The historic 1996 welfare reform is typically regarded as a successful public policy. Using the limited success metric of "reducing welfare rolls," welfare evaluations and analysis have obscured the lived experiences of recipients, particularly among women, who are disproportionally represented among welfare recipients. While it is true that welfare numbers are down, those women who have been forced off or left behind are not doing well. In this paper we seek to explore and critically evaluate the lived experiences of women, to challenge mainstream understandings of women's "success" post-welfare, and propose a theoretical and methodological framework, based on an intersectional …

Dropped From The Rolls: Mexican Immigrants, Race, And Rights In The Era Of Welfare Reform, Alejandra Marchevsky, Jeanne Theoharis

Welfare reform transferred considerable discretion over eligibility standards and benefits to individual caseworkers, contributing to a highly diffuse, yet system-wide, practice of discrimination against nonwhite and foreign-born families within the new TANF program. Based on a two-year ethnographic study of welfare reform's impact on Mexican immigrants in Los Angeles County, this article documents a pattern of heightened anti-immigrant sentiment and disentitlement within L.A. County's welfare system following the passage of PRWORA. The vast majority of eligible immigrant families in our study lost some or all of their cash and food stamp benefits, and were systematically denied access to the work …

Tracking The Transition From Welfare To Work, Cynthia Needles Fletcher, Mary Winter, An-Ti Shih

One of the primary goals of the 1996 federal welfare reform legislation was to reduce dependency on cash transfers and to promote self-sufficiency through employment in the paid labor force. This paper draws upon a qualitative study of 18 Iowa welfare recipients and tracks changes that occur over a three-year, post-reform period. Thick descriptions highlight the internal family dynamics of the choices made over time. The purposes of the study are twofold:first, to document changes in family composition, employment, housing, and program participation, and second, to report how recipients experience such changes. This study involves analyzing the Rational Choice Theory presented by Anthony Downs (1957) regarding the cost of information when casting a ballot. The context of the study will be under the auspices of casting a ballot according to the Uniform and Overseas Citizens Absentee Voting Act (UOCAVA). The purpose of this current study was to investigate the level of acceptance among professionals in Japan for initiatives and services for families experiencing divorce. Questionnaires were mailed to 1963 professionals. Seventy questionnaires were returned from Family Court Officers (n = 3), Counselors at the Family Problem Information Centers (n = 8), family law attorneys (n = 2), university faculty (n = 53), and unspecified (n = 4). Yet despite the significance of such an event, those working in the field of state crime have been reluctant to investigate the role of the United States government in failing to prevent the attacks. Video modeling is an instructional technique demonstrated to effectively increase social skills, academic skills, daily living skills and play skills of children with autism. There are several hypotheses for why video modeling is effective. One hypothesis is that children with autism prefer watching videos to looking at people, thereby enhancing motivation and making attending to the video model automatically reinforcing, however, preference for video has not been experimentally examined. Preference assessments for individuals with disabilities differ along many dimensions, including time requirements for implementation and probability of identifying a hierarchy of relative preferences. Some methods of assessment are also more conducive to use with individuals who exhibit problem behavior or certain prerequisite skills. Inaccurate results and loss of valuable treatment time are among the risks associated with selecting ineffective or unnecessarily lengthy procedures. The purpose of the current investigation was to evaluate a progressive model for conducting preference assessments which incorporates many of the aforementioned considerations. If organizations are to survive and achieve long-run viability, they must be effective. Yet organizational effectiveness evaluation has been limited by a variety of factors--especially the ambiguity surrounding the concept of organizational effectiveness itself. The long-established approaches used by organizational theorists to define organizational effectiveness have emphasized different perspectives with respect to the organization type and degrees of importance of the various constituency groups comprising the organization. Moreover, definitions of the organization and organizational effectiveness have focused primarily on the dissimilarities among organizations and their constituencies, conceding efforts to identify commonalities . The present study examined the effects of defendant race, psychological expert witness race, the racial salience of a psychological expert witness's testimony, and modern racism on juror decisions. Participants were randomly assigned to one of eight conditions that varied the race of the defendant (Black or White), the race of the psychological expert witness (Black or White), and the racial salience of the expert witness testimony (racially relevant or not racially relevant). Participants were asked to review the case documents of a criminal case in which the defendant was charged with battery and robbery. Participants rendered verdicts for both charges, …

Sustainability permeates many levels of human activity. Interest in sustainability is grounded primarily in the sustainable development field which is concerned with the survival of humans on planet earth, and with the growing demands of meeting people's long-term needs. In the North American evaluation literature, however, sustainability is primarily thought of in terms of continuing program activity beyond initial funding cycles via diversification of funding streams or institutionalization.

My dissertation consists of three essays that answer the questions whether agents have asymmetric loss, why agents have asymmetric loss and whether agents engage in least squares learning.
In my first essay, I test the rationality of inflation forecasts from the Livingston survey using the Mincer-Zarnowitz (MZ) regression when agents have asymmetric loss. I show that the MZ regression is inappropriate when agents have asymmetric loss. I demonstrate how the MZ regression can be suitably modified to test forecast rationality when agents have asymmetric loss. A Comparison Of Maintenance-Training Methods For Children Diagnosed With Autism, Nicholas L. Weatherly

The current study evaluated the effects of two different maintenance-training methods and one control condition on skill maintenance within a public-school classroom for children diagnosed with autism. The two training methods involved the use of either a continuous-reinforcement schedule or a thinned partial-reinforcement schedule during 20 overlearning training sessions following skill acquisition. The control condition did not involve any overlearning following skill acquisition. Three children were each taught two curricular programs, with each program involving the two training methods and the control condition using a multielement design. Overlearning using a thinned partial-reinforcement schedule reliably produced greater maintenance across all participants, …

Based on research findings indicating that sexual victimization is a prevalent problem on college campuses and has significant consequences for victims, researchers have examined the effectiveness of sexual assault education programs on reducing incidents of sexual victimization and have found programs to be unsuccessful. Other researchers have begun to investigate behavioral factors associated with risk for sexual victimization in order to better understand mechanisms of sexual victimization and revictimization before developing and implementing interventions. Social work has recently identified the field placement as the signature pedagogy of the profession, yet little has been done to identify the best means of training field instructors to supervise students in their field placements. This study addressed attitudes and perceptions of social work field instructors regarding on-line training in their roles. While previous studies of university social work program field placement directors had been conducted, there exist no broad studies of the field instructors' perceptions. Childhood depression is intimately related to the family context and caregiver-child relations, but only a limited number of treatment outcome studies for depressed youth have formally included members of the family in the intervention. To address this discrepancy the present study evaluated the efficacy of adding caregiver sessions to individual cognitive behavioral therapy (CBT) for the treatment of depressed youth. The treatment included 16 individual sessions and 7 caregiver sessions administered in the child's school to promote accessibility. Children with Autism Spectrum Disorders (ASDs) often have poor safety skills due to their insensitivity to subtle environmental cues and poor problem solving in the face of stressful tasks. These skill deficits threaten their physical well-being and limit their personal independence. An effective intervention model for teaching safety skills is behavioral skills training (BST). The effects of this 4-part intervention, which includes Instructions, Modeling, Rehearsal, and Feedback, improve with the addition of in situ training. However, creating realistic, safe, and logistically feasible contexts for rehearsal of skills may prove difficult, if not impossible. Virtual reality (VR) may present a solution. …

This dissertation is a case study of an adult drug court in a medium-size Midwestern city. The primary impetus behind the creation of the drug court model was the partial recognition that the "get tough" approach to crime and the "war on drugs" was ineffective in "solving the United States' drug problem. Drug courts represent an integration of a public-health approach and a public-safety strategy of fighting crime and administering "justice."
