The world is experiencing dramatic fiscal reconstruction in the socialist and (former) socialist countries and of continuing and fascinating evolution of government structure elsewhere. Being one of the fastest growing economies over the past nearly three decades, China seems deeply embracing this global mantra of power devolution in her effort to energize local economy that was suffocated in the highly constricted state-planning system. The literature of the Chinese central-local studies suggests that fiscal decentralization from the central government to provincial governments is a key institutional factor to explain Chinese economic success. More than 8 million ash trees in southeast Michigan have been killed by an infestation of the invasive insect species emerald ash borer (EAB). Since its identification in July 2002, EAB has been found in Ontario (Canada), Ohio, Indiana, and across Michigan. To date, EAB research has concentrated on the entomological classification and no systematic prediction of the pest's diffusion has been made.

Each year, interactive technology becomes more and more advanced, offering more lifelike environments, immersive experiences, and realistic situations. Additionally, the videogame industry has over doubled in size in less than ten years, now rivaling the box office industry. The Effects Of Feedback On Hourly Pay And Individual Monetary Incentives, Douglas A. Johnson

The effects of performance feedback when individuals received fixed or individual incentive pay were examined. A 2 X 2 factorial design was used with approximately 30 college students in each group. Participants attended six experimental sessions. They entered the cash value of simulated bank checks presented on a computer screen. Monetary incentives increased the number of correctly completed checks (p = .000); however feedback had no effect (p = .825). Time spent working and rate of performance correlated strongly with the number of checks completed correctly, suggesting that both influenced the checks completed correctly. The results suggest that incentives increase …

From Self-Sufficiency To Personal And Family Sustainability: A New Paradigm For Social Policy, Robert Leibson Hawkins

Current social policy that affects welfare recipients focuses on the concept of "self-sufficiency" where leaving welfare for work is the goal. While this approach has reduced welfare rolls, it has not necessarily helped low-income people improve their economic, educational, or social outlook. This paper suggests that the concept of Personal and Family Sustainability (PFS) may be a better way to evaluate and direct social policy. A definition of PFS is developed from the environmental and community development roots of sustainability and four domains for creating PFS indicators are introduced.

The purpose of this dissertation was twofold: (1) to translate two help-seeking scales (Attitudes Toward Seeking Professional Psychological Help Scale (ATSPHHS) and Attitudes Toward Seeking Professional Psychological Help Short Scale (ATSPPHS-S) into Spanish (S-ATSPPHS, S-ATSPPHS-S); and, (2) to examine indices of reliability and relationships to external correlates of the Spanish translations (acculturation, education, geographic background, socioeconomic status (SES), previous help-seeking, and, gender) to see whether the translated instruments measured the same help-seeking construct asthe English versions of the instruments.
In general, hypotheses on education, SES, and gender were not supported; hypotheses on acculturation and geographic background, while statistically significant, contradicted …

Sexual Victimization: An Examination Of Variables Predicting Psychological Adjustment, Janine M. Schroeder

A survey was conducted with a community sample of 208 women. Participants completed a battery of self-report measures that assessed childhood sexual abuse (CSA), adult sexual victimization (ASV), characteristics of the abuse, coping methods, PTSD symptomatology, and psychological distress. One-way analysis of variance (ANOVA) procedures revealed that victims were significantly more distressed than nonvictims; revictimized women and multiple victims were significantly more distressed than nonvictims; revictimized women were significantly more distressed than single victims; differences between multiple and single victims and single victims and nonvictims were not significant. Multivariate analysis of variance (MANOVA) analyses indicated victims reported significantly more frequent …

This dissertation is framed by the radical criminological-theoretical perspective and utilizes the social constructionist method of analysis to examine the development of prison privatization in the United States. Central to this analysis is the question: How is it that, given the disastrous history of blatant attempts to blend capitalism and punishment, contemporary privatization of prisons not only emerged but continues to expand becoming a multinational incarceration industry? Three phases of privatization: emergence, maintenance and perpetuation, are illuminated in their political, economic and cultural contexts. How Has The Violence Against Women Act Affected The Response Of The Criminal Justice System To Domestic Violence?, Hyunkag Cho, Dina J. Wilke

This study uses an interrupted time series design to examine the association between the Violence Against Women Act of 1994 (VAWA) and several different dimensions of the criminal justice system's involvement in violence against women. These include examining the domestic violence incidence rate, and rates of police notification, arrest, and judicial authorities' involvement. Data from the National Crime Victimization Survey from 1992 to 2003 is used. Results suggest that overall the incidence of domestic violence has decreased while police notification and perpetrator arrest have increased over time. Further, victim involvement with judicial authorities significantly increased after enactment of the VAWA. …

In formulating social policy the administrative arm of government relies heavily on number-based significations of knowledge, such as needs indicators and performance measures. Relying on numbers increases administrators' confidence in their decisions and shifts responsibility for error away from the decision-maker and towards the numbers. A close examination of the technology of social quantification reveals instability in many of the definitions and codes that needs analysts and program evaluators adopt when numerically inscribing social entities. This paper compares recent efforts to reduce lone mothers' reliance on cash assistance and support their increased participation in the workforce and economic independence in Japan and the United States. Similar to reforms introduced in the U.S. in 1996, lone mother policies in Japan have been subject to a series of cuts leading to the introduction of time limits and work-related programs in 2002. In this paper, we examine the character of recent welfare reforms in both countries and their implications for lone mothers' welfare and economic independence. This paper uses a recent survey of welfare leavers in Toronto to examine Workfare, a uniquely American initiative introduced into Canada, with its different welfare state history and traditions. When classic American workfare was imported by an enthusiastic government in Ontario, its application led to employment outcomes remarkably similar to those in the US (reduced caseloads, insecure and contingent employment, high recidivism). Yet, Canada's earlier commitment to community and collective responsibility have not been entirely subsumed below the overarching American umbrella. This article demonstrates why research on immigrant language barriers should account for local variations in the way these barriers are experienced by different immigrant groups. It makes the argument that variations in language barriers experienced by immigrant groups are often reflective of differences in the local migration histories and socio-economic status of these groups. These themes are illustrated by discussing the findings of a comparative survey of welfare service barriers experienced by Haitian and Hispanic welfare clients in Miami-Dade county. Secondary data on South Florida migration patterns is also used to explain disparities in the bilingual fluency of welfare caseworkers, …

Historically, research in Social Movement Theories has been limited to only certain aspects of a social movement, whether it was the impetus of the movement, explaining the reasons for its mobilization, how they recruit members and money, how social movements are able to function as an organization, or why groups suffer demise after flourishing for a period of time. This research attempts to build a framework of a particular social movement, Hizb'allah, a Shi'a Islamic movement based in Lebanon. Gambling On A Simulated Slot Machine Under Conditions Of Repeated Play, Andrew Ellis Brandt

Three experiments using a parametric, single-subject design investigated gambling behavior in eight adult humans on a slot-machine simulation. Participants were staked with credits exchangeable for money prior to each session. Experiment 1 a was a systematic replication of Weatherly and Brandt (2004), which investigated the effects of percentage payback (the amount of money gained as a proportion of the amount of money bet) on gambling. Percentage payback was varied from 50% to 110% across conditions. Consistent with Weatherly and Brandt, gambling did not vary systematically across percentage-payback conditions. Experiment 1 b replicated Experiment 1 a but also included forced-exposure sessions …

The purpose of the study was to determine to what degree do practicing campus police officers' perceptions of their job responsibilities align with those conceptualized as ideal by scholars in the area of campus law enforcement, and if the perceptions do not align, what accounts for the lack of alignment. A survey was used to examine the relationship between the job satisfaction of campus police officers and their job responsibilities.

This dissertation analyzes whether the Renaissance Zone (RZ) programs in the state of Michigan are effective in helping distressed urban areas. The unique ES202 data permits us to use both establishment level data and aggregated zip level data to examine the impact of RZ programs on the establishment number and the firms' employment, real wage, and life duration. In China, due to the Residence Registration System and Segmented Governmental Management of Education, the educatioal problems with urban migratory children have been overlooked for a long time. The results are, on one hand, these children have no access to Public-Funded School because they are not categorized as local residents; on the other hand the illegal Schools for Migrant Workers' Children exist in many cities. The human service literature suggests that the concept and outcomes of inter-organizational collaboration are not well understood. Nonetheless, inter-organizational collaboration has emerged as a statement of direction for social welfare policy and professional practice. In light of an unclear understanding of collaboration, this analysis suggests the concept has powerful symbolic qualities, which perpetuates its continued use. While the general notion of collaboration is promising, human service administrators and stakeholders must couple critical thinking and action to clarify the meaning, intent, application, and outcomes of inter-organizational collaboration.
