This report outlines a management training plan for the United Methodist Community Centers, Inc. (UMCC). UMCC is a community service agency which focuses on bringing positive change for minorities and other disadvantaged people in the Omaha community. UMCC is one of Omaha's major community service agencies and has two locations, the Wesley House in north Omaha and the Woodson Center in south Omaha. In February 1986, the Northeast Nebraska Economic Development District (NNEDD) contracted with the Center for Applied Urban Research GCAUR) of the University of Nebraska at Omaha to conduct a business survey related to training needs and business conditions in the region. The Northeast Technical Community College and NNEDD designed the survey instrument to collect information which would be useful in economic development program planning and determining training needs and areas of interest. A total of 896 questionnaires were mailed to businesses in the region during February by CAUR and 208 responses were received; a response rate of 23.2 percent.

Most communities in Nebraska experienced crease in net taxable sales during the early eighties. Nebraska City's decrease has not been as severe as that in other communities in southeast Nebraska, although the percentage decline was greater than the state average (table 1). This decrease in net taxable sales prompted the Nebraska City Chamber of Commerce and the Business Improvement District Board to commission this market area analysis.

The Youth In Service To Elders (YISTE) Program was developed in Pittsburgh, Pennsylvania, to meet some of the psychosocial needs of the frail elderly and young student volunteers. The objectives were to promote positive interactions between these groups, to improve the psychosocial well-being of the frail elderly, and to improve the student volunteers' feelings about themselves and about aging. This paper describes the YISTE program and its evaluation. The program sequence was recruitment of youth and elders, training of youth participants, supervision of the youth and elder participants, recognition, and evaluation. The Effects On Public Policy Of Center-Local Relations: A Cross-National Study, Dale Krane

This article attempts a comparative exploration of center-local relationships as part of an effort to test the effect on public policy of concentration and devolution. To pursue these objectives, the research proceeds in two steps: (1) the identification of longitudinal patterns of public sector concentration/devolution among 17 nations and (2) time series analysis of industrial growth and social welfare progress associated with the temporal variation in public infrastructure. The results suggest that a nation's pattern of public sector evolution may be more of a determinant of policy performance than a nation's constitutional framework.

In Nebraska and elsewhere, individuals with disabilities should be receiving their education, vocational training, and employment in the same schools, training programs, businesses, and industries as individuals without disabilities, Generally, this requires some specific planning on the part of schools, generic job training programs, and employers. Such support may mean a minor modification in the environment, the acquisition of an aide, or financial assistance. By developing these support services, individuals with disabilities will not be limited to the few vocational opportunities offered by most segregated vocational workshops, but they will have access to a variety of career options.

One part of determining the feasibility of a Housing Trust Fund in Nebraska is to estimate the resources available for such a fund. This analysis of available resources focused on four separate sources of potential funding--earnings on sales escrow deposits, earnings on mortgage escrow accounts, earnings on rental security deposits, and earnings from transfer taxes. All figures are based on prevailing practices in Nebraska, and ranges of potential funding are offered because of the use of varying rates of return (interest rates).

This is a monograph about new careers for individuals that society has labeled disabled. It is not, however, about disabilities. Instead, it describes how society can effectively use the unique capabilities of each individual in the work place.

The principles outlined in this monograph could apply to any individual, not just those who have mental, physical, or emotional impairments. We believe that in the future successful career development will be the same for all individuals. Career planning which meets the needs of individuals with severe disabilities is presented as an alternative to the segregated workshop model of· the past.

Targets related to ambiguous primes were projected to the left and right visual fields in a lexical priming experiment with stimulus onset asynchronies (SOA) of 35ms and 750ms. Left hemisphere results were similar to earlier results with central projection (Simpson & Burgess, JEP:HPP, 1985). Facilitation across both SOAs for the more frequent meaning and a decrease in facilitation for the less frequent meaning at the longer SOA. In contrast, right hemisphere results indicated a decay of facilitation for the more frequent meaning at the longer SOA, while activation for the subordinate meaning increased. My purpose in this descriptive study was to view infants' readiness to learn and their performance on a simple discrete task from the perspective of Piaget's theory of infant intelligence. Such a readiness to learn has been described by Watson (1966, 1971, 1972) as contingency awareness. This study attempted to investigate the relationship between assessed Piagetian sensorimotor level and performance on a contingency awareness task. Performance measures included efficiency rate and latency to first hit on a second test session. Infant performance was viewed within the framework of sensorimotor development. This study was undertaken in order to develop information that could be used to assess the feasibility of Nebraska compliance with federal guidelines under the Juvenile Justice and Delinquency Prevention Act for removing juveniles from jails and lockups for adults. Information derived from existing literature, official data on juveniles in Nebraska jails, data generated from a study of existing alternative detention facilities, and a survey of sheriffs was used. In addition, a policy analysis of Nebraska laws and proposed changes in federal JJDPA law was undertaken.
