Exchange: The Journal of Public Diplomacy

This study examines how India uses digital media to connect with its diaspora as part of its diaspora diplomacy. In order to analyze the strategy and its effectiveness, the study operationalized Cowan and Arsenault’s (2008) theoretical framework of three layers of public diplomacy – monologue, dialogue and collaboration – by identifying corresponding layers of social media components. The study draws a more distinctive line between dialogue and collaboration in digital strategies: dialogic entail relationship-building and knowledge sharing, while collaboration creates ownership, relationship transformation and knowledge creation. Soft power has become a popular foreign policy concept adopted by many different governments around the world, despite its lack of depth or broad applicability. The Russian government is among those eager adopters and has, over time, reconceptualized and transformed the concept to make it fit the Russian worldview and specific foreign policy objectives. The paper provides a critical examination of soft power as presented in the Russian official and academic discourse, and examines some of the key strategies serving as foundation for the Russian approach. SSE is contextualized against the background of recent developments: The liberalization of goods and capital flows world wide, continued industrialization, and the increased global division of labour. Glass Beads From Champlain's Habitation On Saint Croix Island, Maine, 1604-1613, James W. Bradley

One of the earliest French attempts at settlement in northeastern North America occurred on a small island in the St. Croix River along the Maine/New Brunswick border. Built under the auspices of Pierre Dugua, Sieur de Mons, and his young lieutenant, Samuel de Champlain, this settlement barely survived the winter of 1604-1605 and was abandoned the following summer. Given its clear historical association and brief occupation, the glass beads from St. Croix Island are an important archaeological marker for reconstructing French influence during the first decades of the 17th century. Hospital Treatment Rates And Spill-Over Effects: Does Ownership Matter?, Badi H. Baltagi, Yin -Fang Yen

This paper studies the effect of hospital ownership on treatment rates allowing for spatial correlation among hospitals. Competition among hospitals and knowledge spillovers generate significant externalities which we try to capture using the spatial Durbin model. Using a panel of 2342 hospitals in the 48 continental states observed over the period 2005 to 2008, we find significant spatial correlation of medical service treatment rates among hospitals. We also get mixed results on the effect of hospital ownership on treatment rates that depends upon the market structure where the hospital is located and which varies by treatment type.

This brief is about current suicide prevention interventions within the military. In policy and practice, practitioners should monitor the wellness of aging veterans and ensure that a support system exists for their veteran patients, while veterans should participate in social events with other veterans; the VA and DoD should implement programs to ensure that veterans have feelings of belongingness and the VA should monitor veterans' well-being for 2-3 years after service during transitions. Suggestions for future research include examining the communities and veteran service organizations that produce the most useful support for veterans with mental health problems.

This research describes the positive and negative affects of deployment on military families, such as resilience and depression respectively. The data shows that when military families establish strong and supportive relationships, they display more resiliency and tend to be active, optimistic, and self-reliant. These families would benefit from programs that focus on social stability and reducing the stigma associated with mental health care. Future research should focus on identifying the specific strengths and assets that help military children function well during a deployment, as well as studying these effects after deployment.

This thesis argues that geographers must consider sexuality and family together as integral parts of social life. Although sexuality already entered the lexicon of geography in the 1980s, and a burgeoning field of the geography of sexuality exists today, too often it is still considered peripheral in geographic scholarship. Similarly, family either remains consigned either as merely a place for social reproduction by studies of political economy, or is relegated entirely as an object of inquiry for only feminist geographers. "Housing first" is the new orthodoxy for homelessness policy in the United States, a program design expected to end homelessness once and for all. Unlike the traditional "treatment first" model, housing first places the most expensively homeless individuals immediately into an apartment (with treatment following). Although certainly different from the treatment first model due to its prioritization of housing, housing first remains a product of neoliberal poverty governance. Women's choirs have been perceived as less prestigious than and inferior to mixed choirs. There is a well-documented choral hierarchy in academia that favors mixed choirs above other choir types. This paper estimates a hedonic housing model based on flats sold in the city of Paris over the period 1990-2003. This is done using maximum likelihood estimation taking into account the nested structure of the data. Paris is historically divided into 20 arrondissements, each divided into four quartiers (quarters), which in turn contain between 15 and 169 blocks (îlot, in French) per quartier. This is an unbalanced pseudo-panel data containing 156,896 transactions. Despite the richness of the data, many neighborhood characteristics are not observed, and we attempt to capture these neighborhood spill-over effects using a spatial lag model. Using Likelihood …

Collaborative governance- or collaboration- has become increasingly important for the design and implementation of public policy in the United States. This dissertation explores concrete and unique policy-related benefits emerging from collaboration, and the processes by which they emerge.

Collaboration is defined broadly as "any interaction between two or more organizations undertaken with the intention to cooperate." This definition is applied in the context of water quality management, where the physical nature of watersheds and the lack of regulatory authority available to policy-makers leads to a variety of collaborative arrangements.

This dissertation is an ethnographic study of the experiences of Black eighth grade males attending an urban middle school dismantled in the midst of mandated educational reform in a Central New York school district. Some of the students were the victims of repeated school closures and were left behind because of a lack of space in other schools as a result of efforts to disperse students across the district. This study presents an in-depth, qualitative examination of dramaturgy in young adult interactions on the social networking sites, Facebook and Twitter. The dramaturgical perspective introduced by Erving Goffman in the study of sociology and symbolic interactionism is applied to a new media setting, wherein the interpersonal interactions of users are influenced by a mass media context.
