This report presents the results of the 2016 Taking Charge initiative sponsored by the City of Lincoln. This initiative included an online survey and a half-day, face-to-face, Community Conversation. Most previous Taking Charge activities have focused more narrowly on the immediate concerns of an impending budget proposal (e.g. which specific programs should be funded or discontinued to maintain a balanced budget). This year’s efforts also focused on specific items relevant to the City’s future budget policy priorities. As usual, residents were also given the opportunity to rate the City’s performance and City officials on a variety of performance characteristics.

Background—Research indicates that risk factors cluster in the most vulnerable youth, increasing their susceptibility for adverse developmental outcomes. However, most studies of cumulative risk are cross-sectional or short-term longitudinal, and have been based on data from the United States or the United Kingdom. Using data from the Northern Finland Birth Cohort 1986 Study (NFBC1986), we examined cumulative contextual risk (CCR) at birth as a predictor of adolescent substance use and co-occurring conduct problems and risky sex to determine the degree to which CCR predicts specific outcomes over-and-above its effect on general problem behavior, while testing for moderation of associations …

In particular, the report is designed to present contributions of manufacturing to the state economy, recent trends in Nebraska manufacturing, and considerations for the future of Nebraska manufacturing. The information contained within the report will help policy makers and stakeholders better understand the current state of manufacturing in the state, particularly in relation to recent demographic and economic trends in Nebraska and the United States. The quantitative phase of this mixed-methods study examined psychological predictors, including previous bullying involvement, moral disengagement, the need to belong, and their influence on students’ perceptions of hypothetical hazing behaviors. The following qualitative phase was used to explain and contextualize Phase I results through an understanding of the psychological processes related to participants’ constructed meanings of their experiences as perpetrators, witnesses, and/or victims of bullying and hazing. Study participants for Phase I and Phase II included undergraduate students enrolled in psychology courses who participated in the study for research credit. Most rural Nebraskans use their cell phone to access the Internet. Certain groups are more likely than others to use mobile/cellular Internet service: rural Nebraskans with the highest household incomes, who are younger, married, with higher education levels and with management or professional occupations.
Overall, most rural Nebraskans using mobile/cellular Internet service are satisfied with their service. Furthermore, most rural Nebraskans are satisfied with the reliability, speed, customer service, and coverage of their mobile Internet service. However, most rural Nebraskans using mobile Internet service are dissatisfied with the price of their service.

This study presents a conceptual framework and empirical farm-level model of wealth creation and accumulation of the farm business and incorporates the changes in life-cycle patterns in farmer productivity and consumption of the older and younger generation. This method provides a vehicle to analyze the timing of farm transfer initiation and its impact on the terminal wealth in the business and the likelihood of the firm’s future continuity.

Child sexual abuse is a prevalent problem in the United States and is associated with revictimization: a victimization episode perpetrated by a different individual and occurring subsequent to initial abuse experiences (Barnes, Noll, Putnam, & Trickett, 2009). While evidence shows that 20-39% of sexual abuse victims report revictimization within childhood or adolescence, much of the research to date has focused on its occurrence in adulthood. Thus, there is a limited understanding of the pathways to revictimization and its associated outcomes for youth. Methamphetamine (meth) dependence is often characterized by persistent and chronic relapse (i.e., return to drug use). There is growing pre-clinical and human evidence suggesting females are at greater risk to relapse. The set of studies presented in this dissertation extended this limited evidence by identifying sex-dependent neural substrates correlated with meth-triggered reinstatement (Experiment 1) and by examining sex-differences in reinstatement triggered by drugs of abuse that are commonly co-abused with meth (Experiment 2). Female and male rats were trained to self-administer meth, received subsequent extinction sessions, and then tested for reinstatement. This study examined how child and parent reports of parenting were related to early adolescent substance use and school suspensions. Data were from two time points six months apart on 321 families with an eighth grade student attending one of five schools in the Pacific Northwest. Child- and parent-report measures of family management practices were moderately correlated (r = .29). Child report, but not parent report, of more positive family management practices uniquely predicted a lower likelihood of adolescent substance use. Also, discrepancies between child and parent report of parenting predicted substance use, with child positive report of family …

This paper explores the role of threats from below in the emergence of electoral authoritarianism. Mass uprisings for democratic regime change undermine closed authoritarian regimes by making it difficult for autocrats to maintain their regimes through repression and co-optation. Anti-regime uprisings also promote the establishment of electoral authoritarianism by toppling existing closed regimes or by compelling autocrats to offer political reform as a survival strategy. My analysis of closed authoritarian regimes, from 1961 to 2006, reveals that anti- regime mass uprisings are significantly associated with transitions to electoral authoritarianism. I also find that nonviolent uprisings are more likely than violent …

This study examined co-mother family of origin stories. Origin stories, representing the formation of a family, are culturally understood within a master narrative of heterosexual love and biological childbearing. Beginnings of co-mother families rupture this dominant, gendered, boy-meets-girl script. Investigating whether or not co-mother stories reify the normative master narrative or if instead their narrations resist and/or possibly transform conventional understandings, analysis identified three co-mother origin story themes: Becoming a Family (1) as Normal, (2) as Negotiation, and (3) as Normalization. Standing Up Or Standing By: Examining The Bystander Effect In School Bullying, Scott M. Fluke

School bullying represents a serious mental health problem for youth in the United States. Bullying is a social phenomenon that is affected by the social context in which it occurs. Bystanders (i.e., individuals who witness bullying), are present in the vast majority of bullying situations. When bystanders choose to intervene on behalf of the victim, they are able to stop the bullying about 50% of the time. Unfortunately, bystanders rarely stand up for victims, instead frequently choosing to help the perpetrator or passively observe the bullying situation. College-Going Experiences Of Male Foster Youth Alumni Who Have Stopped-Out Of College, Felipe D. Longoria

This qualitative research study examined how foster care experiences and masculinities influenced male foster youth alumni’s decision to go to college. The study also sought to understand the in-and-out-of-college factors that led participants to exit college prematurely. Five participants were each interviewed twice for data collection purposes. Findings from data analysis indicated that establishing and maintaining relationships in college were challenging and affected an already vulnerable population in their help-seeking behavior. Recommendations are offered for higher education professionals and areas for future research are noted.

Alluvial fills underlying the Platte River Valley in Nebraska record the geologic history of the Platte River in the late Quaternary. This study investigated the alluvium underlying the valley near the cities of North Platte and Kearney, Nebraska. Data obtained from sediment cores drilled in the alluvial deposits was used to investigate the changes in Platte River dynamics on a glacial – interglacial timescale. Optically Stimulated Luminescence (OSL) dating was used to determine burial ages of recovered sediments and to quantify the thicknesses of the late Pleistocene and Holocene alluvial fills at each study area. This thesis examines the history and persuasive power of rhetoric through the mass medium of popular music from Woody Guthrie to the modern era. It focuses on the Vietnam War era as a particularly significant and prolific era of topical (“protest”) music. Through interviews with media observers, historians and veterans of the Vietnam war, it seeks to understand the relevance of rhetorical speech in music within an overall mass media context, both within that era and extending to the present day. Twenty-six Clovis implement caches are known from western North America. In cases where time-sensitive artifacts (e.g., Clovis projectile points or mammoth ivory rods) or adequate information about their provenience and geological context are absent, assigning temporal and cultural affiliation has been challenging. Such is the case with a cache of eight large bifaces, four of which were donated by Albert E. Baller in the early 1900s to the University of Nebraska State Museum. The cache was discovered along with debitage within a small tributary of the Republican River in south-central Nebraska. The four donated Baller bifaces have been curated since …

This site presents medieval ceramics from the excavations at the site of Nemea, in southern Greece. The Sand Hills of Nebraska comprise a dynamic environment of sand dunes that has changed much over the millennia since their formation. Periods of dune reactivation have occurred throughout history, including one such period at approximately A.D. 900-1300 associated with the Medieval Climatic Anomaly (MCA). Much is known about the geologic activity during this period but little is known about how human populations responded to changing environments. I examine the chronology of three sites occupied during the peri-MCA and the change or stasis in population movements via chemical characterization of ceramic artifacts. Growing Up Before Their Time: The Early Adultification Experiences Of Homeless Young People, Rachel M. Schmitz, Kimberly A. Tyler

This paper explores the experiences of early adultification among 40 homeless youth aged 19 to 21. Findings from semistructured, face-to-face interviews revealed the experiences of early adultification among homeless young people. We used both initial and focused coding and the final qualitative themes emerged naturally from the data. Early adultification encompassed the following processes, which were closely tied to prominent descriptions of family conflict and caregiver neglect: premature caregiving, early independence, and parenthood. Premature caregiving burdened participants with familial responsibility such as caring for younger siblings prior to their leaving home. Every day, new waves of refugees result from increasing social, political and environmental instabilities around the world. Numerous studies have detailed the various stressors and adjustment issues that refugees face when resettled in a new host society. The majority of these studies focus on individual-level variables and not on the family as a whole. Thus, more studies are needed to understand how refugee families adjust in the resettlement context in order to promote positive outcomes. This study explored the sources of information that inform students’ self-efficacy beliefs in the area of writing. A qualitative phenomenological case study approach was use to capture the experiences of gifted middle school students.
Writing is a critical skill for success in school and beyond, and many students in the United States are not able to adequately write extended texts (Bruning & Horn, 2000; National Center for Education Statistics, 2012).
