A Bayesian Decision Approach For Sample Size Determination In Phase Ii Trials, Denis H. Y. Leung, You-Gan Wang

Stallard (1998, Biometrics54, 279–294) recently used Bayesian decision theory for sample-size determination in phase II trials. His design maximizes the expected financial gains in the development of a new treatment. However, it results in a very high probability (0.65) of recommending an ineffective treatment for phase III testing. On the other hand, the expected gain using his design is more than 10 times that of a design that tightly controls the false positive error (Thall and Simon, 1994, Biometrics50, 337–349). Stallard's design maximizes the expected gain per phase II trial, but it does not maximize the rate of gain or …

As a mechanism for shareholder control of corporate wrongs and thus as a tool of corporate governance, the statutory derivative action has had much international attention given to it, particularly in the last 10 years. Singapore introduced its statutory derivative action in 1993 and since then, there have been two reported cases in which the action was invoked. In this paper, I consider the Singapore derivative action as contained in sections 216A and 216B of the Singapore Companies Act. Do Stock Returns Follow A Finite Variance Distribution?, Q. M. Shao, H. Yu, Jun Yu

In this paper we propose a test statistic to discriminate between models with finite variance and models with infinite variance. The test statistic is the ratio of the sample standard deviation and the sample interquartile range. Both asymptotic and finite sample properties of the test statistic are discussed. We show that the test has good power properties against infinite-variance distributions and has small size distortions in finite samples. The statistic is applied to compare the competing models for S&P 500 index returns. Our test cannot reject most distributions with finite variance for both a pre-crash sample and a post-crash sample, …

Many commentators have extolled the virtues of new information and communication technologies (ICTs) in reducing poverty and improving the quality of life. While such arguments have been used before in relation to many predecessor technologies, including other earlier communications technologies, the promise has often floundered. This paper attempts to provide a more balanced analysis of the question, by exploring the linkages between the new ICTs and poverty reduction. The question of the state's role in the control of sponsorship of education is addressed in the light of liberal political principles designed to keep peace and enforce toleration in culturally diverse societies. Some contemporary, self-described liberal philosophers argue for a much more substantial educational role for the state than liberal principles will really allow. Brian Barry's argument for that role assumes that the state can prescribe answers to controversial questions regarding the truth and the good life in which a truly liberal state would take no interest. Social Logic As Business Logic: Guanxi, Trustworthiness And The Embeddedness Of Chinese Business Practices, Wai Keung Chung, Gary Hamilton

This chapter explores the nature of Chinese business practices by looking at their social foundations. We argue that the use of an inter-subjective logic based on the norms of social relationships provides an institutional foundation for economic transactions in Chinese business settings. The logic of social relationships-or what we call guanxi logic-is embedded in daily practices of the Chinese business community. Rather than making economic decisions less "economic", relational rules embedded in guanxi places interpersonal business transactions within a prescriptive framework, thereby increasing the calculability of economic outcomes. Guanxi logic is, therefore, a socially meaningful way to enhance economic rationality. …

To find out how the representations of structured visual objects depend on the co-occurrence statistics of their constituents, we exposed subjects to a set of composite images with tight control exerted over (1) the conditional probabilities of the constituent fragments, and (2) the value of Barlow's criterion of "suspicious coincidence" (the ratio of joint probability to the product of marginals). We then compared the part verification response times for various probe/target combinations before and after the exposure. For composite probes, the speedup was much larger for targets that contained pairs of fragments perfectly predictive of each other, compared to those …

The electoral system adopted by Hungary in 1989 represents a monument to the potential for institutional design through bargaining to produce complex yet stable institutions. The key compromise reached during this bargaining process was the decision to use a mixed-member system, electing a roughly even number of representatives from both majoritarian single-seat districts (SSDs) and from multi-seat, list proportional representation (PR) districts. This decision established Eastern Europe's first mixed-member electoral system, a format that was to become common in post-communist electoral systems. Linguistic Gender Is Related To Psychological Gender: The Case Of Chinese Characters, Yuk-Yue Tong, Chi-Yue Chiu, Ho-Ying Fu

Past research (Ervin, 1972; Konishi, 1993) suggests that a noun's linguistic gender is not just an arbitrary, semantically-empty linguistic category. Rather it may connote masculine or feminine properties, and thus can subtly influence responses to the noun and its referent. The present study extended this research by exploring how gendered radicals of nonsense Chinese characters might affect the characters' connotations. The results showed that when an unfamiliar Chinese character is encountered, meaning interpretation can be affected by the meaning of the radicals. The external debt position of a country often lies at the heart of her financial crisis. While it is well-known that indebtedness and in particular a surge in short-term debts often precipitate a debt crisis that is often made worse by runs on a country’s foreign exchange, the reasons why a country takes a particular debt position is rarely formally explained. This paper investigates the long-term determinants of international indebtedness, the time-rates of change of indebtedness, and a nation’s short- to long term debt ratio. In this brief article I identify and characterize the variety of simulation methodologies relevant to political science research. Having identified them, I then recount a light-hearted tale of one successful application of a computer simulation to a real world problem of enormous significance. Extending the discussion to other examples, I discuss some of the main issues and benefits in simulation models for political science. Finally, I identify some software tools and additional resources for those who would like to learn more about using simulation methods for their own work.

Despite the importance of interpersonal influence processes in computer-mediated communication (CMC) environments, the emergence and functioning of leaders in CMC settings remains unstudied. An initial model and propositions address the possible extension of selected leadership models beyond face-to-face (FTF) communications and into the non-face-to-face CMC environment. We (1) model relevant variables for CMC leadership, (2) briefly review the implications of selected leadership models regarding these CMC variables, and (3) extend leadership models into the CMC sphere.

Health care systems do not exist in isolation, but rather, as part of the larger social and cultural mosaic. In particular, perceived attitudes are major obstacles in health promotion exercises. This problem is especially true for non-white populations where little is known about the prevailing social and cultural perceptions towards western biomedical prescriptions. To further our understanding of Asian women's acceptance of mammograms, three attitudinal indexes are conceptualised, constructed and validated. We study the finite-sample accuracy and average length of pointwise confidence intervals for impulse responses in vector autoregressive models with many variables and many lags. Our results complement existing simulation evidence based on much simpler bivariate models.

This paper reviews the general Bayesian approach to parameter estimation in stochastic volatility models with posterior computations performed by Gibbs sampling. The main purpose is to illustrate the ease with which the Bayesian stochastic volatility model can now be studied routinely via BUGS (Bayesian inference using Gibbs sampling), a recently developed, user-friendly, and freely available software package. It is an ideal software tool for the exploratory phase of model building as any modifications of a model including changes of priors and sampling error distributions are readily realized with only minor changes of the code. A Monte Carlo Investigation Of Some Tests For Stochastic Dominance, Yiu Kuen Tse, Xibin Zhang

This paper compares the performance of several tests for stochastic dominance up to order three using Monte Carlo methods. The tests considered are the Davidson and Duclos (2000) test, the Anderson test (1996) and the Kaur, Rao and Singh (1994) test. We find that the Davidson-Duclos test appears to be the best. The Kaur-Rao-Singh test is overly conservative and does not compare favorably against the Davidson-Duclos and Anderson tests in terms of power.

Patriarchy And Pragmatism: Ideological Contradictions In State Policies, Lily Kong, Jasmine S. Chan

Theories concerning the state sometimes treat it as a rational system. This paper raises questions about this assumption by examining the coherence of the ideological frameworks underlying state policies in Singapore. The contradictions are shown most clearly when state policies deal with gender issues, especially where they concern women. Through an examination of such policies, we show that, under some conditions, state patriarchy may be subverted by the state's capitalistic developmental considerations. The debate between Hans-Georg Gadamer and Jürgen Habermas provides a fresh perspective from which Confucian philosophy may be approached. In this paper, focusing on the Lunyu (Analects), I argue that the sayings of Confucius reflect an essentially 'conservative' orientation, finding in tradition a reservoir of insight and truth. There is a critical dimension to it in that ethical reflection and self-cultivation would enable the individual to challenge particular claims of tradition. However, can self-cultivation transcend tradition as a whole and enable the individual to effect radical change? Although the use of trademarks in China can be traced back over one thousand years (Liu's needle shop with the "white rabbit" mark ca. A.D. 960-1126), a statutory regulation of trademarks was not undertaken until very late in the Qing dynasty, and this only happened due to foreign pressure.' In 1904, the British Herd helped draft the "Shang Piao Chu Ts'e Shih Pan Chang Ch'eng," which never took effect.2 In 1923, the government promulgated the Trade Mark Act and in 1927 the "Ch'iian Kuo Chu Ts'e Chii Chu Ts'e T'iao Li."3 In 1930, the "New Trade Mark Act," 4 which …

In this paper, I examine the role of cultural policy in a newly industrialised economy, which is at the same time a state with a short history and only nascent beginnings in nation-building and efforts to construct a distinctive cultural identity. Using Singapore as the site of analyses, develop an understanding of the intersection between the economic and socio-cultural agendas behind cultural development policies.
