The problems pertaining to the reception of English law in Singapore are both numerous and complex. The academic literature generated in the local sphere alone is relatively large. It must, however, be conceded that, from apractical point of view, there has been very little interest or at least discussion. One cannot, of course, be sure about this observation, save for the very strong indication that takes the form of the overwhelming lack of litigation in the area, thus rendering it merely (so it appears) an academic monopoly. Welfare Implications Of Hdb Policy On The Public Housing Price Gradient, Sock Yong Phang

In Singapore, extensive government intervention in the housing market has resulted in much deviation from assumptions made in the simple neoclassical urban models. The monocentric model of urban structure is extended to incorporate a subsidized public housing market in which the government-determined price gradient is flatter than the private housing price gradients. The propositionthat the utility of public housing households varies inversely with residential location distance from the CBD is empirically tested by estimating net returns to public housing using resale market data. It was found that net returns decreased with distance from the CBD.

After the military massacre in Tiananmen Square on 4 June it came as no surprise that the nominated 'rioters and counter revolutionaries' would soon be paraded before the courts. Even in the People's Republic of China, where a formal criminal court structure is a comparatively recent addition to the social control framework, the trial process is being employed as an immediate state response to community disjuncture and political challenge.

This article, as its title suggests, surveys the historical background to the major criminal enactments of Singapore. As a subsidiary function, it also attempts to illustrate the possible ideology underlying the enactment of one particular statute, viz., the Penal Code - a possibility that might point the way toward broader conclusions as well as studies encompassing the role and function of the law in colonial Singapore from a more general point of view.

The advent of a variety of commercial and national remote-sensing satellites has eliminated a long-standing superpower monopoly on a key source of information about global events. As these systems proliferate, it will become increasingly difficult to maintain secrecy about certain sensitive activities. Nations other than the superpowers will be able independently to verify compliance with arms control accords, and to monitor global “hot spots.” These new capabilities both reflect and contribute to an inevitable diffusion of power among nations. Voting Behaviour In Singapore: A Preliminary Investigation From A Multi-Attribute Attitudinal Perspective, S. M. Leong, Chin Tiong Tan, K. C. Wong

The multi-attribute attitude model is employed to study voter behaviour in Singapore. Specifically, a set of beliefs of the personal attributes of political candidates considered important to voters was examined. Results indicated that such beliefs did predict voters' affective evaluation and intention to vote for a typical political candidate reasonably well. Implications of the findings are discussed and suggestions for future research provided.

This is the 1st attempt in modelling fertility, labor force participation and marriage rate using Japanese data. The authors use Butz and Ward's model and extend it to a simultaneous equation system as in the case of Winegarden. Although the estimates obtained by Full Information Maximum Likelihood and Three Stage Least Squares of the model are statistically significant, some of the signs of the estimates are not consistent to a priori predictions. The crux of the model is that an increase in the wages of men has an unambiguous positive effect on fertility, whereas an increase in wages of women …

Earth observation satellites, long a mainstay of U.S. intelligence-gathering, are now presenting new challenges for U.S. national security. The United States and the Soviet Union have long since reconciled themselves to being spied on by each other from space. Now, however, the advent of imaging satellite systems owned and operated by a variety of third parties, including governments other than the superpowers (France, Canada, the European Space Agency, India, and China) and private companies, is raising new concerns for U.S. peacetime foreign relations and military activities, and for crisis management and war- time operations. This article intends to analyse recent structural patterns, development problems and the reasons for rehabilitation of the urban private economy in the People’s Republic of China since 1978. The authors start from the thesis that the so-called “private sector” in China is not comparable with its “out”-differentiated counterpart in Western industrial countries, but is interlaced, in a complex way, with informal, partly illegitimate activities, interpersonal relation-networks (“guanxi”) or economic transactions of state/collective factories. Within the context of industrial restructuring, it is not uncommon to use terms, such as 'higher value-added per worker', or 'low or high value added activities', and 'high technology' industries. The present note attempts to use the theoretical work in the field of international trade to sharpen our understanding of the relationships among the concepts of value added per worker, capital accumulation, and technical progress. We show that for a large country, capital accumulation raises the real value added per worker in both industries. The Impact Of Cultural Patterns On Cognition And Intention In Singapore, Chin Tiong Tan, John U. Farley

Ethnicity of models used in advertisements and the advertised product's country of origin are manipulated experimentally to study how attitudes toward advertising and products lead to behavioral intention. A sample of Singaporean students' traditional Eastern values about family and conformity are also examined. Patterns of results for three products are consistent with theoretical predictions of cognitive processes, and attitude-intention links appear stronger than do those in similar tests in the West. Culture has mixed effect.

This note reexamines the general class of Sargan densities analyzed by Goldfeld and Quandt (1981), Kafei and Schmidt (1985), and others in the context of approximating normal densities in certain econometric models. It suggests a third-order Sargan density which complies with the Goldfeld and Quandt criteria, is unimodal, and is the best approximation to the normal for orders less than or equal to 3. Some errors in Goldfeld and Quandt paper are corrected.

This paper provides an analytical study of linear regressions involving the levels of economic time series. An asymptotic theory is developed for regressions that relate quite general integrated random processes. This includes the spurious regressions of Granger and Newbold (1974) and the recent cointegrating regressions of Granger and Engle (1985). An asymptotic theory is developed for the regression coefficients and for conventional significance tests. It is shown that the usual t- and F-ratio test statistics do not possess limiting distributions in this context but actually diverge as the sample size T ↑ ∞. This article deals with some problematic aspects of the general reception of English law in Singapore. It examines, first, the concept of the 'cut-off' date for statutes and the common law. The second substantive part deals with the concepts of suitability and modification, analysing their theoretical cogency as well as their application in the local context. The third and final part of the article examines the relationship between reception and stare decisis, indicating and examining potential contradictions as well as other allied issues.

Examined the possibility that distinct languages are capable of exerting language-specific effects on people's impressions of and memory for other individuals. Parallel English- and Chinese-language descriptions were created of 2 characters exemplifying personality schemas with economical labels in English but not in Chinese, and 2 characters exemplifying personality schemas with economical labels in Chinese but not in English. Three groups of 12 undergraduates participated as Ss-English monolinguals, Chinese-English bilinguals who read and responded in English, and Chinese-English bilinguals who read and responded in Chinese. The discipline of criminology has been dominated since the turn of the century by an explanatory paradigm' known as 'positivism'. The distinctive features of that paradigm have been both substantive and methodological. On the substantive side 'positivist criminology' has been marked by a commitment to the explanation of criminal behaviour (and deviance generally) in terms of characteristics of the individual. Thus positivist criminology has been notable for its explanations of criminal behaviour in terms of gross bodily features, patterns of child-rearing, genetic defect, and idiosyncratic personality traits.
