In a commentary, SMU Associate Professor of Law and former Nominated Member of Parliament Eugene Tan noted that with just 23 months left in the 12th Parliament's five-year term, the next polls, which will have to be held by Jan 9, 2017, promise to be the watershed general election. He also commented that it will almost certainly be a straight fight between the ruling People's Action Party and the Workers' Party, providing some indication of whether Singapore is evolving from a one-party dominant to a two-party political system.

This article presents a theory on the endogenous choice of education policy and the two-way causal relationship between trade and education systems. A country’s education system determines its talent distribution and comparative advantage; the possibility of trade by raising the returns to the sector of comparative advantage in turn induces countries to further differentiate their education systems and reinforces the initial pattern of comparative advantage. Specifically, the Nash equilibrium choice of education systems by two countries interacting strategically are necessarily more divergent than their autarky choices, and yet less than what is socially optimal for the world.

Mutual Funds And Information Diffusion: The Role Of Country-Level Governance, Chunmei Lin, Massimo Massa, Hong Zhang

We hypothesize that poor country-level governance, which makes public information less reliable, induces fund managers to increase their use of semipublic information. Utilizing data from international mutual funds and stocks over the 2000-2009 period, we find that semipublic information-related stock rebalancing can be five times higher in countries with the worst quality of governance than in countries with the best. The use of semipublic information increases price informativeness but also increases information asymmetry and reduces stock liquidity. It also intensified the price impact and liquidity crunch during the recent global financial crisis.

A time-varying autoregression is considered with a similarity-based coefficient and possible drift. It is shown that the random-walk model has a natural interpretation as the leading term in a small-sigma expansion of a similarity model with an exponential similarity function as its AR coefficient. Consistency of the quasi-maximum likelihood estimator of the parameters in this model is established, the behaviours of the score and Hessian functions are analysed and test statistics are suggested. I study the effect of chief executive officer (CEO) optimism on CEO compensation. Usingdata on compensation in US firms, I provide evidence that CEOs whose option exercisebehavior and earnings forecasts are indicative of optimistic beliefs receive smaller stockoption grants, fewer bonus payments, and less total compensation than their peers. Thesefindings add to our understanding of the interplay between managerial biases andremuneration and show how sophisticated principals can take advantage of optimisticagents by appropriately adjusting their compensation contracts.

Central place theory is a key building block of economic geography and an empirically plausible description of city systems. This paper provides a rationale for central place theory via a dynamic programming formulation of the social planner's problem of city hierarchy. We show that there must be one and only one immediate smaller city between two neighboring larger-sized cities in any optimal solution. If the fixed cost of setting up a city is a power function, then the immediate smaller city will be located in the middle, confirming the locational pattern suggested by Christaller. Allocative Efficiency, Mark-Ups, And The Welfare Gains From Trade, Thomas J. Holmes, Wen-Tai Hsu, Sanghoon Lee

This paper develops an index of allocative efficiency that depends upon the distribution of mark-ups across goods and is separable from an index of standard Ricardian gains from trade. It determines how changes in trade frictions affect allocative efficiency in an oligopoly model of international trade, decomposing the effect into the cost-change channel and the price-change channel. Formulas are derived shedding light on the signs and magnitudes of the two channels. In symmetric country models, trade tends to increase allocative efficiency through the cost-change channel, yielding a welfare benefit beyond productive efficiency gains. The importance of multimedia travel guide search and recommender systems has led to a substantial amount of research spanning different computer science and information system disciplines in recent years. The five core research streams we identify here incorporate a few multimedia computing and information retrieval problems that relate to the alternative perspectives of algorithm design for optimizing search/recommendation quality and different methodological paradigms to assess system performance at large scale. Historical traffic information is valuable for transportation analysis and planning, as well as for route search services. In view of these applications, we propose the k traffic-tolerant paths problem (TTP) on road networks, which takes a source-destination pair and historical traffic information as input, and returns k paths that minimize the aggregate (historical) travel time. Unlike the shortest path problem, the TTP problem has a combinatorial search space that renders the optimal solution expensive to compute. We propose an exact algorithm and a heuristic algorithm for this problem. Experiments on real traffic data demonstrate the effectiveness of TTP paths and …

The Singapore Management University started implementing a new solution for Integrated Research Information System (IRIS) in April 2014. Project background and some success factors is covered. IRIS would replace existing silo in-house systems. The key objective of IRIS is to have one system that takes care of ethics, research project management, grant management, publications and reporting. During the IRIS project implementation, the tasks performed included mapping of existing fields to the new IRIS and loading of existing data to IRIS test system. New workflows and some re-configuration of the default system were proposed.

Since its independence from British rule in 1948, Myanmar has struggled with multiple obstacles, including a series of violent internal ethnic and sectarian conflicts, isolationist fiscal policies instituted by an increasingly distrustful military government and international sanctions and condemnation following government crackdowns in 1988 and 2007. In spite of all these setbacks, President Thein Sein’s decision in 2011 to liberalise the country’s political and economic systems has created a new wave of optimism for what was once commonly regarded as a failed state.

Once a relatively sleepy agrarian kingdom, Cambodia has experienced some of the most horrific violence since the close of the Second World War. Between 1970 and 1999, the country was the victim of both a brutal civil war as well wider regional conflicts. The Khmer Rouge seizure of power in 1975 brought four years of forced collectivisation and mass killings that have haunted the Cambodian psyche ever since. The decade of Vietnamese occupation that followed only further exacerbated the country’s massive humanitarian problems. When the United Nations Transitional Authority in Cambodia (UNTAC) exited after elections in 1993, it left behind …

The literature on directed forgetting – which refers to forgetting the specified information intentionally – has almost exclusively focused on either emotional words or pictures. Consequently, little is known about the impact of facial stimuli that demand more complex cognitive processing than words or pictures. A pilot study was conducted to obtain norm ratings on 152 facial images portraying neutral, happy and angry emotions. From this set of facial stimuli, 96 faces were selected for the main study. Previous research examining sex differences in negotiation revealed conflicting evidence for its presence. This could be due to the lack of consideration of having a business identity on top of having a gender identity. This suggests the importance of examining how female businesspersons integrate their female and business identities using the construct of gender-professional identity integration (G-PII). The purpose of Study 1 was to develop a measure for G-PII by adapting and validating from existing items from past bicultural identity integration research. Microblogs present an excellent opportunity for monitoring and analyzing world happenings. Given that words are often ambiguous, entity linking becomes a crucial step towards understanding microblogs. In this paper, we re-examine the problem of entity linking on microblogs. We first observe that spatiotemporal (i.e., spatial and temporal) signals play a key role, but they are not utilized in existing approaches. Thus, we propose a novel entity linking framework that incorporates spatiotemporal signals through a weakly supervised process. Using entity annotations1 on real-world data, our experiments show that the spatiotemporal model improves F1 by more than 10 points over existing systems. …

Using the modified Dimensional Change Card Sort task, we examined the influence of positive affect on task switching by inspecting various markers for the costs, including restart cost, switch cost and mixing cost. Given that the executive-control processes that underlie switching performance—i.e., inhibition or shifting—are distinct from the component processes that underlie non-switching performance—i.e., stimulus evaluation, resource allocation or response execution—we hypothesised that if positive affect facilitates task switching via executive-control processes, rather than via component processes, positive affect would reduce both switch and restart costs, but not mixing cost, because both switch and restart costs rely on executive processes, …

Why do some terrorist organizations, but not others, adopt suicide bombing as a tactic? Dominant accounts focusing on organizational capacity, ideology, and efficacy leave certain elements of the phenomenon unexplained. The authors argue that a key factor that influences whether a terrorist organization does or does not adopt suicide terrorism is cultural resonance. This is the idea that deep and specific cultural logics, which transcend religion and nationalism, enable and constrain the sorts of instrumental behaviors that can be utilized in the pursuit of group goals. Based on the instrumental account of emotion regulation (Tamir, 2005), the current research seeks to offer a novel perspective to theemotions–creativity debate by investigating the instrumental value of trait-consistent emotions in creativity. We hypothesize that emotionssuch as worry (vs. happy) are trait-consistent experiences for individuals higher on trait neuroticism and experiencing these emotions can facilitate performance in a creativity task. In 3 studies, we found support for our hypothesis. First, individuals higher in neuroticism had a greater preference for recalling worrisome (vs. happy) events in anticipation of performing a creativity task (Study 1). The shooting in Ottawa on 22 October 2014 has uncovered the remarkable way that the Canadian state remains theologically constituted. In some ways, this is a relatively uncontroversial argument. The White House press conference immediately following the attacks made a link between the Canadian support for military action against the Islamic State and the deaths of both Warrant Officer Patrice Vincent on October 20 in Quebec and Cpl. A riot involving hundreds of foreign labourers broke out in Little India, Singapore, on 8 December 2013. Only the second riot to occur in more than 40 years in fairly tranquil Singapore, the damage was extensive as rioters destroyed police and emergency vehicles and even injured dozens of police and civil defence personnel. The authorities only needed a few days to complete the investigations and shortly after, some of the alleged rioters were arrested and charged, while some of them were repatriated. The swiftness of the entire process prompted harsh criticism from international and local human rights groups, who claimed …

The rise of a non-democratic China as the world ‘s second largest economy, still officially subscribing to Communism or ‘Socialism with Chinese characteristics’ as its ideology1, has raised the spectre of the return of the Cold War to Asia with the United States and China on opposing sides, with China backed by Russia, its former Cold War ally.
