The plaintiff in Tan Bee Hock v F G Builders Pte Ltd was riding a motorbike when he skidded on a metal plate placed by the defendantat the entrance to a condominium. The plaintiff sued for his injuries in negligence, nuisance, and breach of statutory duty. On the facts, Kannan Ramesh JC (as his Honour then was) found that there was nothing unsafe about the metal plate and dismissed the claims in nuisance and negligence. Many object localization applications need the relative locations of a set of objects as oppose to their absolute locations. Although many schemes for object localization using radio frequency identification (RFID) tags have been proposed, they mostly focus on absolute object localization and are not suitable for relative object localization because of large error margins and the special hardware that they require. Online healthcare service has gradually become a significant part of healthcare services, especially in emerging economy with shortage in medical resources and wide coverage in the Internet usage. This paper studies how health insurance policies affect the demand for online healthcare consultation by using longitudinal online healthcare and offline medical services datasets of a major city in China. The two policies we study are the integration of health insurance systems in urban and rural regions and the integration of health insurance systems between pairwise-cities. The empirical results show that both policies significantly affected the demand for online consultation. Our study …

Bike Sharing Systems (BSSs) experience a significant loss in customer demand due to starvation (empty base stations precluding bike pickup) or congestion (full base stations precluding bike return). Therefore, BSSs operators reposition bikes between stations with the help of carrier vehicles. Due to unpredictable and dynamically changing nature of the demand, myopic reasoning typically provides a below par performance. We propose an online and robust repositioning approach to minimise the loss in customer demand while considering the possible uncertainty in future demand. Social media content, from platforms such as Twitter and Foursquare, has enabled an exciting new field of social sensing, where participatory content generated by users has been used to identify unexpected emerging or trending events. In contrast to such text-based channels, we focus on image-sharing social applications (specifically Instagram), and investigate how such urban social sensing can leverage upon the additional multi-modal, multimedia content. Pathologies Of Development Practice: Higher Order Obstacles To Governance Reform In The Pakistani Electrical Power Sector, Ijlal Naqvi

Development actors are regularly aware of the shortcomings of governance interventions before, during, and after development assistance is introduced, yet those programmes continue and are even revisited. Why? This paper uses the Pakistani experience with power sector reforms to illustrate how the donor-led reform agenda had readily apparent shortcomings. A new wave of development thinking responds to such failures by drawing on complexity theory and moving toward more local, iterative and experimental approaches. However, by highlighting how the awareness of problems with reforms isn't sufficient to avoid them, this paper points to a higher order of obstacles which remain unaddressed.

During the early years of the United Nations Human Rights Council, formed in 2006, the African Group obstructed efforts to scrutinize and improve human rights in specific countries, notably in the cases of Darfur and the Democratic Republic of the Congo. However, in recent years the African Group has become willing to address country-specific human rights violations, particularly in Côte d'Ivoire, Libya, and Eritrea. This article documents the African Group's shift and asks why it occurred. The essays in this volume have demonstrated that the Umbrella Movement brought about a new theological moment in Hong Kong. As discussed in the introduction, theological actors in Hong Kong can be described as having followed the see-judge-act process of liberation theology. Indeed, the seeing and judging of Hong Kong’s situation that began with Occupy Central with Love and Peace (OCLP) in 2013 culminated unexpectedly with the action of the 2014 protests, transcending the wildest imaginations of the seers and the judges. Since the mid-1990s, UN special procedures reports have increasingly addressed human rights violations related to sexual orientation. However, it was not until 2011 that the first UN resolution on human rights and sexual orientation was adopted. After considerable difficulty, a follow-up resolution was adopted in late 2014. This policy and practice note examines the challenges of adopting sexual orientation resolutions at the UN Human Rights Council. In 2006, China enacted its first rescue-oriented Enterprise Bankruptcy Law with the aim of establishing its corporate rescue culture. But the corporate reorganization procedure that is at the heart of the new bankruptcy law has not been used frequently. It is appropriate to ask why the use of China's new corporate rescue law has been so low. Meanwhile, in the existing corporate reorganizations under the 2006 Law, most debtors were excluded from the reorganization process, so that the Chinese new debtor-in-possession model, which seems to be a desirable control format, was largely shelved. This accounting analytics course is timely as, with the proliferation of Big Data, several accounting professional bodies have highlighted the importance of developing analytical skills among accounting graduates. The experiential learning approach was adopted because there is a need to equip students with future work skills so as to tackle increasingly complex problems. Conventional methods for assessing the validity and reliability of situational judgment test (SJT) scores have proven to be inadequate. For example, factor analysis techniques typically lead to nonsensical solutions, and assumptions underlying Cronbach's alpha coefficient are violated due to the multidimensional nature of SJTs. In the current article, we describe how cognitive diagnosis models (CDMs) provide a new approach that not only overcomes these limitations but that also offers extra advantages for scoring and better understanding SJTs. The analysis of the Q-matrix specification, model fit, and model parameter estimates provide a greater wealth of information than traditional procedures do. Our …

Constitutional changes effected to Singapore's Constitution in 1991 transformed the office of President from a purely ceremonial one chosen by the Parliament, to one directly elected by the people exercising certain discretionary powers. Among other things, the President may now veto attempts by the Government to deplete the nation's past financial reserves, and to effect unsuitable appointments to or dismissals of key public officers. Now, the Government is proposing to tweak the system further.

This article draws on the common law of unjust enrichment to rationalize and develop the right to recover a non-gratuitously conferred benefit set out in section 71 of Malaysia’s Contracts Act 1950. This attempt at legal transplant and modern restatement is made in the hope of injecting principle and clarity into the antique section with the eventual goal of reviving it for practical and modern use.

Gangs, Clubs, And Alcohol: The Effect Of Organizational Membership On Adolescent Drinking Behavior, Chan S. Suh, Matthew E. Brashears, Michael Genkin

How does adolescent organizational membership in general, and simultaneous membership in distinct types of organizations in particular, impact drinking behavior? While past studies have focused either on the learning effect of involvement with gangs or on the constraining influence of conventional organizations on adolescent problem behavior, we explore the possibility that conventional school clubs can serve as socializing opportunities for existing gang members to engage in drinking behavior with non-gang club members. Using the Add Health data, we show that gang members drink more often, and engage in more binge drinking, than non-members. More importantly, individuals who are members of …

In a commentary, SMU Associate Professor of Law Eugene Tan shared his thoughts on Britain's vote to leave the European Union (EU). He noted that if the UK’s exit, or Brexit, is poorly managed, it may presage the slow decline and growing irrelevance of the EU in the global political economy. In a commentary, SMU Associate Professor of Law Eugene Tan highlighted that Singapore is a living laboratory by which its development and urban planning experience and expertise can be studied and harnessed by other cities in the urbanisation and human development journey. He noted that while Singapore's urban planning experience may not be directly relevant to other cities, its experience suggests that political will with public support, innovation, and boldness can make a vital difference in urban planning outcomes. September 28, 2014, is usually considered the day that the theological landscape in Hong Kong changed. For 79 days, hundreds of thousands of Hong Kong citizens occupied key political and economic sites in the Hong Kong districts of Admiralty, Causeway Bay, and Mong Kok, resisting the government’s attempts to clear them out until court injunctions were handed down in early December. Productivity Growth And Structural Transformation, Roberto Samaniego, Juliana Y. Sun

Economies diversify and then re-specialize as they develop. These “stages of diversification” may result from productivity-driven structural change if initially resources are concentrated in industries other than those that dominate economic structure in the long run. A calibrated multi-industry growth model with many countries and with industry differences in productivity growth rates replicates the main features of the “stages of diversification”. We also present evidence that countries systematically shift resources towards manufacturing industries with rapid productivity growth, and towards sectors with low productivity growth, consistent with the model and supporting the “productivity mechanism” for structural transformation.
