An Analysis Of Bachelor's Degree Production By Kentucky Public 4-Year Universities: Before And After The Kentucky Postsecondary Education Improvement Act Of 1997, Jonathan Pruitt Jan 2011

An Analysis Of Bachelor's Degree Production By Kentucky Public 4-Year Universities: Before And After The Kentucky Postsecondary Education Improvement Act Of 1997, Jonathan Pruitt

MPA/MPP/MPFM Capstone Projects

With the passage of the Postsecondary Education Improvement Act of 1997, Governor Paul Patton and the Kentucky General Assembly sought to improve the standard of living and quality of life in the state through increasing the educational attainment of its citizens. The production of bachelor’s degrees by the state’s public four-year universities is a key driver in increasing educational attainment and, therefore, meeting the goals of the legislation. This paper uses interrupted time series regression analysis to evaluate whether Kentucky public four-year universities have increased the rate at which bachelor’s degrees are produced in the period of time since the …

An Analysis Of Quality Of Life Findings Among Money Follows The Person Program Beneficiaries, Mitch F. Ruscitti

MPA/MPP/MPFM Capstone Projects

This study will examine the quality of life survey findings of 154 recipients of services provided through the Kentucky Money Follows the Person program. In order to accomplish this, the term „quality of life‟ must first be defined and examined from the viewpoint of its role in the provision of health related services. Also, as a point of reference, a brief background concerning the Money Follows the Person program and its development will be provided. Lastly, after „quality of life‟ is defined for the purposes of this study, 183 surveys (154 baseline and 29 follow up) will be statistically analyzed …

U.S. State Employee Pension Systems: An Investigation Into The Causes Of Unfunded Liabilities, Chuck Truesdell Jan 2011

U.S. State Employee Pension Systems: An Investigation Into The Causes Of Unfunded Liabilities, Chuck Truesdell

MPA/MPP/MPFM Capstone Projects

Defined benefit retirement plans for state employees have come under fire, both financially and politically, following recent market volatility and subsequent losses in pension investments. Asset losses matched with liabilities that are set years in advance translate to pressures on state policymakers and plan administrators to either find ways to improve the finances of these pension systems or transition to defined contribution plans that put the financial risk on individual employees rather than the state government. Because most states are legally and contractually obligated to pay retiree benefits regardless of the pension system’s financial condition — even to the point …

An Analysis Of Behavioral Flexibility And Cue Preference In Pigeons Under Variable Reversal Learning Conditions, Rebecca Marie Rayburn-Reeves Jan 2011

An Analysis Of Behavioral Flexibility And Cue Preference In Pigeons Under Variable Reversal Learning Conditions, Rebecca Marie Rayburn-Reeves

Theses and Dissertations--Psychology

Behavioral flexibility, the ability to change behavior in accordance with the changing environment, was studied in pigeons using a series of reversal learning paradigms. All experiments involved a series of 5-trial sequences and I was interested in whether pigeons are sensitive to the reversal by switching to the other alternative after a single error. In Experiments 1 and 2, the overall probability of the two stimuli was equated over sequences, but the probability correct of the two stimuli changed across trials. In both experiments, subjects showed no sensitivity to the differences in sequence type. Instead they used the overall average …

Teacher Disclosure: Developing Privacy Rules, Managing Boundaries And Building Relationships, Renee Monique Kaufmann Jan 2011

Teacher Disclosure: Developing Privacy Rules, Managing Boundaries And Building Relationships, Renee Monique Kaufmann

University of Kentucky Master's Theses

The roles and responsibilities of middle school teachers are never ending. From instructing students on state-mandated curriculum to the enrichment of character and inquiry, teachers make daily decisions about how and what to disclose to their students. The current study reexamines Hosek and Thompson’s (2009) study on how teachers develop privacy rules and coordinate boundaries using Petronio’s Communication Privacy Management as the theoretical framework. Studying middle school teachers, in lieu of college instructors, allows for a better understanding of how privacy rules and boundaries are constructed and used within the middle school. This provides a better understanding of the important …

“What’S Happening” @Twitter: A Uses And Gratifications Approach, Corey Leigh Ballard Jan 2011

“What’S Happening” @Twitter: A Uses And Gratifications Approach, Corey Leigh Ballard

University of Kentucky Master's Theses

The uses and gratifications approach places power in the hands of the audience and is a helpful perspective when trying to understand media usage, exposure, and effects. However, while the uses and gratifications approach has been applied regularly to traditional media, research explaining why people use new social media networks as well as the gratifications they obtain from them is scarce at best. This thesis provides a comprehensive overview of the uses and gratifications approach as well as the current literature about social media networks. An argument is built within the thesis to study Twitter as one social media network …

Becoming Bodies: How Preadolescent Girls Consume And Produce Media In 21St Century America, Margaret Louise Mcgladrey

University of Kentucky Master's Theses

This study investigates preadolescent girls’ interpretations of images of and messages about women’s bodies presented in both traditional and online media in the American cultural context. Using qualitative methods including in-depth interviews, email diaries, and digital photo collages, this study gives voice to girls aged nine to eleven from diverse racial and socioeconomic backgrounds so that they might tell their stories about interacting with media that is relevant to their relationships with their bodies. Employing objectification theory as well as concepts from the cultural studies tradition, the findings suggest that the process of becoming a female body in the 21 …

Ethnic Identity And Perceived Discrimination As Predictors Of Academic Attitudes: The Mediating And Moderating Roles Of Psychological Distress And Self-Regulation, Hui Chu Jan 2011

Ethnic Identity And Perceived Discrimination As Predictors Of Academic Attitudes: The Mediating And Moderating Roles Of Psychological Distress And Self-Regulation, Hui Chu

University of Kentucky Master's Theses

The current study addressed the deficiency in research by examining risk factors for immigrant children that may lead to academic disengagement (such as ethnic discrimination by peers and teachers, and psychological distress) and resilience factors that promote academic engagement (such as the development of a positive ethnic identity). Children who had stronger, more positive ethnic identities had more positive academic attitudes. Furthermore, the more the children were teased by their peers and graded unfairly by their teachers because of their ethnicity, the more they thought school was less important, less useful and felt less efficacious about school and valued school …

Analyzing Educational Attainments And Occupational Outcomes Of Tibetan Refugees Living In India, Tenzin Palkyi

University of Kentucky Master's Theses

Opportunities of mass education are a relatively new phenomenon in the Tibetan community. Following the incidents of 1959, the Dalai Lama and thousands of Tibetans fled into India. Mass education was implemented and sustained within the Tibetan community for the first time. The goal of this exploratory research is to study the impact of mass education on the first generations of Tibetans who experienced it in exile. This study analyzes the gendered pattern in subjects students choose to pursue, their educational attainment and the kinds of jobs they assume after graduation. The study presents a quantitative analysis of data spanning …

Strategic Flexibility: Household Ecologies Of Ful’Be In Tanout, Niger, Karen Marie Greenough Jan 2011

Strategic Flexibility: Household Ecologies Of Ful’Be In Tanout, Niger, Karen Marie Greenough

University of Kentucky Doctoral Dissertations

(Agro)pastoralism in Sahelian Niger, as elsewhere, operates through household enterprises. Katsinen-ko’en (Fulбe) households, interconnected within kin and community networks, utilize a range of flexible strategies to manage a variety of ecological and economic risks. This dissertation argues that (agro)pastoralist households and communities maintain or improve viability in risky environments first by employing various mobility patterns, among other strategies, and relying on the tightly knit interdependence between household and herd. Secondly, households that most successfully sustain a cooperative integrity (i.e. partnerships between husband and wife, or wives, and parents and children) to negotiate decisions and strategies best withstand adversities such as …

Production, Exchange And Social Interaction In The Green River Region Of Western Kentucky: A Multiscalar Approach To The Analysis Of Two Shell Midden Sites, Christopher R. Moore Jan 2011

Production, Exchange And Social Interaction In The Green River Region Of Western Kentucky: A Multiscalar Approach To The Analysis Of Two Shell Midden Sites, Christopher R. Moore

University of Kentucky Doctoral Dissertations

The Green River region of western Kentucky has been a focus of Archaic period research since 1915. Currently, the region is playing an important role in discussions of Archaic hunter-gatherer cultural complexity. Unfortunately, many of the larger Green River sites contain several archaeological components ranging from the Early to Late Archaic periods. Understanding culture change requires that these multiple components somehow be sorted and addressed individually.

Detailed re-analyses of Works Progress Administration (WPA) era artifact collections from two archaeological sites in the Green River region – the Baker (15Mu12) and Chiggerville (15Oh1) shell middens – indicate that these sites are …

Values In Place: Intersecting Values In Rails To Trails Landscapes, Lisa Rainey Brownell Jan 2011

Values In Place: Intersecting Values In Rails To Trails Landscapes, Lisa Rainey Brownell

University of Kentucky Doctoral Dissertations

This dissertation is a study of the values and meanings people attach to places and why exploring those values is important in trails and historic preservation planning. From a foundation in critical humanistic geography and values based preservation literatures, the dissertation examines three rails to trails projects as case studies. Primary research questions include: how does a landscape become valued, devalued, and/or revalued through time? In what ways do different values of different people or groups intersect in rails to trails landscapes and how do they shape the landscape? How do historic values intersect with economic, social, political, and other …

Analysis Of Two-Year Colleges: Transfer, Retention And Graduation, Darshak P. Patel Jan 2011

Analysis Of Two-Year Colleges: Transfer, Retention And Graduation, Darshak P. Patel

University of Kentucky Doctoral Dissertations

Investment in higher education is typically considered as a static discrete-choice problem where students make post-secondary education choices usually right after high school (Heckman et al., 2006). This is largely aligned with Becker’s human capital theory. As Becker’s theory holds, students’ decisions can alter with the arrival of new information (Weisbrod, 1964). By relaxing the assumption certainty in the human capital model, student education decisions can be modeled using Weisbrod’s option value theory. According to this theory, students reevaluate their lifetime-utility maximizing decisions based on new information acquired in a sequential nature. Students face large uncertainties due to unexpected positive …

Disjuncture Among Classic Period Cultural Landscapes In The Tuxtla Mountains, Southern Veracruz, Mexico, Wesley Durrell Stoner Jan 2011

Disjuncture Among Classic Period Cultural Landscapes In The Tuxtla Mountains, Southern Veracruz, Mexico, Wesley Durrell Stoner

University of Kentucky Doctoral Dissertations

Teotihuacan was the most influential city in the Classic Mesoamerican worldsystem. Like other influential cities in the ancient world, however, Teotihuacan did not homogenously affect the various cultural landscapes that thrived in Mesoamerica during the Classic period (300-900 CE). Even where strong central Mexican influences appear outside the Basin of Mexico, the nature, extent, and strength of these influences are discontinuous over time and space. Every place within the Classic Mesoamerican landscape has a unique Teotihuacan story. In the Tuxtla Mountains of southern Veracruz, Mexico, Matacapan, located in the Catemaco Valley, drew heavily upon ideas and symbols fostered at Teotihuacan, …

“You’Re Surviving But I Don’T See How You’Re Living” Appalachian Women Talk About Tanf And Employment In Their Communities, Pon-Chu Tsou

University of Kentucky Master's Theses

This thesis studies qualitative data to examine the lived experiences of Kentucky Transitional Assistance Program (K-TAP) recipients in Appalachian Kentucky. This research suggests that PRWORA legislation utilize the importance of place-based analyses to implement and evaluate poverty policy. For women who are attempting to meet PRWORA’s goals, the local services available to the women and the barriers they face to employment highlight the role place has in this national policy discussion. Of the women interviewed, recipients who resided in economically distressed areas had fewer opportunities to participate in employment activities than women in at-risk or transitional areas. While many strived …

An Examination Of Compressed Natural Gas For Use In Municipal Fleets: Would Cng Work For Lexington, Ky?, Robert Kahne

MPA/MPP/MPFM Capstone Projects

Compressed Natural Gas (CNG) is an alternative fuel source which could replace diesel as a fuel for municipal fleets. This paper seeks to examine the viability of CNG and its potential to power Lexington-Fayette Urban County Government’s fleet of waste removal trucks. This paper takes into account financial and environmental factors in determining CNG’s potential, but gives priority to financial considerations. The results of this analysis are mixed—under some future scenarios, compressed natural gas would be a favorable option for the fleet, but given other future scenarios, CNG would not be viable. In terms of environmental benefits, a switch to …

Local E-Government Trends: Evaluating The Adoption And Sophistication Of Kentucky City Websites, Kevin Klosterboer

MPA/MPP/MPFM Capstone Projects

With the prevalence of internet technologies and e-commerce, citizens’ expectations for online e-government services are growing. Numerous studies have been conducted on the worldwide adoption and sophistication of national governments’ e-government websites and state websites in the United States, but previous studies of local governments have been limited to looking at nationwide samples of the largest cities. By presenting a statewide analysis of all Kentucky city websites, I expect that my findings will provide valuable information about how cities of all sizes are using web-technologies to provide services to their citizens. I examine which types of cities, organized along several …

Examining Kentucky Public Schools: Gender Differences In An Index Measure Of Accountability For Academic Standards, Khin Thazin Myint

MPA/MPP/MPFM Capstone Projects

The Kentucky public education system has made progress over the past 20 years after a number of reforms beginning in 1990. A stated goal of these reforms has been not only to improve the overall performance of students in a school, but to also ensure that no student groups be allowed to fall behind. To accomplish this, the state has adopted and implemented goals that are shared with those of the federal No Child Left Behind Act, including school accountability and a goal of proficiency for all students by the year 2014. However the most recent analysis of three statewide …

Establishing Long-Term Cost Effectiveness Of Fema Buyouts: A Loss Avoidance Study Of The Acquisition/Demolition Of 22 Properties In Shepherdsville, Kentucky, Esther White

MPA/MPP/MPFM Capstone Projects

Kentucky has 1500 square miles of surface water and 1500 miles of navigable waterways. Fifty-one of the 120 county seats are located on rivers, and over 25 percent of the state’s population lives along waterways. Not surprisingly, flooding is the most common natural hazard in Kentucky, and many structures have been built over the years in floodplain areas. Although many local ordinances have been enacted across the State in recent years to limit new construction in these areas, existing structures still experience frequent flood damages. These structures are required by the federal government to maintain flood insurance, and the National …

Public School Performance: Examining The Relationship Between Teacher Training Program And School Achievement, Lindsay Griffith

MPA/MPP/MPFM Capstone Projects

Few would argue the importance of providing today‟s youth with a solid educational foundation, yet the United States ranks as low as 25th educationally among 34 OECD developed nations1 . Many researchers have studied the various factors affecting student performance in the K-12 educational system, but mixed, ambiguous, or conflicting results have led to a general sense of uncertainty regarding who to hold accountable. The research has tended to focus on teacher effectiveness or school funding. While those are among a wealth of valid inputs to examine, this study attempted to determine the viability of examining the effect of teacher …

  • What are the core components of a public …

Funding Source Impact On Nonprofit Advocacy Activity, Sean Patrick Naylor Jan 2011

Funding Source Impact On Nonprofit Advocacy Activity, Sean Patrick Naylor

MPA/MPP/MPFM Capstone Projects

Nonprofit organizations are often a tool by which citizens can engage in the policy process. Many nonprofit organizations engage in issue advocacy. For some nonprofit organizations issue advocacy is the purpose for their existence. For others, issue advocacy is a means of meeting organizational goals. Many nonprofits avoid issue advocacy altogether. The IRS places a financial limit on how much issue advocacy a nonprofit organization may engage in. However, most nonprofits won’t ever come close to this limit. Most simply don’t have as great a need for advocacy, while some will self regulate to avoid losing funding sources. Some literature …
