While leading the rest of the country in population growth, immigration, and increasing ethnic and linguistic diversity, Nevada’s mostly Latin American population experiences high poverty, low educational attainment, and high employment. As a result, Nevada has increasingly high numbers of English Language Learner students (ELLs) – students who speak a language other than English at home – and show low educational attainment compared to their English speaking counterparts. Nevada has in place a plausible economic diversification strategy—and it’s beginning to work. Now, the state and its regions need to craft a people strategy. Specifically, the state needs to boost the number of Nevadans who possess at least some postsecondary training in the fields of science, technology, engineering, or math—the so-called “STEM” disciplines (to which some leaders add arts and design to make it “STEAM”).
The moment is urgent—and only heightened by the projected worker needs of Tesla Motors’ planned “gigafactory” for lithium-ion batteries in Storey County.

Implicit Bias In Judicial Performance Evaluations: We Must Do Better Than This, Rebecca D. Gill

Judicial performance evaluations (JPEs) are a critical part of selecting judges, especially in states using merit-based selection systems. This article shows empirical evidence that gender and race bias still exist in attorney surveys conducted in accordance with the ABA’s Guidelines. This systematic bias is related to a more general problem with the design and implementation of JPE surveys, which results in predictable problems with the reliability and validity of the information obtained through these survey instruments. This analysis raises questions about the validity and reliability of the JPE. This is a particularly poor outcome, as it means that we are …

Current ideas of conversion therapy often focus on extremist religious groups that wish to cleanse the world of what they view as an immoral abomination, homosexuality. However, conversion therapy started out as mostly scientific curiosity. Sigmund Freud’s psychoanalytic research on human sexuality helped set the standards on psychosexual study in the twentieth century. Unfortunately, his views on homosexuality became distorted in the 1950s when psychoanalysts and psychiatrists used his methods of therapy but ignored his conclusions on homosexuality and sexual nature itself. Such distortions led to the destruction of many lives within the homosexual community.

The relationship between China and the United States has been complex and often tense. In the second half of the twentieth century, both countries experienced ups and downs in their diplomatic, cultural, and political relationship. An important part of this relationship included the strains of the student exchange program. Because of the tension between the U.S. and China, these educational exchanges ended in 1950 and did not resume until the United States officially recognized the Peoples Republic of China in 1979. Until recently, the Nevada Division of Mental Health and Developmental Services (MHDS) was the public provider of mental health, substance abuse and developmental services. On July 1, 2013, the delivery of the mental health, substance abuse and developmental services in Nevada was restructured on several levels. With this reorganization, Developmental Services for persons with intellectual disabilities was transitioned into the Aging and Disability Services Division (ADSD), while mental health and substance abuse services were integrated to become Behavioral Health. Behavioral Health was then merged with the public health from the State Health Division to form the new Division of Public …

In 2010, the Association for the Advancement of Sustainability in Higher Education released, “Sustainability curriculum in higher education: A call to action,” encouraging infusion of sustainability topics into universities' teaching and research. Since then, academic programs and research related to social, economic, and environmental sustainability have enriched university curricula. An exploratory study was conducted to determine the position and engagements of academic libraries and information science schools in their contributions to scholarly sustainability activities and curricular initiatives. Racial discrimination plays a role in the administration of the death penalty. This research analyzes the history, and past scholarly research, of the death penalty. The purpose of this research is to understand the correlation between racial discrimination and those sentenced to death. This study includes a literature review regarding the different aspects of the death penalty and race. Following the literature review, an analysis is performed of both previous literature and current death penalty statistics that augments the discussion of the death penalty.

Quality Of Peer Relationships Among Children With Selective Mutism, Marielle Leo, Rachele Diliberto, Christopher A. Kearney

The current study examined the quality of peer relationships among children with selective mutism. Previous research suggests that children who are selectively mute have difficulty making friends and have poor outcomes in treatment. Participants were derived from the UNLV Child School Refusal and Anxiety Disorders Clinic. An initial assessment was conducted by the Clinic therapist. The study utilized a demographic form, the Child Behavior Checklist, and the Anxiety Disorders Interview Schedule—Parent Version. The current study found that children who are selectively mute ranged in the quality of friendships, and this knowledge may be used to help treatment outcome.

This paper examined and synthesized the (limited) available literature on the pre-traumatic predictors of PTSD, specifically targeting populations in which traumatic events are experienced frequently because of the requirements of their positions, i.e., firefighters, police, and military personnel. A total of 21 articles were included in the final literature review and were used to assess the current available knowledge of the pre-traumatic traits of career-related PTSD, and address potential gaps in the literature. Academic research has typically focused on men who practice Mixed Martial Arts and their expression of hyper-masculinity. There is a lack of comparative work which examines women who practice MMA as a sport. This article aims to address this oversight by exploring the meaning and importance of the sports for women. The main focus is to explore how women navigate and “perform gender” in the patriarchal subculture of MMA. Inflammation within the brain (neuroinflammation) has been associated with a number of neurodegenerative diseases, including Alzheimerʼs disease (AD) (Solito et al., 2012). Within the brain, inflammation is defined broadly as prolonged activation of the brainʼs immune cells, known as glial cells. Excessive activation of glial cells within the brains of AD patients is a hallmark of the disease, however the mechanism by which this contributes to disease pathology is relatively unclear (Jo et al., 2014). This study is being conducted and presented in two parts. The first part, this report, is a statistical examination of the male-female wage gap. By evaluating the average (mean) differences between men and women within the workplace, pay differential trends can be ascertained and examined to support the need for additional study. The second stage, to be conducted Fall 2014 at the University of Las Vegas, Nevada, will use regression analysis to differentiate between explained and unexplained portions of said pay-gap to better understand how the remaining gap is related to discrimination. The underrepresentation of minority students in STEM fields is a concern in today’s society. Research suggests that identity plays a major role in students’ ultimate success within these fields. Using identity theory as a theoretical framework, this study explores the ways in which identity affects the academic careers of underrepresented students in STEM. The participants of this study consisted of undergraduates from various colleges and universities around the United States that attended the SACNAS 2010 research conference. The Spratly islands dispute is a regional maritime territorial sovereignty dispute which involves six countries in the South China Sea – China, Taiwan, Vietnam, Philippines, Malaysia and Brunei. Underscored by the prospects of large natural energy reserves, control of strategic global maritime areas, and shifting global power dynamics, the dispute has significant international geo-strategic, economic, political and legal implications. This Honors Thesis evaluates the international legal standards for resolving maritime sovereignty disputes, provides a historiography of the six countries’ competing claims, and analyzes the legal soundness of their claims. Over the past two decades, Nevada’s foreign‐born Latino population has grown dramatically. As a consequence, by the end of 2011, approximately 42% of Latinos residing in Nevada had emigrated from Latin America, with over three‐fourths of the foreign‐born Latino population originating from Mexico. In part, Nevada has been attractive to Latin American immigrants (and Latinos more generally) because of the relative abundance of jobs in the state that require relatively low levels of skill and educational attainment, as well as the state’s close proximity to Arizona and California. Recurring and fluctuating levels of economic activity known as the business cycle have a profound impact on state legislators trying to balance their finances. They result in higher unemployment, declines in revenues and a corresponding increase in the need for social welfare and public services. This makes state budgeting particularly complex during times of contraction when the state needs to do more with less. Nevada, with its limited tax base, biennial budget making, and overreliance on an industry that is highly volatile in response to economic fluctuations, experiences particularly dramatic upswings and shortfalls. The etiology of schizophrenia remains largely elusive, thus dampening the effectiveness of current treatment strategies. Abnormal neural migration and neurogenesis in the hippocampus have been suggested to be involved in schizophrenia (Jakob & Beckmann, 1994). A few approaches, including computational modeling, have investigated schizophrenia as a network disorder. Computational modeling uses mathematics to predict the behavior of biological systems based on the input of a set of parameters collected from laboratory experiments. A Normative Analysis Of Gambling Tax Policy, Kahlil S. Philander

This article surveys the application of normative tax theory to gambling tax policy. The analysis suggests that fixed license based taxes may be preferable to taxes on gross gaming revenue. Where output based taxes are used, the types of gambling whose demand is more price sensitive, and the types that have positive links to other industries, should be taxed at comparatively lower rates. Sin-based taxes are noted to increase economic welfare, but only when applied with a rate commensurate to harm that is external to the gambler and the operator. Comparatively, the lawmaking process in presidential systems is often comprised of negotiations between a legislative body, tasked with authoring and legislating laws, and an executive, who must authorize and administer the enactment of the law. While executives are often empowered with certain constitutional powers to help influence the lawmaking process, these powers are typically constrained and supervisory in nature. Presidents are rarely given broad-and-discretionary legislative powers, since lawmaking is ultimately the responsibility of the legislative body; however, this does not hold true for the case of Brazil. In May 2013, The Lincy Institute1 commissioned, Tripp Umbach2 to prepare an economic impact report to show the value of a new, four-year allopathic medical school (hereinafter referred to as the new four-year medical school) in Las Vegas. To accomplish this task, Tripp Umbach evaluated multiple medical school development models in order to recommend the optimal model that would provide the greatest economic impact to the state of Nevada and the Las Vegas Metropolitan area.
