We investigate the influence of offline friendship in three specific areas of Twitter networking behaviors: (a) network structure, (b) Twitter content and (c) interaction on Twitter. We observe some interesting findings through the empirical analysis of 2193 pairs of users who are online friends. When these pairs of users know each other offline, they are more likely to (1) respond to the online gesture of friendship from their friend, (2) share mutual online friends, (3) distribute and gather information in their friend’s Twitter network, (4) pay attention to their friend’s tweets, (5) post tweets that might be of interest to …

Social media users make decisions about what content to post and read. As posted content is often visible to others, users are likely to impose self-censorship when deciding what content to post. On the other hand, such a concern may not apply to reading social media content. Detecting occupancy of seats in library is important for librarians to check seats’ usage, and for students to find available seats in crowded time. In our prior work [1], we presented in-lab micro benchmarks to show feasibility of capacitive sensing for seat occupancy detection. Due to the proliferation of online social networks (OSNs), users find themselves participating in multiple OSNs. These users leave their activity traces as they maintain friendships and interact with other users in these OSNs. In this work, we analyze how users maintain friendship in multiple OSNs by studying users who have accounts in both Twitter and Instagram. Specifically, we study the similarity of a user's friendship and the evenness of friendship distribution in multiple OSNs. A recent exploratory study on the collaborative urban logistics in Singapore suggests that cost reduction and privacy preservation are two main drivers that would motivate the participation of carriers in consolidating their last mile deliveries. With Singapore's mild restrictions on the vehicle types or the time windows for the last-mile delivery, we believe that with proper technology in place, an Urban Consolidation Center like the Tenjin Joint Distribution System in Fukuoka Japan may be implemented to achieve cost reduction with some degree of privacy preservation. Geotagged social media is becoming highly popular as social media access is now made very easy through a wide range of mobile apps which automatically detect and augment social media posts with geo-locations. In this paper, we analyze two kinds of location-based patterns. The first is the association between location attributes and the locations of user tweets. The second is location association pattern which comprises a pair of locations that are co-visited by users. Of all the countries identified as rising powers on the world stage, Brazil appears to have drawn considerable economic and political strength from its engagement with various forms of regionalism during the expansionist years when Lula was president. Whether by helping create a local, intra-regional entity (Mercosul) or, later, proposing a continental one (UNASUL), Brasilia appeared to have the capacity to further its own economic and political interests by generating cooperative interactions with its smaller neighbors. One Swallow Does Not Make Spring: A Critical Juncture Perspective On The Eu Sanctions In Response To The Arab Spring, Andreas Boogaerts, Clara Portela, Edith Drieskens

This article examines to what extent the Arab Spring constitutes a critical juncture – a major turning point – for the EU’s sanctions policy towards Egypt, Libya, Syria and Tunisia. Based on a multidimensional critical juncture operationalization, we find that the Arab Spring only constitutes such a turning point for the EU’s sanctions policy towards Syria. Both the level and nature of measures differ substantially from previous years. By contrast, the EU’s sanctions practice towards Libya, Egypt and Tunisia shows more resilience. More generally, changes in the nature of the measures are prominent, whereas changes in the level of the …

Twenty years after South Africa's democratisation, Nelson Mandela's passing has prompted scholars to examine his legacy in various domains. Here we take a look at his legacy in education discourse. Tracing Mandela's thoughts and pronouncements on education we find two major emphases: a view of education as a practical means to economic development, and education as a means to social justice, human rights, and democracy. Assessing the legacy of these twin emphases, we conducted qualitative and quantitative content analysis of turning point documents in education policy and annual reports from the respective South African ministries of education over the last …

Group members often over-weigh shared information and under-value unique information during discussions to the detriment of decision quality. Fortunately, perceiving other group members as receptive to dissenting opinions may enhance information sharing. We distinguish between two ways of expressing opinion-differences about tasks-debates and disagreements-that we predict are perceived by others as conveying varying degrees of receptivity to dissenting opinions. In four studies with mixed methods and a causal chain design, we manipulate and measure group members' (the "senders") expressions of debates and disagreements, others' (the "receivers") perceptions of the senders' receptivity to dissenting opinions, and receivers' information sharing intentions and …

Debates over the Fukushima Daiichi Nuclear Disaster pointed to a set of institutional and organizational failures in Japan’s nuclear regulation as a primary cause of the disaster. While the Japanese government has implemented reforms to strengthen nuclear regulation, I argue that these reforms have largely left out the education system as a key institution that produces and distributes expertise necessary for nuclear regulation. First, the Japanese education system has traditionally produced only a small number of experts in the fields related to nuclear regulation, aligned top-ranked experts with the pro-nuclear government, and weakened the civil society’s capacity to mobilize counter-experts. …

本文试图延续农业政治经济学领域有关南亚、东南亚农业转型的研究传统,侧重于从国家干预的视角解释当前中国农业转型的逻辑。国家干预塑造农业转型的具体形态发生在税费改革前后农业治理体系转型的大背景下,农业治理转型表现为政府与市场的边界、国家与农民的关系以及农业治理的组织费用发生重大变化,这使得以项目化为表现形式、以农业现代化为政策目标的国家干预行为与分散的、数量众多的小农户打交道时治理成本高昂,农业管理部门越来越倾向于通过扶持龙头企业、种粮大户、家庭农场、合作社等规模经营主体以降低政策执行成本,故而规模经营主体成为国家农业政策的接应主体和政策具体执行的代理人。这个代理人的培育过程,正是中国农业转型的推进过程。

Building Participatory Organizations For Common Pool Resource Management: Water User Group Promotion In Indonesia, Jacob I. Ricks

States are increasingly striving to create participatory local organizations for joint management of common pool resources. What local conditions determine success of such state efforts? What effect do these efforts have? Drawing on controlled comparisons between three districts in Indonesia and an original survey of 92 water user groups, I demonstrate that local political contexts condition the effectiveness of participatory irrigation policies. When irrigation is politically salient, local politicians pressure bureaucrats to better engage with farmers. The data also show that training programs are not as effective at increasing water user organization activity as frequent contact between bureaucrats and farmers.

Advocates of restricted immigration usually make an exception for refugees who are described as having special claims to admission on humanitarian grounds. This chapter raises doubts about the plausibility of the distinction between refugees and economic or other non-humanitarian migrants. It argues that the distinction is difficult to draw conceptually and that the institutions designed to serve the interests of refugees in fact aim to limit their capacity to move despite claims that they are intended to serve refugee interests. Urban greenery is a favoured approach applied towards reducing urban warmth and climate discomfort, but ascertaining its measured and perceived effectiveness in tropical climates is relatively understudied. To this end, we investigated microclimate differences within an urban park (the Singapore Botanic Gardens) to assess if variations in plot-scale land cover affect both objective (measured) and subjective (surveyed) microclimate data. Over two monsoonal seasons, we obtained data from four distinct sites—a tropical rainforest stand, a palm tree valley, a water-body feature, and the park visitors’ centre. People process emotional information using visual, vocal, and verbal cues. However, emotion management is typically assessed with text based rather than multimedia stimuli. This study (N=427) presents the new multimedia emotion management assessment (MEMA) and compares it to the text-based assessment of emotion management used in the MSCEIT. The text-based and multimedia assessment showed similar levels of cognitive saturation and similar prediction of relevant criteria. Results demonstrate that the MEMA scores have equivalent evidence of validity to the text-based MSCEIT test scores, demonstrating that multimedia assessment of emotion management is viable. Despite public programs to promote healthy eating among populations in developed and developing countries, the increase in obesity as a result of poor dietary patterns continues to persist. As food advertising has been implicated for contributing to this global health challenge, this study aims to provide empirical evidence on food advertising in a broader global context, across economically and culturally different nations. The purposes of this paper are to introduce the concept of perceived emotional demands-abilities (ED-A) fit and develop theory about how it relates to other fit perceptions as well as employee well-being and performance outcomes. ED-A fit is defined as the perceived congruence or match between the emotional demands of the job and one's abilities to meet those demands. In two studies using occupationally diverse samples from Western and Eastern cultures, we empirically distinguished perceived ED-A fit from other fit perceptions (i.e. person-organisation, demands-abilities, needs-supplies, person-group, person-supervisor). In 2012, Singapore amended its Misuse of Drugs to give courts hearing capital drug trafficking cases the discretion to replace the default death penalty with life imprisonment and caning, provided that the accused person can show that he was merely a drug courier and the prosecution certifies that he had substantively assisted the authorities in disrupting drug trafficking activities. Court Alternative Dispute Resolution (“ADR”) has its origins in a 1994 pilot project in the Subordinate Courts (as it was known then) to have selected District Judges assist in resolving civil disputes using ADR processes. Within two decades, Court ADR has been extended to the entire gamut of cases filed in court, including civil claims, minor criminal offences and family disputes. This article is the first empirical study investigating the corporate reorganisation of Chinese domestically-listed companies. Through examining these cases, it challenges the assertion made by most of these corporate reorganisation plans and by Chinese state-run media reports that creditors and general public shareholders were the major beneficiaries. Through an analysis of the data generated from all forth-three such cases, this articles reveals that: First, unsecured creditors could have, on average, received 61.37% more of their claims if the fundamental value distribution principle, the absolute priority norm, could have been complied with in these reorganisations; Second, if the general-public-shareholder-protection scheme issued …
