy. The budget is compared to Clinton's three stated objectives of stimulating the economy, investing in the future and reducing the deficit. His proposed budget and subsequent modifications are also compared to the budgets of previous administrations. In contrast to Reagan's first budget, which was a radical modification of public policy, Clinton's budget is only an incremental change from the public policies of the Reagan/Bush years.

New Opportunities, New Responsibilities: Welfare Reform In Wyoming, Mark W. Lusk, Joseph D. Nies

Early experiments with welfare-to-work programs and other welfare reform initiatives had disappointing results, but successful state trial programs since the Family Support Act of 1988 are changing the prevailing wisdom. With evidence that reform can enhance self-sufficiency, many states are embarking on a redefinition of public assistance. Wyoming, a conservative frontier state, is implementing a welfare reform plan that incorporates components shown to be successful elsewhere. In addition to enhanced child support enforcement and workfare, Wyoming welfare reform stresses job preparation, education, and training up to the university level. Assets And Financial Management Among Poor Households In Extreme Poverty Neighborhoods, Cathleen M. Finn, Paz M-B. Zorita, Claudia Coulton

Proposals supporting the accumulation of assets in poor households are hopeful of creating upward mobility. The experiences of poor families in managing assets and other elements of daily economic life were explored through interviews with low-income Hispanic and Anglo families. All families exhibited planning and management skills needed for assets accumulation, but were unable to escape the effects of unrewarding neighborhood environments. Assets did not provide clear avenues out of poverty. If assets-based programs are to raise the economic status of poor families in extreme poverty neighborhoods they must include mechanisms to protect value and reduce uncertainty.

Housing strategies designed to create a sense of community for our nation's at-risk and poverty-stricken citizens continue to be a source of debate. One major issue is the degree to which criminal behavior exists within these environments. In this article, the results from a seven year study of one single room occupancy (SRO) facility in Pittsburgh, Pennsylvania are described. Analysis of two models used for intervening with the vulnerable tenant population of the SRO suggest that a "strengthfocused" strategy rather than a "need- focused" approach may be more effective in reducing crime and may contribute to the establishment of a …

Symbolic Violence And Social Control In The Post-Total Institution Era, John W. Murphy, John T. Pardeck, Woo Sik Chung, Jung Min Choi

Subsequent to the passage of the Community Mental Health Act in 1963, the "Total Institutions" described by Goffman have for the most part disappeared. Nonetheless, many writers charge that social control is still the primary function of mental health programs, even those that are identified as community-based. The new methods of control have not received widespread attention. In community-based programs control is operationalized in the form of "symbolic violence." This paper examines the various factors that contribute to this style of violence.

Defining Success: The Politics Of Evaluation In Alcohol And Drug Abuse Treatment Programs, James L. Wolk, David J. Hartmann, William P. Sullivan
The Journal of Sociology & Social Welfare
Alcohol and drug abuse treatment programs must respond to several important stakeholders or beneficiaries of services who have an investment in how success is defined. Utilizing data from recent statewide studies of treatment outcomes of alcohol and drug abuse services, this paper concludes that a strict adherence to an abstinence-only model of success, rigidly adopted by many in the treatment industry is counterproductive. Multiple measures of success are essential to fully understand and assess a changing model of intervention in the chemical dependency field.

This study assessed the effects of a problem-solving suggestion as compared with an imagery-based suggestion on analgesic responding in subjects scoring in the low, medium, and high ranges on scales of hypnotizability. Subjects were exposed at separate intervals to either an hypnotic suggestion patter containing specific imagery designed to enhance analgesic performance, or alternatively to a suggestion patter that provided only general problem-solving direction, but contained no specific imaginal guidance. Performance was assessed using two duration measures on a cold-pressor test. Specific measures included both the total time duration a subject held the target hand in cold water (tolerance) as …

The purpose of the present study was to compare the effects of three different pay systems on human monitoring performance. With increasing automation, monitoring tasks are becoming increasingly common, but methods of compensation that will promote good performance remain unexamined. Although hourly pay is typically used, data suggest that contingent pay may be more effective in motivating high levels of performance.
In the current study, six undergraduate students, four females and two males ranging in age from 19 to 21 years, performed a monitoring task analogous to one performed by a security guard. Specifically, subjects observed a television screen and …

From 1851 through June, 1993, more than 2,800,000 women have been initiated into the twenty-six National Panhellenic Conference sororities. Not only are members active during collegiate years, but many continue participation through alumnae groups. Upholding the principles of community service and moral development, sorority women volunteer time and talent in a myriad of ways that benefit local communities and the greater society as a whole. Sororities also provide women important leadership training and experience.

This research had four goals: (1) to refine the theory of performance management based on rule-governed behavior and refine the three-contingency model of performance. management, (2) to develop a university-level programmed instruction unit to teach the three-contingency model of performance management, (3) to test for functional independence between response classes—using concept-discrimination and concept-exemplification, and (4) to test a common assumption of programmed instruction— the necessity for active responding (this assumption was tested with both concept-discrimination training and concept-exemplification training).

This study analyzed the effects of systems-centered (S) training, individual centered (I) training, and no formal training (C) on the ability to identify organizational problems. Three groups of 10-14 undergraduates participated. Subjects completed a pre-test that required analysis of 10 one-page vignettes describing some type of organizational problem. Each participant rated the quality of the vignettes to assess the amount of critical information presented, and identified the organizational problem, the rationale for targeting the problem, and questions that should be asked of the management to obtain more information. The position taken in this paper is that the observable world is the only one needed in our analysis, that behavior is a reaction to the environments in which it occurs, and that language is more behavior that can be studied effectively as a dependent variable that varies as a function of independent variables manipulated by the experimenter.
Our goal was to study topography-based and selection-based verbal behavior with emphasis on the writing response and then to produce a report that would serve as a guide for other students of behavior and environment.

Kerr, Meyerson and Flora (1977) devised a series of six small learning tasks that could be used to assess developmentally disabled individuals on the typical tasks to be performed in a school setting or sheltered workshop and required very simple equipment. The tasks were imitation, position discrimination, visual discrimination, match-to sample, auditory discrimination and combined auditory visual discrimination. Davinc (1990) suggested that there may be transitional skills between AVC levels IV and V not found by Kerr et al. Davine (1990), Wilson (1991) and Buder (1992) devised a series of experimental tasks designed to test this notion. All used nonidentity …

Research on stressful life events has demonstrated their negative effects on health and mental health. The possibility of empowerment, how individuals can take action to change their situations, has been largely overlooked by this research. Empowerment theory and research suggest that the outcome of stressful life events can be less debilitating when individuals are encouraged to identify with similar others, to develop specific skills, to perceive the societal or institutional components of their problems, and to engage in change on a collective level. This article develops this perspective by proposing how an empowerment perspective can enhance our understanding of the …
