We live in times when rights and obligations have become uncoupled. Individuals regard themselves almost exclusively as private persons with responsibilities only to family and job and yet possessing endless rights against a distant and alien state in relationship to which they think or themselves, at best, as watchdogs and clients and, at worst, as adversaries and victims. The idea of service to country or to the institutions by which rights and liberty are legitimized and sustained has fairly vanished.

Local economic development can be described as the efforts of community leaders to stimulate business investment and employment to preserve or improve the quality of life in a community. Development objectives are often identified through a formal planning effort, structured public discussion, or other formal and informal processes. Objectives are the specific actions needed to meet broad community development goals. These economic development objectives selected by communities may include diversifying the area economy, increasing opportunities for employment, or expanding the local tax base.

Community service programs have existed on college campuses for years but did not fully emerge as they have during the past 10 years. More than 700 volunteer programs exist at colleges and universities throughout the country (Fioerchinger, 1991). The no-compete clause has become an expected part of a broadcast news employee's contract. Covenants not to compete are contract provisions in which the employee agrees not to engage in a trade or business competing with the employer (Carter, 1992). The covenant not to compete is of particular interest to both the station and the employee (Emory Law Journal, 1982}. These covenants attempt to limit the employee from performing specific duties in competition with a former employer for a specific period of time, in a specific geographic area.

The effects of gender of observers and victims on perceptions of fairness in unjust situations were investigated. Subjects participated in group sessions and were blocked by gender and then assigned to either the disadvantaged female (read a composition concerning a femal who received poor outcomes) or disadvantaged male (read a composition concerning a male who received poor outcomes) group. After reading the composition, subjects completed a questionnaire which was related to the composition. It was expected that the perception of fairness would depend upon the gender of the perceiver as well as the gender of the victim. Specifically, females would …

The primary purpose of this validation study was to determine whether there was a significant relationship between the extroversion-introversion scores on the Myers- Briggs inventory and the following graphometric characteristics: handwriting slant, midzone size, space between lines of writing, the space between words in writing, width of left margin, and width of right margin.

Subjects for the study were drawn from a course offered by the University of Nebraska at Omaha (UNO) counseling service. This course was designed for students who were uncommitted to a major. Most students were freshman. A total of 49 subjects were studied. Data were collected …

Each S.T.A.R.T. Economic Development community administers a community attitude survey to local residents. Generally the survey serves at least two purposes. One is to collect information about the attitudes and behavior of local. residents. For example, respondents are asked to rate a variety· of community services, programs and organizations. The questionnaire also collects information about shopping behavior and local preferences about economic development.

Twenty years ago, it was rare to find students integrating community service with their formal education. The phrase "service learning" had been born only a few years earlier, and was not yet in common usage.

Today, service learning is fairly common in high schools and their surrounding communities. Many high schools and a few school systems have made it a requirement for graduation. And the federal government now supports service learning both with exhortation and with dollars.

The Omaha Conditions Survey: 1993 North Omaha Sample found several positives as well as negatives about the North Omaha area. On the bright side, North Omaha residents like the quality of life and the people in their neighborhoods. Over seventy percent of adults, eighteen and older, are in the labor force (either working or looking for work). North Omaha residents generate $81 million in annual spending on selected items.

This year's survey sampled adults in the Omaha metropolitan area and African-American adults in North Omaha. Community Service Learning promotes active citizenship and addresses community needs through youth service. It is an educational process which involves young people in their own learning as they give valuable service to the community. Research has shown that numerous benefits accrue from the practice of service learning. Students' level of social responsibility increases, their critical thinking skills improve, and they become more competent in their subject matter. Teachers are able to combine instruction with real-world experiences. Educational institutions are able to link significant academic concerns with major community problems and improve community relationships.

The community college functions of community service and continuing education persistently tie the colleges' goals and objectives to their surrounding communities. The community colleges have an opportunity to invest in their own future by embracing and nurturing their relationship with the community. Many adults view community service as a wonderful idea that college students should want to do-or be required to do-as part of their education; yet few have asked why students volunteer for community service. Policymakers and education reformers see student involvement as a way for students to give back to their communities while attending higher education institutions. When students teach each other, something magic happens. Professors and teachers alike spend much of their time trying to create connecting moments of inspiration when new ideas light up a student's face (Duckworth, 1987). At LEAD USA, a non-profit organization in Williamstown, Massacl1usetts, we have found a way to increase the likelihood of these moments of enlightenment. We call it Students Teaching Students (STS). Students Teaching Students is an innovative curricular model in the tradition of John Dewey and Paulo Freire that provides college students with opportunities to design and teach their own courses for full academic credit.

Citizenship education is generally recognized as the primary reason for supporting service-learning on college campuses. Assumptions about citizenship affect how programs and curricula are structured. An analysis of programs around the country identified four sets of "core assumptions" about civic education that inform service-learning courses and programs. Since the mid-1980's Minnesota has articulated a comprehensive vision for youth service which calls for the integration of service into the full spectrum of a person's life. Organizations reaching K-12 young people, college students, adult volunteers, and full- and part-time service volunteers in the Minnesota Conservation Corps and other programs would provide service opportunities at every age level for every Minnesotan. A national survey of radio station general managers and news directors explored their demographic characteristics and stands on social issues. News directors' support for a national health care program, their lack of support for unregulated business, their lack of trust in private enterprise to look out for the workers' welfare, and their less negative view of labor unions may be explained through their own experience, as well as those of their newsroom employees.

An appropriate objective within a liberal arts approach to education is enhancing students' awareness of attitudes toward their own aging. A combined intervention of intergenerational experience and didactic instruction had a favorable effect on students' attitudes toward older adults i11 general and on students' uie'w of their own later lives. Additional positive consequences are discussed, and suggestions for running similar curricular components are presented.
