Local Successes In Encouraging Participatory Irrigation Management: Policy Lessons From Indonesia, Jacob I. Ricks, Sigit Supadmo Arif

Despite decades of promotion, efforts to encourage participatory irrigation management often falter. Nowhere is this more true that on the island of Java, Indonesia where multiple programmes and millions of dollars have resulted in few effective water user associations. Even so, pockets of participatory success exist. We present findings from one locally developed water user association training programme found in Yogyakarta, Indonesia that has experienced relative success in encouraging farmer participation. We then derive policy lessons from this case.

Few rights that are guaranteed by constitutions and bills of rights are expressed to be absolute. In many jurisdictions, the legislature is permitted to impose restrictions on rights for specified reasons and under particular conditions. However, constitutional or bill of rights text often do not expressly indicate how the courts should determine that applicants’ rights have been legitimately restricted. To this end, courts in jurisdictions such as Canada and the United Kingdom have adopted the European doctrine of proportionality. We discuss global climate mitigation that builds on existing unilateral measures to cut emissions. We document and discuss the rationale for such unilateral measures argue that such measures have the potential to generate positive spillover effects both within and across countries. In a simple dynamic model of learning we show that while single countries on their own may never get to the point of switching completely to low emission activities, a learning process with positive spillovers across nations is more likely to deliver a global switch to low emissions. Estimation Of High-Frequency Volatility: An Autoregressive Conditional Duration Approach, Yiu Kuen Tse, Thomas Tao Yang

We propose a method to estimate the intraday volatility of a stock by integrating the instantaneous conditional return variance per unit time obtained from the autoregressive conditional duration (ACD) model, called the ACD-ICV method. We compare the daily volatility estimated using the ACD-ICV method against several versions of the realized volatility (RV) method, including the bipower variation RV with subsampling, the realized kernel estimate, and the duration-based RV. Our Monte Carlo results show that the ACD-ICV method has lower root mean-squared error than the RV methods in almost all cases considered. This article has online supplementary material.

An Evolutionary Analysis Of Turnout With Conformist Citizens, Massimiliano Landi, Mauro Sodini

We propose an evolutionary analysis of a voting game where citizens have a preference for conformism that adds to the instrumental preference for the electoral outcome. Multiple equilibria arise, and some generate high turnout. Simulations of best response dynamics show that high turnout is asymptotically stable if conformism matters but its likelihood depends on the reference group for conformism: high turnout is more likely when voters care about their own group's choice, as this better overrides the free rider problem of voting games. Comparative statics on the voting cost distribution, the population's size or the groups' composition are also done.

Does Paying For Online Product Reviews Pay Off? The Effects Of Monetary Incentives On Content Creators And Consumers, Andrew Stephen, Yakov Bart, Christilene Du Plessis, Dilney Goncalves

We show that although incentivizing product reviews results in more helpful content, disclosing payment lowers review consumers’ product quality expectations. This effect occurs because disclosure induces doubt in product quality and persists when more objective information is available, irrespective of disclosure specificity, across product categories and even after product trial.

A rapidly growing area in political science has focused on perfecting techniques to treat politicaltext as ‘data’, usually for the purposes of estimating latent traits such as left–right political policypositions.1 More traditional approaches have applied classical content analysis to categorize sub-unitsof political text, such as sentences in manifestos. Prominent examples of this latter approach includethe thirty-year old Comparative Manifestos Project and the Policy Agendas Project.2 ‘Text as data’approaches use machines to convert text to quantitative information and use statistical tools to makeinferences about characteristics of the author of the text. The term “transit desert” is a new concept that looks at the gap between level of transit service (supply) and needs of a particular population (demand). These populations are often referred to as “transit dependent,” people that are too young, too old, or too poor or who are physically unable to drive. “Transit deserts” in this case are defined as areas that lack adequate public transit service given areas containing populations that are deemed transit-dependent. Objectives. We explored new ways to identify food deserts. Methods. We estimated physical and economic access to supermarkets for 5 low-income groups in Seattle–King County, Washington. We used geographic information system data to measure physical access: service areas around each supermarket were delineated by ability to walk, bicycle, ride transit, or drive within 10 minutes. We assessed economic access by stratifying supermarkets into low, medium, and high cost. Combining income and access criteria generated multiple ways to estimate food deserts. Results. How does rural China’s political economy determine the motivations and constraints that drive small farmers and agribusiness companies into contract farming and shape its practice and impact? This paper identifies three distinctive features of contract farming in China—varied impact on rural inequality, unstable contractual relations, and lack of competitiveness with other alternatives—and proposes tentative explanations with three features in rural China’s political economy: strong collective institutions, active state support for agriculture, and strong domestic markets. The twentieth century has seen its share of Vietnamese diasporas and migratory flows. In France alone, one counts six different Vietnamese diasporas, each unique in its composition, motivation, politics, and length of stay in France. As in the First World War, the Vietnamese Second World War diaspora was unique in that its migration was meant to be temporary (for the duration of the war only), organized by the French imperial nation-state that largely requisitioned rather than attracted labor, and in that the migrants were exclusively male. Facebook has become a widely used online self-representation and communication platform. In this research, we focus on emotional disclosure on Facebook. We conducted two studies, and results from both self-report and observer rating show that individuals are more likely to express positive relative to negative emotions and present better emotional well-being on Facebook than in real life. Our study is the first to demonstrate impression management on Facebook through emotional disclosure. We discuss important theoretical and practical implications of our study.

Since May 2011, the EU has crafted one of its most far reaching and sophisticated sanctions operations in support of the anti-regime protests against the current regime in Syria. This article examines the measures wielded by the EU, its expected impact and its implications for the EU's relations with its global partners. While seriously undermined by the lack of support of Russia, the sanctions are having a noticeable economic impact. Yet, the choice of measures is ill-suited to stop the bloodshed. The sanctions have also served to (re)define partnerships with other powers, both in the Middle-East and globally.

As law firm internships provide law students with their first substantial encounters with lawyers, in situations where they are especially eager to impress, a project was undertaken to examine the impact of private law firm internships on the professional identities of future lawyers. Fifty-two volunteers from the Singapore Management University, which mandates 10 weeks of internships with approved partners, were surveyed. Most had done corporate or civil litigation work at local firms in Singapore. The findings of this research project were presented at the fifth International Legal Ethics Conference, held in Canada in July.
