U.S. leadership in artificial intelligence (AI) research and development (R&D) may be challenged by China’s recent and centralized policy planning aimed at rapidly developing AI-related technologies. The Chinese government supports AI as a strategic area supported by high-level policies with ambitious and quantifiable targets, inter-ministry coordination, government funding for research and development, support for workforce development, and suggestions for international collaboration and expansion. Still, as a relative latecomer in the global AI race, China faces numerous challenges to implement its policy planning, including short-term skills gap and long-term institutional constraints.

Survey Results: Complexities And Overlaps In Existing Citizen Science Mosquito Projects, Yujia He, Elizabeth Tyson

Currently, multiple projects worldwide engage the public in the scientific process of learning about mosquito biodiversity or monitoring mosquitoes that carry diseases like Dengue, Chikungunya, Zika and Malaria. These projects are executed at different invasion-stages and different scenarios of epidemiological risk based on their country of origin. Through surveying 12 international research teams, this brief report illuminates the differences and the overlaps in the protocols and tools used by existing citizen science mosquito monitoring projects. The analysis covers project goals, requirements and support for participants, policy impact, digital tools and data privacy.

In this dissertation I investigate how gardeners and beekeepers in a small, deindustrial city in Michigan used their activities to produce their environments. Drawing on fourteen months of ethnographic fieldwork, I consider what kind of labor gardening is. For residents of Elmwood, gardening was a way to care for households, communities, and ecosystems. Furthermore, this care was performed through a type of creative, material labor that served to address forms of alienation experienced by these individuals. While all sorts of Elmwoodites gardened, they did so in ways that were specific to their experiences of race and class. These experiences, in …

The phenomenon of low economic growth in resource-rich regions is recognized as the “resource curse”. These essays will contribute to an understanding of the regional resource-growth relation within a nation.

Essay one tests the resource curse hypothesis at the U.S. state level. With a system of equations model, I decompose the overall resource effect to account for the two leading explanations — crowding-out and institution effects, thus investigate whether the institutions mediate the crowding-out effects. This dissertation studies agricultural input intensification, defined as the increased use of modern inputs such as hybrid seeds, mineral fertilizer, herbicide, and pesticide in African agriculture. It also analyses the potential of this intensification to accelerate productivity growth and tests the effectiveness of two policies, input subsidies and land reforms, in promoting it and consequently in increasing crop yield. This study examined The Margin Protection Program for Dairy’s impact on the “effective margins” or margins realized by dairy producers in various regions. Each selected margin and percentage of production history offered by the national policy was analyzed in a forecasting, national and regional manner. Couplet margins were simulated for fifteen regions from 2017 through 2020. Five scenarios were analyzed for the change in MPP’s effects under a 15%, 10%, and 5% drop in the price of milk as well as a 50% increase in the price of corn and a scenario where milk decreases 15% while corn prices simultaneously …

This paper describes the possible approaches to encouraging diversity within the workplace that are available to all professional organizations, including the American Association of Law Libraries [AALL]. Part I reviews the basic terms: discrimination, bias, and diversity. Reasons for pursuing diversity in the workplace are discussed in Part II. Two instrumental justifications and one intrinsic rationale reveal the range of motivations behind these projects. Each rationale supports its characteristic form of diversity: reflective, substantive, and cognitive. Because the kind of diversity determines the anticipated outcome, disagreement over progress may be the result of expecting different kinds of diversity. Clarity on …

This study of 76,365 students from 82 U.S. institutions explored the relationship between involvement in a religious student organization and student capacities for socially responsible leadership, based on the Social Change Model of Leadership (SCM). Results from t-tests found students involved in both religious and secular student organizations reported statistically significantly higher scores on all eight measures of socially responsible leadership than students involved in only religious student organizations.

Hierarchical multiple regression models explained between 26% and 29% of the variance in student reported levels of overall socially responsible leadership. Compared to students involved in no organizations, involvement in …

This work highlights specific lexical items that have become racialized in specific contextual applications and tests how these words are cognitively processed. This work presents the results of a visual world (Huettig et al 2011) eye-tracking study designed to determine the perception and application of racialized (Coates 2011) adjectives. To objectively select the racialized adjectives used, I developed a corpus comprised of popular media sources, designed specifically to suit my research question. I collected publications from digital media sources such as Sports Illustrated, USA Today, and Fortune by scraping articles featuring specific search terms from their websites. In this thesis I attempt to model, that is, computationally reproduce, the natural transmission (i.e. inflectional regularities) of twenty present tense Amharic verbs (i.e. triradicals beginning with consonants) as used by the language’s speakers. I root my approach in the linguistic theory of network morphology (NM) and model it using the DATR evaluator. In Chapter 1, I provide an overview of Amharic and discuss the fidel as an abugida, the verb system’s root-and-pattern morphology, and how radicals of each lexeme interacts with prefixes and suffixes. This corpus-based study examined English and Spanish learner language for ‘heart’ metaphors. Gutiérrez Pérez (2008) compared ‘heart’ metaphors across five languages and that study served as a reference framework for the work presented here. This work intended to find evidence of metaphor transfer and/or new metaphor learning in second language writing. Conceptual metaphors (Lakoff and Johnson, 1980) and linguistic or lexical metaphors (Falck, 2012) from both languages were considered in the analysis. In traditional grammar, the inflection of a word’s different forms based on the possible morphosyntactic property combinations of the language can be ordered into a tables. Words of the same part of speech often can be grouped together when they inflect in similar fashions. These similar groups are represented by a single word that expresses the morphosyntactic property set possible for that part of speech. These groups are called declensions. Still, surveys reveal that more than half feel “disconnected” from their civilian counterparts, and this feeling persists despite ongoing efforts, in the academy and elsewhere, to help returning veterans overcome physical and mental wounds, seek an education, and find meaningful ways to contribute to society after taking off the uniform. Representations of the Appalachia region in literature, art and pop culture have historically shifted between hyperbolic, colorful caricatures to grotesque, sensationalized, black and white photography. This wide spectrum of depictions continually resonates within the North American psyche due to its shared commonality of Appalachia as the cultural “other.” This othering frequently leaves audiences with a kind of relief that this warped representation of backwards, rural poverty is not their own progressive, present-day reality. This dissertation analyzes the representations of immigrants from North Africa, Latin America, and Eastern Europe in Spain. As engaged scholarship, it seeks to better the portrayal of immigrants in the mass media through the study of literature, film, and music about immigration spanning from the year 2000 to 2016. Because misconceptions continue to propagate in the media, this dissertation works to counteract anti-immigrant, xenophobic representations as well as balance out overly positive and orientalized portrayal of immigrants with a call to recognize immigrants as human beings who deserve the same respect, dignity, and rights as any other citizen.

The emperor Justinian's religious policy has sometimes been characterized as haphazard or incoherent. This dissertation examines religious policy in the Roman Empire from the accession of the emperor Justin to the inception of the Three Chapters controversy in the mid 540's AD. It considers the resolution of the Acacian Schism, Justinian's apparent ambivalence with regard to the Theopaschite formula, the attempt to court the anti-Chalcedonians in Constantinople in the period leading up to the Council of 536, and the relationship between the genesis of the Three Chapters and Second Origenist controversies.

Short-term missions participants encounter difference in purportedly captivating ways. Current research, however, indicates the practice does not lead to long-lasting, positive change. Brian M. Howell (2012) argues the short-term missions experience is confined to the limitations of the short-term missions narrative. Changes within and outside of agricultural education were analyzed between 2009-2014 which coincided with a reduction of male pre-service agricultural teachers. Under the lens of the Theory of Gender Re-alignment, special attention was given to changes in legislation, curriculum, recruitment, and economic factors which relate to structural and cultural changes within agricultural education. The Changes identified in this study explain why male students are being outperformed by female students at a two to one ratio in regards to agricultural education degrees obtained.

Fast Friends: Implicit Bias Of Cross-Group Friendships In A College Of Agriculture, Tiffany Harper

Cross-group paired individuals were administered an intervention to measure impacts of inmate interactions and friendships on anxiety and implicit bias among participants. Researchers predicted the intervention would decrease levels of racial anxiety, implicitness, prejudice, and racial color-blindness among entering freshmen in the College of Agriculture, Food & Environment at the University of Kentucky. Results indicated that the control group had no change in implicitness. The treatment group yielded no change in implicitness on four out of five experimental measures with the exception of decrease in communal orientation, thus altering the implicit bias of participants.

This dissertation studies the effects of external integration and internal liberalization on the economic geography within a country when regions within the country have different access to the world market.

The first paper introduces internal geography into the Melitz (2003) model to examine how external and internal liberalizations affect the economic geography within a country. It has been common practice in the economics literature to utilize data on observed outcomes and negate what individuals believe or expect will happen in the future. Using responses to a unique set of questions in the 1997 National Longitudinal Survey of Youth (NLSY97) I show that the literature could benefit in several ways by incorporating such data. The leading essay documents a positive association between a student's subjective probabilistic belief that they will complete a four-year college degree and whether or not they attend and complete college. This dissertation focuses on how distributive politics influences the geographic allocation of federal grants to state and local governments. A secondary focus is the role of social trust in the growth of government. In the first essay, I test the degree to which the earmark ban of 2011 prevented legislators from directing federal competitive grants to their home congressional districts and whether earmarking distorted equality in the distribution of federal grants across demographic groups. I find that earmarking skewed the distribution of federal grants toward wealthy congressional districts and away from poor congressional districts. This is a groundbreaking finding, considering …

Xenophobia is examined almost exclusively as a prejudice of advanced western nations. I argue that the field of study of xenophobia must be re-conceptualized in order for comparative, cross-regional inquiry to take place. With a new concept of ethnic xenophobia, this dissertation examines the determinants and causal mechanisms of ethnic xenophobic activity across developed and developing countries. I integrate studies of xenophobia and theories of ethnic threat to explain that political elites rely on structural dimensions of threat to convert native anxieties into ethnic xenophobia through the use of anti-migrant myths and symbols. Bystander programs aim to prevent personal violence, such as dating violence, sexual violence, sexual harassment, and stalking. They equip community members with skills to stop the violence before it happens by engaging in active bystander behaviors such as speaking up in potentially risky situations or supporting victims. Given that victimization and perpetration of personal violence, including co-occurrence, are common among youth, high schools have begun implementing bystander programs in recent years. State run public guardianship programs are legally mandated to provide custodial care for persons deemed incapacitated by the courts. Historically, the majority of state wards were elderly women residing in skilled nursing facilities. Today, those demographics are rapidly changing. This new incapacitated cohort has become less institutionalized, with a rising number of persons who have entered the program with criminal records and who continue to commit crimes.
