In the time of HIV/AIDS, epidemics for which we have no vaccination or cure, public health is bound entirely to depend on the traditional health education strategies to stop or contain this disease. This reality demands that we travel extra miles and thoroughly employ every health promotion tool at our disposal. The Ottawa Charter for health promotion stressed the need for public policy to create supportive social conditions for health. This necessitates a commitment to enduring social conditions for health and raises topics that have been neglected by the traditional public health scholars. This paper introduces and describes health care poverty. Underinsurance and its consequences for access to health care are highlighted. Definitions of underinsurance and its prevalence are presented. Groups that experience disproportionate barriers to obtaining medical care are identified. Manifestations of underinsurance are explicated and their relationship to receipt of medical care, such as vaccinations and medications is discussed. A refraining of the health care debate is suggested with emphasis moving from uninsurance to access to health care.

The Use Of Critical Ethnography In Managed Mental Health Care Settings, Cassandra L. Bransford
The Journal of Sociology & Social Welfare
How social workers in managed mental health care settings exercise their professional authority may have profound consequences for the provision of ethical and value-based services to vulnerable populations. Building upon Gidden's theory of structuration, this article describes the use of critical ethnography as a specific research methodology that may support social workers in the exercise of their authority. This article examines the historical roots of critical ethnography and provides a detailed examination of its underlying assumptions and research procedures. The article concludes with a case example of a critical ethnography conducted within a managed mental health care setting.

The purpose of this research is to compare and analyze the leaching of road salt (sodium chloride) in soils of blueberry farms. Due to recent events in Ottawa County, Michigan, road salt is increasingly being blamed for blueberry production loss. Sodium chloride is harmful because once a significant amount of salt enters the soil profile the salt is unable to be flushed out, and reduces the chance for nutrients to reach the plant for effective growth. The prehistoric coastal communities of Point Hope, Alaska have been considered important Arctic archaeological sites since their initial excavations in 1939. The majority of the archaeological artifacts are grouped into two temporally distinct cultural components, the Ipiutak (2100-1500BP) and the Tigara (800-300BP). Although debated, Arctic archaeologists have suggested that the Ipiutak depended heavily on land mammals with only seasonal reliance on sea mammals, whereas the Tigara relied primarily on sea mammals including whales. While both groups clearly utilized foraging subsistence economies, the contrasts in their food acquisition strategies would have placed different demands on the males and females, particularly with …

Noncompliance with parental directions is a critical target for children with developmental disabilities for several reasons, including the frequency of the problem and its impact on caregivers. Three decades of research have shown the effectiveness of guided compliance with children with developmental disabilities; however, only a few studies have examined the effects of parent-implemented guided compliance with this population (Handen, Parrish, McClung, Kerwin, & Evans, 1992; Smith & Lerman, 1999; Tarbox, Wallace, & Penrod, 2003). I n this essay, I rely primarily on unpublished documents from the Rockefeller Foundation Archives as well as the annual reports of the Ford Foundation and the Social Science Research Council (SSRC) to show that rather than being in a torpor, political theory in the 1950s was a large and eclectic field, marked by contest and rapid change. I focus on the Rockefeller Foundation’s policy making for its program in Legal and Political Philosophy (LAPP), the largest grant program for political theory in the 1950s, both to see how the Foundation justified the creation of the program and how it …

Economic Well-Being And Intimate Partner Violence: New Findings About The Informal Economy, Loretta Pyles

The purpose of this research was to explore the relationship between intimatep artnerv iolence (IPV) and women's participationin the informal economy (both legal and illegal) and their impact on economic well-being. This research was part of a National Institute of Justice (NIJ) study that was concerned with women's survival of childhood and adult abuse. For the 285 women that were in this sample, there were positive, medium correlations between IPV and various types of informal economic activity. Illegal informal economic activity, institutionalized informal economic activity, incarceration and physical abuse negatively impacted women's economic well-being.

Searching For Social Capital In U.S. Microenterprise Development Programs, Nancy C. Jurik, Gray Cavender, Julie Cozogill

This paper focuses on the claims and efforts of U.S. microenterprise development programs (MDPs) to build social capital among poor and low income entrepreneurs. MDPs offer business training and lending services to individuals operating very small businesses (with five or fewer employees and less than $20,000 in start-up capital). Advocates suggest that MDPs help promote economic development by building social capital defined as networks among small entrepreneurs and between entrepreneurs and their larger community. We begin our paper with a short review of the varied definitions and claims about the role of social capital in promoting civic and economic empowerment. …

Job insecurity has been increasing since the 1980s. While researchers have found job insecurity to be negatively associated with multiple indicators of well-being for workers and their families in cross sectional studies, less is known about the long term effects of prolonged job insecurity. Specifically, there is a need to collect measures of both insecurity and its consequences at multiple time periods. The current study followed workers for 3 1/2 years to assess the effects of chronic job insecurity on psychological distress. Results indicate that while workers reported increased feelings of security over time, there were longer term negative effects …

The Poet/Practitioner: A Paradigm For The Profession, Rich Furman, Carol L. Langer, Debra K. Anderson

This article explores a new paradigm or model for the professional social worker: The poet/practitioner. The training and practice of the poet are congruent with many aspects of social work practice. An examination of the practice of the poet, and the congruence of these practices to social work, reveals a paradigm with the capacity to focus social workers on the essential values of our profession. This paradigm, which highlights the humanistic, creative, and socially conscience role of the social work practitioner, may be particularly important today given the medicalization of social problems and the conservitization of society.

Adoption is closely intertwined with many issues that are central to public policy in this country-welfare and poverty, race and class, and gender. An analysis of the history of adoption shows how it has been shaped by the nation's mores and demographics. Altruism Or Self-Interest? Social Spending And The Life Course, Debra Street, Jeralynn Sittig Cossman

The primacy of self-interested individuals is often regarded as the appropriate basis for US social spending decisions. One thread of this argument has advanced age-based self-interest and politically powerful elderly to explain why Social Security and Medicare have thrived in a policy environment that has seen retrenchment in other programs. We argue that crude self-interest and individual programs considered in isolation are insufficient to understand social spending preferences. We use General Social Survey data to contrast conventional and critical explanations for understanding the role of age in preferences for social spending. Job Satisfaction Among Tanf Leavers, Jeff Scott

Using means tests, ANOVA, contingency methods and polytomous logistic regression techniques, I analyze job satisfaction survey data provided by former welfare recipients in Illinois. Mean job satisfaction in the sample is high. Wages, work hours, professional status, having employer sponsored health care and being in good health have sign ficant positive effects on job satisfaction. Contrary to popular assumptions regarding welfare dependency, time on welfare positively affects post- TANF job satisfaction. I discuss implications of these findings in the context of policy debates regarding TANF reauthorization.
