Opposition Strategy And Survival In Praetorian Brazil, 1964-1979, Dale Krane

Public Administration Faculty Publications

Opposition groups in authoritarian political systems are constrained not only by the presence of coercive forces, but also by the indeterminate and uncertain application of repression. This article suggests the use of Albert Hirschman's rational model of dissent as an analytic framework for the study of interest articulation within mixed regimes. After deriving several behavioral attributes associated with dissent, the article then explores the utility of the Hirschman model within the Brazilian context. Several political strategies that allowed opposition forces to survive more than a decade of severe repression by the praetorian regime are examined. Political "safety zones" that permit …

Students As Resources To The Aging Network, James P. Firman, Donlad E. Gelfand, Catherine Ventura

Intergenerational

In times of shrinking resources and growing needs, the aging network must increase its efforts to involve the voluntary sector in services and programs for the aged. A relatively untapped source of manpower is our nation's 12,300,000 students in 3,200 colleges and universities. This article, based on the findings of a national demonstration project, examines feasible outcomes and practical limitations of service-learning as an approach for increasing the involvement of students in providing services to older persons.

This issue of Review of Applied Urban Research features "Omaha Residential Sales Patterns, 1978-81," by Jack Ruff.

During the past few years, real estate markets have . undergone many adjustments. High interest rates, inflation, and competition for investment capital necessitated major changes. On a national level, the subject of housing sales has received considerable commentary. The ability of sellers in Omaha to exchange their units has probably been curtailed as well. This study attempts to examine real estate listings within the Omaha/Douglas County Multiple Listing Service areas (see Map 1) and describe some of the changes.

Clear Writing For Public Administrators: A Refresher Workshop, Richard Streckfuss

Publications

Since you have been writing for years and since you have had many hours of classroom instruction in writing, you have a right to be skeptical about a writing workshop. What can be accomplished in a few hours that could not be accomplished in the preceding hundreds?

That question has been the guiding principle behind this material. The most promising approach seemed to lie in comparing the work of professional writers with amateurs. To this end, the writing of a dozen public administrators was compared to the writing of authors published in such works as Harper's, Smithsonian, INC, Nation's Business, …

Microcomputer And Local Government: A Program For Small And Rural Communities, Donald F. Norris

Publications

For the first time since the Great Depression, local governments throughout the United States have begun to experience severe revenue-expenditure imbalances. Inflation, rising expectations, and citizen demands for services have produced governmental intervention into heretofore untouched areas. Combined with the generally decreasing rate of local revenue growth and with reductions in federal and state aid, this has produced serious fiscal problems for many local governments. With resources no longer available to provide prior levels of public services, many local governments have had to cut back on their activities.
