Twenty-Five Years Of Black America: Two Steps Forward And One Step Back?, Glenn C. Loury

The Journal of Sociology & Social Welfare

The nature of social and economic inequality as it exists now between Blacks and Whites in the United States is explored in this paper. Summary statistics on education, earnings, employment, family structure, incarceration and life expectancy are presented by age, sex and race. It is suggested that, while progress has been made in narrowing the racial gap in social standing, there remains a significant disparity that warrants continuing concern.

Elderly Immigrants: Their Composition And Living Arrangements, Mary M. Kritz, Douglas T. Gurak, Likwang Chen

The Journal of Sociology & Social Welfare

This paper describes how the composition of elderly immigrants is changing and how elderly immigrants differ from natives in terms of living arrangement and demographic and socioeconomic characteristics. The determinants of living alone are investigated for 11 ethnic origin categories and natives. The analysis utilizes data from two samples of the 1990 U.S. Census: the PUMS-A 5% sample and an independent 3% sample of households containing at least one member 60 or more years of age. Between 1970 and 1990 immigrants from Asia and Latin America moved from forming a minor component of the elderly to being a significant and …

Rethinking The Concept Of "Minority": A Task For Social Scientists And Practitioners, Doris Wilkinson

The Journal of Sociology & Social Welfare

Although sociologists have articulated the components and scope of the "minority" concept, many of the characteristics are no longer germane. Originally those placed in the category were viewed as subordinate and as possessing cultural or physical qualities not approved or preferred by the larger population. There has been no systematic questioning of ingrained seductive words and value-based constructions like "minority". This brief critique offers an evaluation of the "minority" conception that is so pervasive in the social and behavioral sciences, the print and broadcast media, politics, and the entire language system.

Who Cares About Racial Inequality?, Glenn C. Loury

The Journal of Sociology & Social Welfare

The issue of Affirmative Action is discussed, identifying some difficulties with the way that this policy has been pursued in the past: Racial preferences can be a poorly targeted method of closing the gap in social status between Blacks and Whites, and can have negative unintended consequences for incentives and for the reputations of its beneficiaries. Nevertheless, it is argued that some form of affirmative action continues to be needed. The concept of "developmental affirmative action" is introduced. This form of racially targeted policy focuses primarily on the enhancement of competitive skills. In so doing, it avoids many of the …

Second-Generation Parenthood: A Panel Study Of Grandmother And Grandchild Coresidency Among Low-Income Families, 1967-1992, Richard K. Caputo

The Journal of Sociology & Social Welfare

This paper reports findings of a national study of low-income coresident grandmothers and grandchildren between 1967 and 1992. A small increasing minority of women was found to reside with their grandchildren in low-income families over the study period, although the proportion of those who did declined as they reached retirement age. More than half of ever coresident low-income grandmothers (N = 776) were second-generation parents for three or more years. The majority (64 percent) was Black.

Among ever coresident low-income grandmothers in 1992 (N = 521), being Black and being single increased the likelihood of being a secondgeneration parent. Previous …

The states of Europe and the European Union are facing one of the greatest challenges since the founding of the European Community in the 1950s. The collapse of the Soviet Union and end of the Cold War have served to strengthen the position of the European Union as a guarantor of democracy, peace, and fundamental human rights in Europe. However, crises such as the Balkan conflicts of recent years have also exposed inherent weaknesses in the Union's ability to respond to the changing international environment. Contributions Of Foreign-Based Authors To Selected Social Work Journals In The United States, Muammer Cetingok

The Journal of Sociology & Social Welfare

This study examines the contributions of foreign-based authors to thirty three social work journals in the US between 1977-1996. Analysis indicates that authors based in Canada, Israel, Australia and Great Britain are the highest contributors to primarily nine journals. Findings have implications for global social work education and practice.

The Increase In Intergenerational African American Families Headed By Grandmothers, Dorothy S. Ruiz, Iris Carlton-Laney

The Journal of Sociology & Social Welfare

This article analyzes census data on grandparent heads of household. Information on African American grandparents, grandmothers in particular, is the focus of this analysis. The data include a profile of African American grandparent householders, reasons for the increase in households headed by grandparents, challenges and problems, living arrangements/household characteristics, and implications for practice. African American children are more likely to live in the home of their grandparents than are White or Hispanic children. In 1993, 12 percent of African American children lived in the home of their grandparent in comparison to 4 percent for Whites and 6 percent for Hispanics. …

Melting Multiculturalism? Legacies Of Assimilation Pressures In Human Service Organizations, Darlene L. Piña, Laura Canty-Swapp

The Journal of Sociology & Social Welfare

This paper examines non-profit human service agency workers' discussions of their work with diverse clients. These conversations are understood within the competing social agendas of multiculturalism and assimilation, and they suggest how service providers may resist or perpetuate the social control of people of color. Findings revealed that people of color were often excluded from providers' notions of American identity. It was common for providers, both whites and people of color, to both wittingly and unwittingly describe pressures to assimilate their clients. Providers disagreed on the merits and consequences of these assimilation pressures, with some seeing harm done to themselves …

Life After Foster Care: Services And Policies For Former Foster Youth, Madeleine R. Stoner

The Journal of Sociology & Social Welfare

This article argues that interventions targeted to the needs of emancipated foster youth can prevent them from dependency, homelessness, and incarceration. It presents a profile of emancipated foster youth; focuses on their service needs; and, describes three program models addressing these. The data sources are a synthesis of previous research on independent living programs and findings about recently initiated programs. The data presented suggest policy changes to assure that emancipated foster youth continue to receive necessary service for self-sufficiency after they reach the legal emancipation age.

Within the last two decades technological advancement has enabled the forensic sciences to become much more highly complex and has provided the legal system with a specialized means of interpreting scientific evidence. In this regard, the forensic anthropologist has seen an increasing amount of time spent as an expert witness in judicial proceedings. However, expert courtroom testimony requires that a scientific witness be knowledgeable, accredited, and ethical in his representation of the discipline. This paper presents an analysis of maternity rights and regulations within the context of the Pregnancy Discrimination Act of 1978 and the Family Medical Leave Act of 1993. First, I will define the legislation while observing the sociological and historical significance of the legislation. Second, I will analyze maternity leave policies of the modern working environment and address the increasing involvement of women within the workforce. Finally, I will examine the needs that are unmet within current policies and the possible alternatives.

In the examination of the literature dealing with stress as it relates to corrections, normally "juvenile corrections workers are not considered, due to the dearth of stress-related research" (Huckabbe, 1992, p. 479). This thesis is a qualitative project designed to analyze detention workers' views on stress. I was interested in finding out the following two things: (1) the workers' identification of the major stressors in their job, and (2) the ways the workers coped with the stressors identified.

The Educational Nature Reserve Problem: Selecting A Prairie Reserve Location For The Kalamazoo Nature Center, Theresa M. Mau-Crimmins

This study investigates a complex location-planning problem that is often faced by managers of nature centers: how to select sites on which to position new habitat reserves. Mission statements of these establishments often indicate objectives of habitat preservation and public education. Inherent in land preservation is a limited amount of traffic through the area. In contrast, in order for visitors to fully experience an ecosystem, access to the site is required.

In order to address site selection problems at such institutions, the Educational Nature Reserve Model was developed. This model fits situations in which the conflicting goals of conservation and …
