Youth service today operates from an expanding base of well-organized programs utilizing the energy and idealism of young people to address significant community needs. This programmatic base currently includes 50 full-time state and local youth corps; 450 campus-based community service programs; more than 3,000 junior and senior high school community service programs; additional community-based programs; and federal civilian service programs including the Peace Corps, VISTA, and the Youth Conservation Corps.

This report, summarizing the proceedings at a February 1988 conference at Brown University on youth service,presents briefly an overview of the emerging network of youth service programs in the following states: (1) Minnesota; (2) Pennsylvania; (3) California; (4) Massachusetts; and (5) Ohio. Rationales for youth service are analyzed. Eight strategies for implementing youth service programs at the state level are identified. Many of the writers, conceptual developers, and advocates of a National Service Program for the United States credit William James with issuing, in 1910, the first call to youth to be enlisted in a program entitled "The Moral Equivalent of War,'' The program was envisioned to engage youth in industrial work and social service, according to their skills and interests. While that did not come to fruition, we saw some forms of it instituted during the bleak days and years of the Great Depression in the 1930's. The thesis that I want to advance is a simple one: It is that service is rooted in religion. Service is religious in the sense that it expresses our bondedness with the universe (religare: to bind fast), and by extension with one another. Over time, service-oriented activities may become rationalized, institutionalized, and secularized. But the roots of service remain religious.

The impact of a new convention center or a new firm entering or leaving a region requires the use of multipliers to estimate the full economic effect. Multipliers account for the interactions from industries to industries and from industries to households and back, and are produced easily from input-output studies.

Researchers from the Center for Applied Urban Research examined the economic impact of the Nebraska School for the Deaf (NSD) on the Omaha area and the state. The impact of the NSD reaches far beyond its primary function of providing educational opportunities for deaf children in Nebraska, therefore, measuring its value is difficult.

The Impact Of Volunteer Experience On Adolescent Social Development: Evidence Of Program Effects, Stephen F. Hamilton, L. Mickey Fenzel

The Social and Personal Responsibility Scale was employed in a study of the Youth Volunteers program, involving 44 adolescents in 12 projects, equally divided between child care and community service. Participants showed statistically significant gains on the Social Responsibility sub-scale. Girls gained more than boys and volunteers in community improvement projects gained more than those in child care. However, as in previous studies, gains were quite modest. Testimony from adolescents and adult participants was more strongly positive, volunteers citing improvement in their knowledge of themselves and others and the acquisition of new skills, adults seeing greater willingness to make decisions. …

Interest in "service-learning" is on the rise these days. The so-called apathy of the late nineteen seventies and early eighties has given way to a renewed upsurge in student activisim and public and community service. The Campus Compact coalition of university presidents has supported these efforts on their campuses through the strengthening of campus public service programs and through advocacy for "higher education for social responsibility" at the national level. One national commission after another includes community service or internship-based learning as a key recommendation for the reform of the undergraduate curriculum. Many psychologists, philosophers, and educators agree that individual self-concepts develop, in large part, through perceptions gained from communicative transactions. If the nature of the transaction changes, perceptions can change, and self-concept can be altered. Self-concept combines with many influences including cultural heritage, environment, and past experiences to form the basis of an individual’s unique communicative and behavior patterns.

In 1982 responsibility for HUD's Small Cities Community Development Block Grant program was transferred to state governments as part of President Reagan's New Federalism initiatives. Devolution was designed to (1) implement a new vision of American federalism, (2) shift control over a significant source of financial resources for nonmetropolitan areas, and (3) end the bypassing of state government officials in community development decisionmaking. This article uses the eleven year (1975–1985) history of Small Cities CDBG awards in Mississippi to assess the consequences of the program's devolution. This report presents the results of a statewide mail survey of public school districts, nonpublic schools, and arts organizations. The surveys were conducted to determine the state of arts education in Nebraska's schools, the perceived need for improving arts education, and the actions needed to include arts courses in basic curricula. The Nonreader Problem: A Closer Look At Avoiding The Newspaper, Jeremy Harris Lipschultz

Why do some people avoid reading newspapers? Are their reasons different from those of regular readers? Findings from a survey suggest responses to a sample of avoidance statements by readers are more clearly defined than those nonreaders. This study also raises questions about distinguishing between "regular" and "casual" readers, as findings provide only limited support for the use of "casual" readers in future research. Further development of avoidance gratification theory might help newspapers convert nonreaders to future readers.

In this article, an earlier study of the status of academic women sociologists in the Midwest that was extended to 1984-1985 is discussed. Type of appointment, rank, and chairpersons, as well as position in a Ph.D. rather than an M.A. program were used in the study as indicators of employment status. Midwest Sociological Society (MSS) leadership positions and participation in the annual MSS meeting served as indicators of professional participation. The results show that gains in employment status for women slowed in the 1980s. As part of a broader marketing effort by the Omaha Public Schools (OPS), Omaha residents were surveyed by telephone during April 30-May 6, (parent) and May 19-27, 1987 (taxpayer). The survey was intended to identify respondents' perceptions about the Omaha public school system. This report presents the results of the survey. The information and analysis provided should prove useful to interested citizens, board members, and district personnel as they plan the future of Omaha's public schools.

The Intergenerational Invisible Hand: A Comment On Sartorius's "Government Regulation And Intergenerational Justice", Arthur M. Diamond Jr.

In "Government Regulation and Intergenerational Justice," Rolf Sartorius argues that some government regulation is justified in order to protect the rights of the unborn.' More than half of his paper is a discussion of the theory that views the only justifiable function of government as the "umpirage of the law of nature." In the remainder of his paper, he argues for an extension of the theory in order to justify regulation as well as umpirage. In particular, he argues that protecting the rights of the unborn represents an especially strong case where government regulation is justified.
