The United States Supreme Court has an uneasy relationship with openness: it complies with some calls for transparency, drags its feet in response to others, and sometimes simply refuses to go along. I argue that the Court’s position is understandable given that the internet age of fluid information and openness has often been heralded in terms that are antithetical to the Court’s operations. Even so, I also argue the Court actually has little to fear from greater transparency. Steps Toward A Socio-Technical Categorization Scheme For Communication And Information Standards, Joann Brooks, Anne W. Rawls

Socio-technical systems continue to grow larger and more complex, comprising increasingly significant portions of contemporary society. Yet systematic understanding of interrelationships between social and technological elements remains elusive, even as computers and information systems proliferate. In this paper, we draw on ethnomethodology to distinguish several different kinds of processes through which communication and information are constituted. We discuss the distinctive properties of each in an effort to develop systematic understanding of basic elements of socio-technical systems. In particular, we offer a basic categorization of communication and information standards, noting the constitutive importance of their accompanying social practices. Implications for theory …

Medvedev Vs. Putin In Kremlin-Sponsored Advertorials In The U.S. And India, Evhenia Viatchaninova

Exchange: The Journal of Public Diplomacy

This essay explores the image making of Vladimir Putin vs. Dmitri Medvedev in the Kremlin-sponsored advertorials the "Russia Now" and the "Russia India Report" circulated as free supplements to The Washington Post, and The Times of India, India, in 2011. Advertorial content mentioning each politician was analyzed using basic qualitative and quantitative techniques, and several image making messages highlighting Putin's vs. Medvedev's leadership were deduced. Both advertorials served as a platform for mediated public diplomacy aimed at influencing foreign publics' perceptions of Russia's leadership in the wake of a major presidential election.

Mexico & Venezuela: Losing The Soft Power Sweepstakes At The Polls, Rick Rockwell

Exchange: The Journal of Public Diplomacy

This research article compares how the public images of Venezuela and Mexico have been shaped by the presidential election cycle of 2012 in each country. The results show that political leaders in both countries seem much more concerned about domestic issues rather than projecting a more positive public diplomacy image. The paper focuses on the history and political culture of both countries, which inevitably frames how both dealt with negative international impressions resulting from the elections. Over thirty years of war and centuries of tribal and ethnic marginalization and centralization have left Afghanistan a nation both war-torn and in search of an identity. During the ten years of Operation Enduring Freedom, Coalition Forces and the Afghan government have tried to find ways to keep the nation's immense youth population away from insurgent influence. To date, the most effective method appears to be the implementation of sports diplomacy initiatives targeted at both the youth and female populations. With these government-run programs, Afghan youths and women are being offered an alternative to violence and respite from continued conflict. …

The Obama Effect In The Arab World, Ryan J. Suto

This paper tests the Obama Effect hypothesis with respect to the Arab world. The paper first presents popular uses of the term and then discusses the thin scholarly literature on the topic. For quantitative data, the paper uses longitudinal data from the Annual Arab Public Opinion Poll from 2004 to 2011, with supplemental data from the Pew Research Center. Furthermore, the paper analyzed data on the Arab Spring in the context of a possible Obama Effect and policy implications for the future of U.S. foreign policy. In Memoriam: Roderick Sprague, 1933-2012, Karlis Karklins

BEADS: Journal of the Society of Bead Researchers

An archaeologist, educator, and a pioneer in North American trade bead research, Dr. Roderick Sprague passed away in Moscow, Idaho, on 20 August 2012. A staunch supporter of the Society of Bead Researchers, he served as its president from 2004 to 2007, and chaired the Editorial Advisory Committee for a good number of years as well. He also contributed a number of useful articles, news items, and reviews to both the Society's publications. His moral support and the useful comments and suggestions he made concerning these publications will be sorely missed.
