Since the 1990s, state governments have been leaders of health care reform. Today, approximately 47 million people are without health insurance. As health care costs and uninsurance levels continue to rise, states are pursuing a variety of government- and market-based strategies to address this growing social problem. Health care research has indicated that state-based programs have proven to be successful in extending access to coverage. However, the question remains as to whether the market-based programs have had a positive impact on state health care. Since the advent of the current economic decline, speculation about the impact of “tighter” slot machines on gaming revenues and visitation patterns has been rife. Indeed, it is easy to make an intuitive link between higher slot hold percentages—that ultimately make the slot playing experience either shorter in duration or more costly, or both—and declines in revenue, handle, and visitation. But examining the slot hold percentages and slot denomination mix in the context of the changes in slot technologies over the years 1992 to 2009, it becomes apparent that there was no sudden arbitrary decision by slot managers to increase …

Why do America's cities sprawl whereas European cities remain comparatively compact, and what difference do the patterns of urban development make? Pietro Nivola, a senior fellow at the Brookings Institution, addresses these questions. Nivola examines two kinds of determinants of urban form: (1) market forces, including those influenced by geography, demographics, and technological change, and (2) public policies shaping national transportation systems, tax policy, educational institutions, and more. He also discusses the implications of the different cityscapes for energy consumption.

The Last Days of Shishmaref chronicles the lives of several families who live in the eponymous village in northwest Alaska as the effects of global warming begin to decimate their surroundings. This beautifully filmed and meditative documentary focuses on the lives of the Inupiaq Eskimo villagers and does not overtly politicize the often volatile issue of the causes of global warming. The film is more concerned with the effects of climate change rather than the causes.

Improving the health of all peoples has been a call across the globe for many decades and unfortunately remains relevant today, particularly given the large disparities in health status of peoples found around the world. Rather than differences in health, or health inequalities, we use a different term, health inequities. This is so as mere differences in health (or "inequalities") can be common in societies and do not necessarily reflect unfair social policies or practices. The Tropical Rainfall Measuring Mission (TRMM) carries aboard the Precipitation Radar (TRMMPR) that measures the backscatter (σº) of the surface. σº is sensitive to surface soil moisture and vegetation conditions. Due to sparse vegetation in arid and semi-arid regions, TRMMPR σº primarily depends on the soil water content. In this study we relate TRMMPR σº measurements to soil water content (m(s)) in the Lower Colorado River Basin (LCRB). σº dependence on ms is studied for different vegetation greenness values determined through Normalized Difference Vegetation Index (NDVI). Retrieval of land surface emissivity and temperature from microwave brightness temperature data is a complex problem. The diurnal variation of temperature due to the diurnal cycle of solar radiation and weather conditions makes this problem even more challenging. In this paper, we use solar radiation in modeling the temporal variation of the brightness temperature state of the surface. Solar insolation modeling is used to estimate the diurnal variation of land surface brightness temperature. Solar radiation and brightness temperature are linked through temperature of the surface which is derived based on the radiation balance equation. The temperature state model behaves consistent …

Gendered Disparities In Take-Ups Of Employee Health Benefits, Jennifer Reid Keene, Anastasia H. Prokos

Using a sample of 2,271 workers from the 2002 National Study of the Changing Workforce whose employers offered personal health insurance, this article investigates the gendered nature of health insurance benefit take-ups. These analyses include family and employment characteristics in addition to employers’ contributions to health insurance premiums, a measure that is unexamined in sociological analyses of health benefits. Progressive logistic regression models predict the effects of gender and family characteristics. Results indicate that women with employed spouses are less likely to take up their own health benefits than are comparable men, net of basic employment characteristics. In this paper I address various components to the human rights abuses in Argentina in the 1970s. The domestic political situation is analyzed with particular attention paid to the political culture and the history of the regime. Media outlets and interviews by victims are used to facilitate first-hand accounts of the regime. The international arena and the efforts of human rights groups are mentioned as a means to demonstrate the international implications of the regime. This report describes operations at Connecticut Transit (CTTRANSIT) in Hartford for one prototype fuel cell bus and three newer diesel buses operating from the same location. The prototype fuel cell bus was manufactured by Van Hool and ISE Corp. and features an electric hybrid drive system with a UTC Power PureMotion 120 Fuel Cell Power System and ZEBRA batteries for energy storage. The fuel cell bus started operation in April 2007, and evaluation results through October 2009 are provided in this report.

For a Camelot-era piece of legislation, the Wire Act has a long and unintended shadow. Used haltingly in the 1960s, when the Wire Act failed to deliver the death blow to organized crime, 1970’s Racketeer-Influenced and Corrupt Organizations Act (RICO) became a far better weapon against the mob. Yet starting in the 1990s, the Wire Act enjoyed a second life, when the Justice Department used to it prosecute operators of online betting Web sites that, headquartered in jurisdictions where such businesses were legal, took bets from American citizens. Most who have considered Las Vegas history have concluded that not much happened in Las Vegas gaming between the openings of the original MGM Grand (1973) and Mirage (1989). In fact, several structural changes during the 1980s had already reversed a declining appeal. Responding to three crises—competition from Atlantic City, a national economic downturn, and the MGM Grand fire—Las Vegas casino operators began to draw more extensively on a middle-class mass market. Capitalizing on the “Burger King Revolution,” Strip casinos drew more gamblers who, on average, played less, and slot machines displaced table games as the industry’s leading revenue producer. …

Each student in his or her senior year chooses, plans, designs, and prototypes a product in this required element of the curriculum. The senior design project encourages the student to use everything learned in the engineering program to create a practical, real-world solution to an engineering challenge.

This article outlines freely available screen capturing tools, covering their benefits and drawbacks as well as their potential applications. In discussing these tools, the author illustrates how they can be used to build pathfinding tutorials for users and how these tutorials can be shared with users. The author notes that the availability of these screen capturing tools at no cost, coupled with their ease of use, provides ample opportunity for low-stakes experimentation from library staff in building dynamic pathfinders to promote the discovery of library resources.
